United States President Donald Trump issued a new open-ended travel ban Sunday that saw North Korea, Venezuela, and Chad among a list of eight countries cited for poor security and lack of cooperation with US authorities.

The new restrictions replace an expiring 90-day measure that had locked Trump in political and legal battles since he took office in January over what critics alleged was an effort to block Muslims from the country.

But the White House stressed that the measure was to protect the United States from terror attacks.

“We are taking action today to protect the safety and security of the American people by establishing a minimum security baseline for entry into the United States,” Trump said in a statement.

“We cannot afford to continue the failed policies of the past, which present an unacceptable danger to our country. My highest obligation is to ensure the safety and security of the American people, and in issuing this new travel order, I am fulfilling that sacred obligation.”

Iraq kept off list

Sudan, one of the six majority-Muslim countries on the original travel ban, was removed from the list.

The US has recently praised Sudan’s efforts in fighting terrorism ahead of a decision expected in October on whether to lift decades-old sanctions on Khartoum.

Full bans were newly placed on nationals from North Korea and Chad, and extended for five countries on the original list: Iran, Libya, Somalia, Syria and Yemen.

Limited restrictions meanwhile were placed on Venezuela, for officials from government agencies including interior and foreign ministries, the main police and intelligence services, and other agencies. Trump’s order said Caracas was not cooperating on security issues.

Officials speaking on background stressed that the decision was taken after an extensive review of high-risk countries by the Department of Homeland Security, which were all given the opportunity to improve their security standards.

The DHS report also said that Iraq did not meet its baseline security requirements.

But because Baghdad is a close ally and supports the presence of large numbers of US troops and civilians, officials said, the White House opted not to place Iraq on the list. But US-bound travelers there will face much tougher vetting.

“If you can’t screen people effectively to know who’s coming into your country, then you shouldn’t allow people from that country to travel,” said White House National Security Advisor H.R. McMaster.

Trump administration officials stressed that the restrictions are “conditions-based, not time-based,” indicating that significant improvements by countries could see them delisted from the travel ban.

Not a ‘Muslim ban’

The officials also said the addition of North Korea and Venezuela demonstrated that the measure was based on security standards and was not a “Muslim ban,” as detractors have argued.

That accusation was accepted by federal appeals courts in lawsuits that blocked the first efforts by Trump to set the ban, in January and March. The ban, which also included a broader, 120-day ban on refugees that expires next month, will be argued in the Supreme Court on October 10.

“Religion, or the religious origin of individuals or nations, was not a factor,” a senior government official told reporters.

“The inclusion of those countries, Venezuela and North Korea, was about the fact that those governments are simply not compliant with our basic security requirements.”

But Becca Heller, director of the International Refugee Assistance Project, said that of the three countries added, “Chad is majority Muslim, travel from North Korea is already basically frozen and the restrictions on Venezuela only affect government officials on certain visas. You can’t get any more transparent than that.”

On the decision to remove Sudan, she said: “Last week, the government ended Temporary Protected Status for Sudan, suggesting that the government of Sudan was pressured into agreeing to accept massive numbers of deported Sudanese nationals from the US in exchange for being dropped from the travel ban.”

“President Trump’s original sin of targeting Muslims cannot be cured by throwing other countries onto his enemies list,” added Anthony Romero of the American Civil Liberties Union.

North Korea, locked in a dangerous face-off with Washington over its nuclear weapons program, was added, the order said, because Pyongyang “does not cooperate with the United States government in any respect.”

Chad was added to the list even though Trump’s order called it “an important and valuable counterterrorism partner.” It pointed to the presence in the northern African country of designated terror groups like the so-called Islamic State, Al-Qaeda and Boko Haram, and said the government does not adequately share security and terrorism-related information.

The bans for the five countries from the previous 90-day order, which expired Sunday, would immediately continue under the new order. For North Korea, Chad, and Venezuela, the restrictions will be implemented starting October 18.

The Federal Government yesterday raised concerns over continuous electricity supply to Republic of Benin and Togo in spite of non-payment of outstanding bills and when Nigerians need the same power.

Permanent Secretary, Ministry of Power, Works and Housing (Power) Dr. Louis Edozien made the Federal Government’s position known at the opening of the route and environmental and social impact assessment study on the Nigeria-Benin 330 KV reinforcement project.

He urged the company in charge of the bilateral power deal, Communaute Electricique du Benin (CEB), and Togo to pay up the mounting debts.

The said the ministry’s primary responsibility is to satisfy the electricity needs of Nigerians, “although the Federal Government is committed to integrating Economic Community of West African States (ECOWAS) electricity market”.



Edozien told the West African Power Pool (WAPP) delegates that “Nigerians are not satisfied. I will explain why it makes sense to do this even in the context of the current dissatisfaction, but it is very difficult to make that argument very persuasively when the electricity we have already supplied is not paid for”.

“So, I want to use this platform to emphasis to CEB that the debt that has accumulated for electricity already supplied needs to be settled as quickly as possible. It helps us explain to Nigerians why we should and must sign the supply by doing projects like this one.

“Now, not only must the debt be paid but a mechanism must also be put in place to make sure the debt doesn’t balloon again and they are paid for as and when due,” he said.

According to him, the essence of the commitment to supply power to the West Africa CEB and Niger Link arose out of government’s multi-lateral understanding about optimising the use of the River Niger as a resource.

Edozien, however, told the delegates that the Nigerian electricity industry has moved from a vertically integrated government monopoly to an industry with private investors, hence the need for a power purchase agreement.

He said it was “necessary to move the arrangement into a proper contract and I believe that that discussion is already on the way to move CEB contract from basically a government to government multi-lateral agreement to a proper purchase agreement with the Nigerian Bulk Electricity Trading Company for the existing supply”.



He added: “Now as your needs grow and as projects like this one are completed, you sign the amount of energy you are buying from Nigeria. Our expectation is that you will look to individual generation operators – two of whom are here – to contract the supply you need. The regulator is here and he is putting in place regulatory framework so that you can contract directly with the people who want to supply to you and I believe you have one such contracts already.”

Interim Managing Director and WAPP Chairman Mr. Usman Gur Mohammed explained that the project, which is the second Ikeja West (Nigeria) to Sakete (Benin Republic) transmission line will be due for commissioning in 2021.

The project, he said, is expected to take 24 months after six months of feasibility studies and the procurement process.

The TCN boss noted that African Development Bank (ADB) is committed to financing the project, adding that it was the ones that funded the line from Ikeja West to Sakete and would still use the same funding corridor.

The ECOWAS representative said the 330KV Nigeria/Togo Interconnection Reinforcement Project was aimed at augmenting the power exchange capacity of its predecessor, which was commissioned by WAPP in 2006.

He added that the project shall stabilise the WAPP coastal transmission backbone spanning from Nigeria, Cote d’ Ivoire through Benin, Togo and Ghana, to increase the power potential of ECOWAS countries like Niger, Burkina Faso and Mali.

The Nigerian Electricity Regulatory Commission (NERC) Vice Chairman Sanusi Garba noted that government would not under the arrangement compromise power supply to Nigeria.

The Ekiti State Governor, Ayodele Fayose, says he is not a promoter of the Indigenous People of Biafra.

He, however, said the government must address agitations through dialogue and not military might.

Fayose said this in a series of tweets on his official Twitter handle on Sunday.

The governor said, “Let the use of brute force be the last option in matters of agitation. Battles can be won without the use of force. Having said that, I am not promoting IPOB, but Buhari should lead Nigeria with equity and justice.

“In every family there are both the good and bad people. Agitation is normal in every society but the way to go about it is to tread cautiously. I’m not for division of Nigeria. But the Federal Government should engage in more of dialogue with agitating groups; use carrot and stick approach instead of guns.”

Fayose said Nigeria must be restructured in order to promote fairness and equity.

Fayose further advised the All Progressives Congress to include members of the opposition in the Governor Nasir el-Rufai restructuring committee.

He added, “What this government needs to do is to restructure and this matter should not be handled by the APC. It should not be a party affair. Using brute force is not democratic. Running a democracy should not be by propaganda. Democracy is not autocracy.”

The Chief of Air Staff, Air Marshal Sadique Abubakar, has said the Nigerian Air Force is expecting new fighter aircraft from no fewer than four countries to boost its capabilities.

He listed the countries as Russia, the United States of America, Pakistan and the United Arab Emirates. Abubakar, who identified the NAF’s challenges as insufficient aircraft and low aircraft serviceability, said his men were working towards “more professionalism to meet the security imperatives.”

The air force chief stated this on Saturday at a lecture delivered to the Senior Course 40 at the Armed Forces Command and Staff College, Jaji, Kaduna State.

The lecture was titled, ‘The Nigerian Air Force in Contemporary Warfare; the Chief of the Air Staff’s Vision for Future Engagements.’

According to Abubakar, while Nigeria is expecting eight Mi-35M attack helicopters from Russia, it is also waiting for the Super Tucano aircraft from the United States.

Moreover, there are five Super Mushshak aircraft expected from Pakistan, while the Yabhon Flash 20 Remote Piloted aircraft is also expected from the UAE.

Abubakar added, “The enormous cost of aircraft acquisition and maintenance infers that such should be carved out as extra-budgetary expenditure while platform maintenance and upgrade must also be moved from recurrent to capital expenditure.

“From a total of 10 Mi-35M helicopters expected, the service has already acquired two, while an additional two are in the production line and to be delivered soon. There is also an indication of the sale of the Super Tucano aircraft by the United States Government.

“Furthermore, out of the expected 10 Super Mushshak primary trainer aircraft procured, five have been inducted into the NAF inventory to enhance flight training.

“In the same vein, efforts are ongoing for the acquisition of the Super Tucano Light Attack Aircraft and delivery of the Yabhon Flash 20 Remote Piloted Aircraft.”

The air chief stated that the NAF also had to compete with local and international aviation industry for the limited aviation engineers in the country.
