A presidential candidate needs 25% of votes in 24 states to win. But northern soldiers wrongly used land mass as criterion and created 20 new federal units (19 states + Abuja) and hundreds of local govt areas in the ONE REGION north; but allowed only 17 states and fewer local govt areas in once TWO REGIONS South. This is the fraud. Land mass is never used as criterion to create new states or new regions or provinces in a federal country.
