My story - By Rt. Hon. Rotimi Amaechi - This is a must read for every Nigerian. Recently, the Nation have turned their eyes on the National Assemblied as they screened 37 ministerial nominees sent to it for confirmation by President Muhammadu Buhari over the last two weeks. But as it where and very openly known to the masses, none of the nominees sent to the upper chamber have proved as controversial as c, a former governor of Rivers State, whose screening had to be deferred at least once owing to the deluge of petitions against his nomination, and for which he had to face the Senate Ethics and Privileges Committee.ame

Well, Amaechi was finally screened in plenary by the Senate on Thursday. The former governor tells his story in the course of the exercise. Excerpts:

WHO IS CHIBUIKE ROTIMI AMAECHI?

I happen to be one of the best Nigerians to have served as Speaker for eight years. In the period I served, Speakers were impeached almost on regular basis. I have also served as a governor of Rivers State under the PDP, but during my second term, I was governor of Rivers State under APC. Distinguished senators, it is a rare privilege to stand here today to address you. I believe that this is my first time of addressing the Senate and I thank you. I thank the President for this privilege. Whether I become a minister or I not, this will go in the history book of mine that I once addressed the Senate of the Federal Republic of Nigeria, but truly at the mercy of the Senate.

And as you know, this is a hallowed chamber, so I am deeply humbled and honoured that I have been nominated by the President and to have been give the chance to address you on what I thought would be the little contributions I have made to the development of Nigeria. I told you earlier that my name is Chibuike Amaechi, I am truly a Nigerian.

As I said to you earlier, I am the immediate past governor of Rivers State and I was the Speaker of Rivers State House of Assembly for eight year years, just like I was governor for eight years. I was Chairman of Conference of Speakers for two tenures and I had also the privilege of serving as Chairman of the Nigerian Governors Forum for two tenures too. Take it together, whether as governor or as Speaker, these two cases can tell the story of public service.

TENURE AS SPEAKER

During my tenure as Speaker of Rivers State House of Assembly, we achieved a lot. Some key bills like the Anti Kidnapping Law and the Rivers State School Rights were passed. I drafted these bills myself. I was just pained that there were some of our children who couldn’t go to school and I had to ensure that the bills became laws so that our children, parents and teachers will have their rights and privileges and that government has the obligation to fulfill them.

However, my most fulfilling moment as Speaker was the passing of the Rivers State School Rights Bill. This bill clearly defines the responsibility of parents, teachers and parents to guarantee our children’s access to qualitative education. Education should not only qualitative, it must also be accessible.

WHAT I DID AS GOVERNOR

As governor, we inherited a state that was comatose and with the problem of insecurity. Our immediate task was, therefore, to restore security and improve the social and economic well-being of our people. These were the two pronged approach: physical and fiscal security.

These were the blood of human beings. Yet the blood of these ones did not and have not quenched the taste for a Biafran Repulblic by the the Eastern people of Nigeria. Are we going slay more innocent lives and blood in the name of one Nigeria? Does it worth it? President Goodluck Jonathan said, "Nobody's live is worth his presidential ambition'.

Are we sure Nigeria as a voice isn't saying the same thing? Does the fact that we want to keep Nigeria as one end up claiming the lives of those She promise to safeguard? Why don't our leaders come to a compromise and call for a national dialogue and see how things can be sorted out. One, there was a civil war in America when California wanted to break out.

Have you ever thought of Nigeria giving the south east the opportunity to produce the next president? If no, why?

Following the attempt of secession by Biafra in 1967, which brought about the infamous and highly criticized Nigeria-Biafra civil war (July 1967- Jan 1970) and its disastrous effects on the stability on the country, given the bitterness of the war, the restoration of peace and the reintegration of the Igbos into Nigerian life were pertinent. However, since the war was over in 1970, either knowingly or unknowingly, intentionally or by coincidence, no one from the south eastern part of the country has held the highest position of the land.

Nigeria, divided into 6 geopolitical regions; North East, North West, North Central, South South, South East and South West, has after the civil war produced at least one president from each of the region except from South East and North East. The North generally has had more chances so this piece is about the South East.

The country has been careful in handling leadership of the nation into the hands of any from the south eastern part of the country. Truth be told, the reason isn`t farfetched- fear of secession.

From 1970 when the war was over through 2015, every region in the country has produced at least one leader (President/Head of State) that has led the country for a particular period:

The North West: Alhaji Umaru Musa Yar’adu- Katsina, General Sani Abacha- Kano, General Muhammadu Buhari- Katsina, Alhaji Shehu Shagari- Sokoto and General Murtala Mohammed- Kano.

The North Central: General Abdulsalam Abubakar- Niger, General Ibrahim Badamasi Babangida- Niger, and General Yakubu Gowon- Plateau.


The North East: Nil

The South South: Goodluck Jonathan- Bayelsa.

The South West: Chief Olusegun Obasanjo- Ogun and Chief Ernest Shonekan- Ogun

Yesterday, the Kaduna state Governor Mallam El Rufai was accused of injustice in political appointments, abdication of responsibility to secure the a by the Coalition of 13 groups from Southern Kaduna.

The coordinator of the coalition group, Barr. James Kanyip, a former Chairman of Kaura Local Government Area, LGA, also accused El Rufai of what he called policy summersault. This he made known while addressing newsmen in the state capital.

Barr. James Kanyip said: “Southern Kaduna, makes approximately 3 million in population, representing about 50% of the 6.066 million population of Kaduna State according to the 2006 National Population Census.

“We are bonded by same socio-cultural and historical ties, some dating back to the ancient Nok Terracotta civilisation of the 500BC.

He continued "Southern Kaduna people, who welcome and embrace all comers, are therefore deeply indigenous and autochthonous people like other native populations, we are proud of our heritage and reject any policy that suggests that there are no indigenes or natives of Kaduna State.

“Gentlemen of the Press, the prevailing circumstances that we have found ourselves in Kaduna state today have made it imperative for this Coalition to address nagging issues under the government of Mallan Nasir El Rufai, before they got out of hand”, he said.

The gropu leader went further to reinstate that the government of mallam El Rufai have done nothing to end the killings in the southern Kaduna but had stopped the banditry and cattle rustling in Birnin Gwari and environs, it said that he has done nothing to end the killings in Southern Kaduna.

Kanyip said: “Daily killings are going in Atakkar villages in Kaura LGA and and the Sanga road artery has become hot bed for violent robbery far worse than what was obtained in Birnin Gwari.

“The Governor would rather play blind to these happenings, because he probably feels he has no responsibility to protect those who did not vote for him. We just want to have it on record that he has abandoned Southern Kaduna people.

“Governor El Rufai has repeatedly asserted that Kaduna State does not have any indigene. He has even said that the “indigene” clause will be expunged from Kaduna State documents to make it possible for anyone who resides in Kaduna to gain equal access to everything that a native of Kaduna state may be entitled to.

“He has not only made this pronouncement, but has backed it up with the appointment of non-indigenes into prominent and key political positions. For instance, we have today an alleged wanted man has been brought into his government as a Special Adviser and is even regarded as the de facto Governor; Hadiza Bala Usman as Chief of Staff; Muyiwa Adekeye as Special Adviser on Media and Publicity; Peter Ayim as Special Assistant on Entrepreneur; Hafiz Bayero as Special Assistant on Job Creation; Hajiya Rabi Abdulsalam as Commisioner for Women Affairs; Hajiya Hadiza Yahuza as Interim Chairman of Chikun Local Government Council, among others.

“This is a very strange and curious behaviour since Sections 25, 26 and 27 of the 1999 Constitution of Nigeria has clearly stated the citizenship status of every bona fide Nigeria; and it states that a Nigerian citizen must be an indigene of a community in Nigeria. Those who are not of Kaduna State origin, though resident in the State, are citizens but not indigenes of Kaduna State because they cannot claim dual indigeneship. This is without prejudice to their fundamental and other rights as humans and citizens of Nigeria”, the group said.
