That is what I thought as well but those in the markets use phone , make calls, build houses, send children to school, do voters registration, give birth , etc nah yet data from these parts of HDI are always very low for the whole SE.

These are data captured with better tools now. For weeks now there has been intense mobilization for voters registration in the SE and videos even shared online yet the whole new voters registeted for the whole 5 SE Igbo states is less than that of Osun state
This is because voters registration now is better captured, we now have phone lines linked to NIN , there is now BVN etc yet the numbers are all still low for Igbos.
