State governors in the South-East region has banned the movement of cows into the geo-political zone through the bush path by foot.
The governors stated this in a statement signed by the Director General, South-East Governors Forum, Prof. Simon Ortuanya.
They said henceforth, movement of cows into the zone should be done through the roads by using trucks in conveying the animals and offloading them to their specific cow markets.
“We will no longer allow foreign herdsmen to bring their cattle into our geopolitical zone through the bush paths by foot because this is what always cause conflict between our people and the herders,” the governors declared.
The governors restated their position that they have not and do not intend to donate lands for the creation of Ruga settlements or implementation of the National Livestick Transformation Plan (NLTP) in the region, promising to support states where the initiatives will be established. The way we talk to our leaders in authority shows that the education we acquired is a waste. The youths when the hear what is coming out from the people they see as the elites in the society they tend to act in that direction. Let us be careful the way we talk to the hearing of the young ones in this country. We need peace. The president of this country meant well for the people of Nigeria for suggesting or proposing to establish cattle settlements in the country. Edwin Clark, leader of the Pan Niger Delta Forum, has warned President Muhammadu Buhari against reintroducing Rural Grazing Areas (RUGA) in the country.
Mr Buhari had approved the creation of Ruga settlements for herdsmen across the nation without stakeholders carried along.
Though it is said to be optional, for interested states, the project was suspended largely due to the rejection of it in the South, fuelling speculation in some quarters that the government was out to grab lands for herders of Fulani extraction.
There are reports that the initiative will be reintroduced after been repackaged with presidential spokesman, Garba Shehu, saying the federal government has gazetted lands for the project in the 36 states of the country.
Warning against the reintroduction, Clark while addressing journalists at his Abuja residence on Monday said the move will disintegrate the nation if brought back.
“Let us go back, we have been living with Fulani and their herds for very long time; even when I was young, they lived with us. When they are bringing their cows, they used their sticks and everybody gave way but today we see herdsmen armed with Ak-47 all over the country moving around, killing people, raping women, killing children and so forth, destroying farms and today not one single one has been arrested, no single one has been caught and his gun removed; that is the country we belong,” the elderstatesman said.
He wondered why the government wants to establish settlements for those it claimed were foreigners killing Nigerians if the present administration had no ulterior motives.
“Government is not interested in seeing that the herdsmen with arms that came from Niger, Libya and other places are addressed; they want those people to be settled in our midst. It is not the Fulani who are going round with cows that they want to settle. These (foreigners) are not the ones they want to settle. So I disagree with that project.”
Clark called on the federal government to withdraw the initiative rather than suspend it because it will not be acceptable to Nigerians.
He described the project is an abomination to the entire people of Nigeria made up of other ethnic nationals.
“They should now withdraw it completely. Whether they suspend it for another 10 years or so, if it comes back, Nigeria will not survive as a country. It is good they withdrew it. If they say they have just suspended it and they are bringing it back, no Nigerian will agree to it and that may be the beginning of the disintegration of this country. God forbid!”
While applauding the government’s effort at diversifying the economy, the elderstatesman suggested ranching as the solution to herders and farmers clashes.
“Ranching is the solution. If you want to maintain cattle rearing, it is ranching. That is what operates everywhere in the world. Even in less civilised developed countries in Africa. If you go to Brazil and East Africa, ranching is what they are doing. Even our founding fathers in the first republic established ranches. There were ranches at Obudu Cross River State, Ondo State and in the north. Nobody kicked against it but for you to introduce a settlement for resolving the problem between herdsmen and farmers is unthinkable,” he added. Nnamdi Kanu, leader of the proscribed Indigenous People Of Biafra (IPOB) has advised South East governors to publicly apologise for aiding the proscription of his group.
Mr Kanu gave the advise on Monday amidst the suspension of Rural Grazing Areas (RUGA) for herdsmen across the country.
TODAY POLITICS recalls that IPOB was proscribed in 2017 when the group began the formation of its security vigilante group named Biafra Security Service (BSS) across the South-East region.
While the formation was still at the early stage, the Federal Government through the Nigerian Military clashed with the secessionist group seeking the creation of an independent state of Biafra Republic.
The clash led to the proscription of the group which was aided by state governors from the geo-political zone in a bid to tame the growing influence of IPOB in the region.
Mr Kanu whose whereabouts was unknown at the time his group was proscribed, resurfaced in Isreal a year after and continued his campaign for the creation of Biafra through referendum.
Last month, the federal government under President Muhammadu Buhari approved and began implementation of Ruga settlements for herdsmen across the nation. The initiative said to be optional for interested states was later suspended largely due to rejection by southern governors despite acceptance by some Northern states.
The suspension further fuelled speculation that the move might be a mission to grab lands in the South for herdsmen largely from Fulani extraction. While southern Nigerians are calling for the cancellation of the project, their Northern counterparts are urging the government to go ahead with the initiative, issuing ultimatum to that effect.
For the separatist leader, it is time South-East governors apologised for ensuring IPOB was proscribed despite its non-violence approach.

The Federal Government has withdrawn corruption charges filed against Senator Danjuma Goje.
Mr Goje is accused of stealing N5bn between September and November 2010 when he held sway as governor of Gombe State.
The Senator was prosecuted by the Economic and Financial Crimes Commission (EFCC) who later handed over the case to the office of the Attorney General of the Federation (AGF) after the lawmaker traded his aspiration of 9th Senate Presidency for the quash of his corruption trial.
The withdrawal was made at a Federal High Court sitting in Jos, the Plateau State capital on Thursday.
“My Lord, we have an application having taken over the case and reviewed the 21 count charges of no submission and by the ruling of this court quashed 19 leaving only two count charges in which they are to enter defence,” Daily Trust quoted Pius Akutah, an official from the office of the AGF to have told Justice Babatunde Quadri, who presided over the case.
“As it is, the Federal Ministry of Justice wishes to withdraw those two charges against the accused persons This action is in line with the power vested on the AGF by virtue of section 128 of the Administration of Criminal Justice Act 2015 particularly sub section 1 of that section (128).
“It’s in accordance with the power vested on the AGF by the constitution that we wish to withdraw the charges before your Lordship. This is our humble application and urge your Lordship to grant our application,” Mr Akutah added.
The judge strikes out the case after Adeniyi Akintola who represents the lawmaker did not opposition the application. He pursuant to Section 174(1) particularly sub-section (b) and coupled with Section 108 (2) of 2015, “the application by the AGF to withdraw the charges is hereby granted.”

Ohanaeze Ndigbo, the socio-cultural group in the South-East region, has said the people of the region is ready to defend themselves from whatever threats from the North.
The umbrella body of the Igbo predominantly area stated this in response to threats from Northern youths to unleash mayhem on Igbos residing in the North over the rejection of Rural Grazing Areas (RUGA) in the region.
Although said to be optional, for interested states, the federal government has suspended the implementation of the project largely due to rejection by southern states.
The Northern youths who are known to always tow the violence part had threatened to tow their preferred line of action if state governors who rejected the Ruga implementation in their states fail to retrace their steps and issued 30-day ultimatum to that effect.
Reacting, Nnia Nwodo, President-General of Ohanaeze, who described RUGA policy as an Islamization and a Fulanisation policy called on the people of the region to get ready to defend themselves.
“My attention has been drawn to a broadcast by Abdul Azeez Suleman, speaking for a coalition of Northern Groups in which he had the audacity to give the Federal Government an ultimatum of 30 days to rescind its decision on the suspension of its RUGA settlements policy,” Mr Nwodo said in a statement Thursday.
“Abdul went further to threaten the expulsion of Southerners resident in the North at the expiration of his dateline if the Federal Government does not rescind its suspension decision.
“This irresponsible, unlawful and provocative outburst reminds me of the quit notice from Northern Youths two years ago.
“The threat to evict law abiding Nigerians from their places of abode in Northern Nigeria is treasonable and obviously like the gun trotting herdsmen will go unnoticed by our Federally controlled law enforcement agencies.
“Let Abdul, the Federal Government and others like them take notice that Ohanaeze has no objections to all Igbos in the North returning home so long as all Northerners in the East leave the East and we dismantle the Federal structure imposed on us by the military and return to Autonomous Federating Units.
“The nepotism exhibited by this Federal Government, her duplicity of standards in law enforcement, her undisguised Fulanisation policy is repugnant to rule of law and good governance. We will no longer tolerate any further threats from these Northern war mongers.
“After all, who should be the aggrieved under the circumstance? The millipede that has been marched is whimpering, but the person that marched it is complaining that his foot has been soiled. The South that is bearing the yoke of oppression from cattle herders are trying their best to coexist with their aggressors, yet it is the aggressors that are threatening further mayhem. This cannot be.
“I call on all Igbos to be ready to defend themselves. Enough of these threats!” he concluded.

My own position is that Ruga settlements should be implemented in states that APC won during the general election, since they are the ones to benefit from the government.
Other states which did not enthrone this government should not have the initiative implemented there. |

A coalition of Northern groups has called on state governors opposing the establishment of Rural Grazing Areas (RUGA) for herdsmen to retrace their steps of face the consequences of their action.
State governors mostly from the southern part of the country had kicked against the creation of Ruga settlements which President Muhammadu Buhari administration said will permanently address herders and farmers clashes.
Critics had opined that the initiative was aimed at grabbing ancestral lands of other Nigerians and handing them over to herdsmen mostly from the Fulani tribe.
Although the government said the project is optional, for interested states, it however suspended the implementation due to the rejection of the initiative in the South.
Spokesperson of the Northern groups, Abdul-Azeez Suleiman, lambasted Yemi Osinbajo, for denying spearheading the initiative.
Former President, Olusegun Obasanjo, who accused the incumbent administration of plotting to Islamize and Fulanise the nation was also accused by the group of creating unfavorable environment for peace in the country.
“The cleansing operation also derives inspiration and support from the damning remarks of their state governors who also emphatically denounce and reject every effort to share space with fellow Nigerian citizens of northern extraction,” Mr Suleiman said at a press conference on Wednesday.
“Having come this far, we restate our emphatic repudiation of the vilification of one ethnic and religious group or the other for whatever reason or justification and deem the targeting of the entire Fulani race for vilification, systematic dehumanisation, profiling, alienation or any action that will render them object of attack and persecution, not only immoral and illegal, but also abhorrent to our sensibilities and ordinary decency.
“Accordingly, we remind the nation that so long as the Fulani would not be allowed to enjoy their citizens’ right of living and flourishing in any part of this country including the South, no one should also expect us to allow any southerner to enjoy the same in northern Nigeria.
“While we warn all state governors that stand against the implementation of the Ruga initiative to desist and give peace a chance, we place President Buhari and the Federal government on notice that they must act to halt and completely stop this raging madness within 30 days beginning from today, Wednesday, July 3, 2019.
“We warn the elders, political and religious leaders of southern Nigeria to urgently halt the inciting remarks that provoke hate against the North, keeping in mind that no single person or group has the sole monopoly of unguarded remarks that instigate hatred.
“For the avoidance of doubt, we advise the federal authorities and the southern leaders to heed the 30-day notice failing which we would most definitely be left with no option than to consider resorting to our decisive line of action,” the group warned, refusing to clarify the action it will take at the expiration of the ultimatum. Another lady has accused the Senior Pastor of Commonwealth of Zion Assembly (COZA), Pastor Biodun Fatoyibo of raping her.
The lady who spoke under condition of anonymity in an interview with Y!naija said the incident happened in 2017 at the pastor’s house.
She said she was an employee of COZA who worked directly with the pastor and was also a member of the church.
According to her, Pastor Fatoyinbo asked her to come to his house on the particular day (a Thursday morning) to take some instructions and go for an errand.

“He was my boss. I worked with him. Sometimes I had to do errands for them. So it was not the first time that I was going to be at their house.
“I was there sitting on the couch with him and he started addressing something that has to do with the church.
“Everything moved quickly from there and then he started trying to pull me into a hug and started kissing me which I found shocking. I had known him as a spiritual leader and I was about to witness opposite of everything that I thought he stood for.
“I was too shocked. It was a couch. I don’t know whether I should hold on to something. I remember telling him continuously ‘you can’t do that, you can’t do that.’
“He just kept going. Took off my button and my trouser. And then he had his other hand holding me back to the couch. And another hand right inside my pants.
“I remember he kept saying, relax. Just relax. He didn’t flinch.”
The lady added that he regarded Pastor Fatoyinbo as a father figure and a mentor, at that time when he allegedly raped her.

Herdsmen under the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has reacted to the suspension of Rural Grazing Areas (RUGA) settlement initiative across the nation.
The administration of President Muhammadu Buhari had suggested and began the project nationwide with stakeholders not carried along. He said the initiative will bring a permanent end to herders and farmers clashes across Nigeria.
Although it is said to be optional for interested states, the implementation of the projects in some states that rejected it fuelled speculations that the government was being economical with the truth.
Those who rejected the move accused the federal government of spreading land grabbing for the benefit of the Fulani tribe.
Reacting to the suspension of the project, Miyetti Allah said the move was a blessing to them because they do not need it.
The president of the umbrella body of herdsmen in the country, Abdullahi Bodejo, said his group was not consulted before the implementation of the initiative as it was politically driven.
“We don’t need Ruga settlements. Every Fulani man in Nigeria has a Ruga. The entire scheme is political because even the Fulani leaders and traditional rulers were not consulted,” Mr Bodejo was quoted by Leadership newspaper as saying.
“What we need is a return to our grazing areas. Facilities should be provided in them so that the herders can graze their cattle because the Ruga issue is political and does not help the Fulanis in the country.
“We support him (the president) because the programme was not helpful to us. How do you start a programme that a Fulani man with over 500 cows is not aware of?” he queried.
The Miyetti Allah helmsman said the Ruga project created distrust between herders in the south and their host communities who drove some of them away from their domain.
“The Fulanis in the southern part of the country were living peacefully with their neighbours for many years but when this issue of Ruga started, many of them were chased out. There was distrust. That is not good. All the traditional rulers in the North and we the leaders of the Fulanis were not aware of the Ruga programme and we were not consulted. Anything that will make our cows to be destroyed is not good and should not be supported,” Bodejo added.

When this medium decided to check his biography on Wikipedia, the information that cropped up showed the lawmaker is a carrier of HIV/AIDS, which might be responsible for his visit to the shop probably to play safe.
His health status led to his denial of admission into the Nigerian Naval Training College, Onne, Port Harcourt.
In 2004, he dragged the institution to the court for alleged discrimination on account of his testing positive to HIV virus saying the action is illegal, unlawful and breach of his fundamental right to personal dignity.

A Presidential aide and a chieftain of the Peoples Democratic Party (PDP) has reacted to the assault meted to a lady by a federal lawmaker.
Senator Elisha Abbo who belongs to the opposition party at the red chamber was reported to have assaulted a lady at a intimacy gadget shop in Abuja, the nation’s capital.
Mr Abbo, 41, who is said to be the youngest among his colleagues, had in May led some ladies to the intimacy gadget shop apparently to purchase some goods when one of them threw up at the shop’s floor.
The shop owner queried why the lady threw up given the fact that she is an adult who would have taken her illness outside. The question angered the lawmaker who said he was insulted.
In a video published by Premium Times, a police officer surfaced at the shop at the instance of Mr Abbo who was explaining how he was insulted by the shop owner.
When he ordered that the seller be arrested, the lady who owns the shop in their presence made a call apparently informing her relative of what transpired that has led to her arrest, the lawmaker got infuriated and a man who is siding the Senator made effort to confiscate the telephone with which the call was made.
This led to an intervention by a lady who asked that the man take things easy. Again, the lawmaker got angry and pounced on the woman who intervened by repeatedly slapping her face.
He ordered she been taken away for daring to intervene in the matter. The physical injuries he inflicted on the woman is said to have landed her in the hospital.
Nigerians on social media has been demanding the lawmaker resigned his position at the upper legislative chamber.
Reacting to the development, Lauretta Onochie, the special assistance on Social Media to President Muhammadu Buhari, bemoaned why calls should be made for his resignation.

12 states have tapped in and signed documents to release lands. the rest 24 aren't ready and haven't been forced to.
Our problem in this country are the people who have decided to not be exposed or think like exposed people without resorting to ethnicism and religion.

State governors from the South-East region on Monday rejected the demand to establish Fulani vigilante in Igbo communities.
The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) had last week urged the five state governors from the geo-political zone to consider establishing a vigilante group made up of youths from Fulani extraction.
