We came together on a round table and elected or selected some people to write the constitution (rules of engagement). We decided that some people should be in charge of enforcing laws that guide us, because without rules, there will be chaos.

The President is in charge of the Police, the Army, The Navy, the Airforce, EFCC, ICPC, DSS and so on, why are these organizations ineffective? Why are they being used to break the law (e.g. rig elections) rather than enforce the law. Tell me, what part of the world do we ineffective security systems, and we have law and other in the system?
