I have been reading this same article since this week and somehow I chose not to believe it, but I hope and sincerely hope that the militants aren't the target. It seems no contract was awarded and no payment was made since the last announcement by NNPC in February 2015, yet the refineries, all 4 are st to work by July. From other reports it seems the refinery were simply denied crude oil thus the units are mothballed.

I suspect they had no plans to meet even the 2016 date, as they will come with another story if Jonathan was still in power
