* Good road
* at least 50% supply daily of electricity.

* good accountability of their stewardship.

Are this four things too much for them to provide nii?

Yes Okenwa. To be honest, so many things is wrong with the world we live in now. So many wicked people all over the places in the name of religions. Yet, many unbelievable things are happening because no strong government is cautioning them. The world is not save again.
