So, according to this section, if a political party sends thugs to prevent BVAS from being used in a particular polling unit where they believe their opponent will have an edge over them, INEC will help that political party to declare that unit zero votes?

A Politician can legitimately buys large amount of goods from a supplier and then give these goods out as a form of charity to potential voters, fact is that there is no crime in giving out charity.

This is possible but the logistics issues involved makes this method not very effective.

A politician can set up NGOs then compile the accounts number of potential voters, after they vote, the politician send pay the person as a charity contribution.

Most prefer payment before service due to the corrupt and untrustworthy nature of politicians. So this method is also possible but not very effective as well.


All in all, the goal should not be to completely eradicate vote buying, that is impossible with Nigerian politicians. The goal should be to reduce it to the barest minimum, make it more and more difficult.

Renewal is different from replacement. Yearly renewal should be free, but if you want to replace your PVC for reason of loss or whatever, it is fairly reasonable that it is charged.

If you can lose your ATM today and are able to get another printed same today, I don't see any reason why INEC cannot print another PVC for you.
