A major political tremor hit the House of Representatives yesterday, with 37 members of the new Peoples Democratic Party (PDP) defecting to the All Progressives Congress (APC).
The APC is now in the majority. It has 171 members. The PDP, hitherto in the majority with 208 members, is in the minority, with 167 members.
A letter by the intending defectors was first read by the Speaker, Hon. Aminu Tambuwal, to the members in the Chamber.
The December 18 letter is titled: “Communication of Change of Political Party”, addressed to the Speaker.
“We, the undersigned members of the House of Representatives elected on the platform of the Peoples Democratic Party (PDP), wish to inform you that we have joined the All Progressives Congress (APC).
“This action is as a result of the division/faction in the political party that sponsored our election into the House of Representatives. (see House Resolution No: HR/36/2013, vide votes and proceedings of Tuesday, 17 September, 2013 as attached).
“Furthermore, we write to inform you that following this division, the faction of the PDP, which we belong to, has formally merged with the All Progressives Congress, APC.
“This communication is made pursuant to Section 68(1)(g) of the Constitution of the Federal Republic of Nigeria, 1999, for your information, guidance and records, please.
In all, 11 members from Kano, Sokoto (10), Rivers (eight), Kwara (six) and one each from Katsina and Bauchi defected to the APC.
From Kano State are: Nasir G. Sule, Ahmad A. Zarewa, Aliyu Sani Madaki, Bashir Babale, Alhassan Ado, Munir Dan’ Agundi, Aminu Suleiman, Abudulmumin Jibrin, Musa Ado, Musthapha Bala and Mukthari Mohammed.
Those from Sokoto State are: Kabiru Marafa Achida, Aminu Shagari, Isa Salihipu Bashir, Abdulahi Mohammed Wamako, Saadu Nabunkari, Aliyu Shehu, Shuaibu Gobir, Musa Sarkin-Adar , Abdullahi Balarabe and Umar Bature.
From Rivers State are: Andrew Uchendu, Asita Honourable, Sokonte Davies, Dakuku Peterside, Mpigi Barinada, Pronen Maurice, Dawari George and Ogbonna Nwuke.
Kwara State has on its list: Ali Ahmad, Rafiu Ibrahim Adebayo, Aiyedun Akeem Olayinka, Mustafa Moshood, Aliyu Ahman- Pategi and Zakari Mohammed.
Two other members, Nasiru Sani from Katsina State and Yakubu Dogara from Bauchi, were also on the list.
They all wrote their names in their handwriting and signed with the proviso at the top of the pages that states: “ We the undersigned hereby certify that we have perfected all arrangements to move from PDP to APC, today 28 November, 2013”, showing that the defection had been planned for an earlier date.
The announcement of the defection was greeted with a roar by members in applause from the APC members and protestation from the PDP members.
The names of the defecting members were read out by the Speaker. Thereafter, all the members involved filed out amidst the ovation. Led by the leader of the opposition, Femi Gbajabiamila, they went to shake hands with the Speaker.
There were shouts of “APC! APC! APC!”. PDP members on the floor also countered with shouts of “ PDP! PDP! PDP!” as they tried to outshine their APC counterparts.
Old APC members in the House then went round the chamber, shaking hands with the new members and chatting with them in groups.
The defection by the 37 members puts an end to the speculations on their political future. It was a culmination of weeks of meetings and speculations.
Efforts by a member, Kingsley Chinda (Rivers PDP), to get the Speaker to reverse the defection was not accepted.
Chinda said it was sub-judice for the House to accept the defection of the members to APC as a case on the matter filed by the members themselves “is still alive and pending”.
He urged the speaker to ensure “that they defect at the proper time”.
“I have listened to your point and have taken note,” the Speaker rejected. That ended the matter.
Earlier, the House said it had accepted the$ 77.5 per barrel benchmark. Tambuwal, who announced the decision after a short closed-door session, said the MTEF and benchmark issue had been finally resolved.
A motion to allow the Minister of Finance, Mrs. Ngozi Okonjo-Iweala, to bring the 2014 budget estimates today was also passed.
The House also adopted the Conference Committee Report on the 2014-2016 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper.

Governors to raise nine questions on economy

Governors are disturbed by the state of the economy, which has remained hazy to them.
They are to raise nine issues on Thursday at the meeting of the National Economic Council (NEC), which has not been convened in the past three months.
Many states have complained of being shortchanged in their monthly allocations. Some have been borrowing to pay their workers’ monthly wages, The Nation learnt at the weekend.
Vice-President Namadi Sambo has summoned a NEC meeting, following the governors’ compliant that they are being kept in the dark about the economy’s health.
The nine issues are:
•Is it true that $50billion was unremitted to the Federation Account? Where is the money?
•Is Nigeria is broke or not;
•Why was the NEC consulted before 2014 Budget was presented to the National Assembly;
•How much has Nigeria earned from its oil sales in 2013 and what percentage of the budget is funded by these receipts?
•Is it really true that $5b is missing from Excess Crude Account
•How much oil does Nigeria produce daily?
•Is the benchmark price for oil in the 2013 budget is $79?
•Is it a fact that crude oil was sold at prices that hovered about $110 per day throughout the year?
Sections 18 and 19 of the 1999 Constitution states: “The Economic Council shall comprise the following members -
(a) the Vice-President who shall be the Chairman;
(b) the Governor of each State of the Federation; and
(c) the Governor of the Central Bank of Nigeria established under the Central Bank of Nigeria Decree 1991 or any enactment replacing that Decree.
“The National Economic Council shall have power to advise the President concerning the economic affairs of the Federation, and in particular on measures necessary for the co-ordination of the economic planning efforts or economic programmes of the various Governments of the Federation.”
The governors have not been happy that the Presidency has kept NEC meeting in abeyance for about three months.
According to sources, the governors had initially suspected that the delay in convening the meeting had to do with the Peoples Democratic Party (PDP) crisis, but they later discovered that it had to do with the state of the economy.
A governor said: “We are really unhappy that the VP has refused to convene NEC meeting for three months running, which is in breach of the 1999 Constitution.
“The excuse from the Presidency for shifting the meeting has been that there is no money in the treasury and it would not want the governors to take it to task on it.
“Our position is that this is a constitutional breach because we are expected to meet monthly.”
Another governor, who also pleaded not to be named, said: “It is so sad that the Presidency forwarded the 2014 Budget to the National Assembly without consulting the NEC. This is an aberration.
“They refused to summon NEC meeting so that we will not raise questions.”
It was gathered that following pressure from governors on the state of the nation’s economy, Sambo fixed a NEC meeting for Thursday.
A governor said: “We got a belated notice to come for NEC meeting on Thursday. I am unhappy because we had longed for the meeting in the last three months.
“However some of us have met and the NEC will enable us to ask nine questions from the Federal Government.
“These nine questions include some of those Governor Rotimi Amaechi had put in the public domain.”
Since September 23, states have been experiencing shortfall as the monthly Federal Allocation and Appropriation Committee (FAAC) was aborted twice because of lack of cash to share.
Oil production has been between 1.9m and 2.2.m barrels per day instead of the projected 2.5m barrels per day.
At a stage, Finance Minister Dr. Ngozi Okonjo-Iweala, said it was a bit difficult to pay state government allocations in full.
But the Director-General of Budget Office, Mr. Bright Okogwu and his colleague, the Accountant-General of the Federation, Mr. Jonah Otunla, said: “Nigeria is not broke but it is having cash flow problems.”
In Akwa Ibom State, the Commissioner for Finance, Mr. Bassey Akpan said the state government secured a loan of N80 billion from Standard Chartered Bank of London in order to meet its obligations.
In Benue State, Teachers have been on strike in the last one month over non-payment of minimum wage.
A senior government official in Kaduna State said last night that the shortfall was affecting government activities in the state ‘tremendously.”
He said: “I must tell you that the shortfall is affecting us greatly. You know that there are so many things that are at a standstill at the moment. It is because of the shortfall that this is happening,
“You see people don’t know what is happening and so it is easy for them to criticise from outside. But when you get into the system, you discover that things are different.
“Actually, Edo State Governor Adams Oshiomhole has put the whole thing in proper perspective. The states are suffering from the shortfall. But it is easier for him to speak out because he is from the opposition. But things are not easy for us at all”.
In spite of that, the aide said the government is trying its best to ensure that workers’ salaries are not affected.
Kano State Commissioner for Budget and Planning Alhaji Yusuf Bello Dambata said the state had been taking ingenious action to beat the shortfall.
“We are trying to meet our promises to the people by blocking leakages.
“We’ve intensified internally generated revenue and cut cost of governance.
An Akwa Ibom Government House source, who preferred anonymity, explained that the effects of shortage in allocation from the federal government is affecting urban local government areas where are more concentration of primary schools.
According to him, in Uyo local government area, due to the large concentration of primary schools, after deducting salaries of the primary school teachers nothing is left to pay salaries of more than 600 members of staff.
His words: “Presenting, Uyo local government area owes its members of staff two months salaries. That of October and November has not been paid. The workers are not even sure of getting December salary.”
Lagos State Governor Babatunde Fashola faulted the distortion in revenue allocation.
He said: “We expect that as a country, we cannot continue to have this distortion in revenue collection and projection where the largest source of revenue comes from a single item. What it simply means is that we use revenue from our Internally Generated Revenue (IGR) that we should have used to pay contractors to keep the public service going. So, that distorts so many things.”

Former military President, General Ibrahim Babangida, believes the world may have to wait for a century to have a leader in the mould of the just departed Nelson Mandela.
Babangida, in a tribute yesterday, said that with the death of the former South African president, the world has lost one of its best leaders.
The deceased, more than anyone else, he said, exemplified what good leadership is all about.
Babangida, who spoke to reporters in Minna, said Africa should be proud that God gave the continent a man and leader in Mandela whose life and time impacted humanity and the world at large.
“The world has lost one of its best leaders. We should take solace in the fact that his life and his time were something that everybody in the world should be proud of his achievements,” he said.
“Mandela had a moral conviction and his moral conducts was very, very high and powerful. He made sure that what he believed in he stood for it. I think those are very good lessons.
“He displayed one thing which is un-African: he stayed in power for one term which he thought was noble and he allowed the younger generations like Thambo Mbeki to take over from him.”
He said the late Mandela held Nigeria in high esteem during his life time.
“I recall that when he was released from prison, Nigeria was the first country he visited because of our role as one of the frontline states that helped to dismantle apartheid and installed a popular government in South Africa.
“Mandela held Nigeria in high esteem. This he acknowledged when he visited Nigeria.”
Babangida also spoke on his personal relationship with the Mandela family.
“About three weeks ago, his former wife (Winnie) sent her daughter to give me a book which she has just published and that shows you that the relationship is very, very cordial.

ABOUT 22 Senators elected on the platform of PDP may be on their way to the All Progressive Party (APC). This is despite Wednesday’s trouble shooting visit to the Senate by the embattled National Chairman of the PDP, Alhaji Bamanga Tukur, to stop the cross over, coming soon after the defection of five PD governors to the APC.

A Senator familiar with the development told The Nation yesterday that “it’s just a matter of time for us to consummate our plan to move to the APC.” A similar move in the House of Representatives is already generating tension in the chamber following a move by some members to sack principal officers like Depputy Speaker Emeka Ihedioha, Majority Leader Mulikat Akande- Adeola, Deputy Leader Leo Ogor, Chief Whip Isiaka Bawa and Deputy Chief Whip Ahmed Mohammed. However, Speaker Aminu Tambuwal is said to have prevailed on the members to soft pedal.

The Senate source said Tukur’s visit might have been prompted by the planned defection to “massage our back and give us false hope.” The source said that “after the successful defection of the five governors to the APC, the National Assembly is the next theatre of defection.” The source added that the three Senators from one of the Northwest states were so “pissed off with Tukur” that they walked out on him during the Senate visit.

One of the angry Senators was said to have thundered, as he walked out: “Tukur did not know how I contested and won my election; he will not also know how I will contest and win the next election.” The source did not name the about-to-defect Senators because as he put it, “it is not in my place to announce the names of anybody who wants to leave PDP.” “As we speak, those of us who have made up our minds to seek a new platform for our political future are not fewer than 22 in this Senate,” he said. But he hinted that two to three senators will move from each of Jigawa, Sokoto States, Adamawa, Kano, Gombe, Kwara, Rivers and Borno States where two to three senators and one each from Nasarawa, Taraba, Kebbi and Niger States. “We know the five governors who left PDP, we know Senators and House of Representatives members who are their (governor’s) loyalists. Very soon, the era of speculation will be over when everybody will answer his name,” he said. Asked why Tukur left out the House of Representatives during his visit, the source said “it may be due to the perception of the leadership of the House as rebels, rightly or wrongly. It may also be that the leadership of the party considers Senators more strategic in its scheme of things.”

PDP currently has 72 members, APC has 33, LP 3 and APGA 1 in the Senate. Meanwhile, Speaker Tambuwal has stalled move by some Reps to oust certain principal officers of the House on the heel of the planned defection of PDP members to APC. The number of APC members in the House has is believed to have risen beyond the stipulated 181 in the House rules with the defection of the five PDP governors to APC. The strength of the APC in the House was tested during this week’s plenary proceedings as they blocked a motion perceived to be against their interest.

A member of the APC in House who spoke under anonymity,said: “APC has exceeded 181 as at today. Before the PDP governors joined us, the number was 137. As you know, the rules stipulate 181. Once that is reached, the configuration changes.” This position was confirmed by Mr. Femi Gbajabiamila of the APC, who posited that the strength of members of the party in the House is over 181. “The new arithmetic of the lawmakers in the House is 137, existing APC members plus 57 new PDP members that recently joined, making a total of 194 members,” another APC lawmaker said.

APC members were initially moving for the removal of the Deputy Speaker Emeka Ihedioha, the majority Leader Mulikat Akande- Adeola, the Deputy Leader, Leo Ogor, Chief Whip, Isiaka Mohammed Bawa and the Deputy Chief Whip, Ahmed Mukhtar Mohammed. But ahead of the APC’s plan to unveil the strength of its members in the House, Speaker Tambuwal moved to douse tension over the change in the power structure of the House. Gbajabiamila, who was in America when The Nation called him, said the unveiling is coming “soon.”

A member of the House and Chairman of the House Committee on Petroleum (Downstream) Hon. Dakuku Peterside was of the opinion that the change in power structure would bring a better Nigeria, “There has been a lot of alignment and realignment. There’s a whole new political current going on in the two chambers of the National Assembly. One thing that is certain is that the power configuration must change. “Now, the change in power configuration will come with consequences and implications. It might affect the leadership of the parties in the National Assembly, and again it will also affect the way the NASS relates with the Executive arm of government.

“It might be negative or positive, but ultimately, it will be for the good of the Nigerian people. For the first time, there will be effective checks and balances. It will no longer be family affairs. The days of family affairs are gone and gone for good. The politics of Nigeria will never be the same again.” The APC , sequel to a meeting held at the Kano State Government Lodge in Kano early this week with the leaders of the APC and governors elected on the party’s platform and governors who defected from the PDP, had mapped out an agenda for the change of the leadership in the House of Representatives. But Tambuwual, after the meeting in which he was present, was said to have appealed to the opposition over the matter.

The Nation learnt that one of the reasons for the appeal was that there would be division in the House should such sweeping changes in the leadership cadre of the House be effected.

All Progressives Congress (APC) leaders Gen. Muhammadu Buhari and Asiwaju Bola Ahmed Tinubu are working for the good of the country, Jigawa State Governor Sule Lamido said yesterday.
The governor spoke in Dutse, the state capital, while receiving former military Head of State Gen. Abdussalami Abubakar, who was rounding off his two-day visit to the state.
Lamido, one of the G-7 Peoples Democratic Party (PDP) governors crusading for internal democracy and good administration of the ruling party, described PDP National Chairman Bamanga Tukur as a “polio virus to Nigerian democracy”.
Lamido, who declined to join the APC like five of his colleagues in the G7, described Tukur’s style of leadership as a threat to democracy, which people fought for, losing wealth and lives.
He said Tukur’s action was capable of throwing the country into “total doom”.
Lamido told Gen. Abdulsalami: “It is quite unfortunate that 14 years after you, Abubakar Abdulsalami, out of your national patriotism and selfless commitment to the nation, conquered all the temptations around you and relinquished government, things are being run like this.”
According to the governor, the PDP’s house is in a shambles as a result of Tukur’s leadership style. He accused the party leader of lacking ideas on how to develop the party.
He said his colleagues who earlier in the week defected to the APC did so out of frustration, adding: “ Most of them had worked for the advancement of the PDP in their states, but instead of the party to show appreciation, it ended up sending people parking unceremoniously.”
The governor described Gen, Abdulsalami as a democrat for his role in handing over power to a democratically- elected government in 1999. He is a “father of democracy in Nigeria”.
He urged him to raise up his hands and say “no” to anti- democratic forces and enemies of democracy.
“It is high time people like you started talking so as to rescue democracy and the nation so that the legacies you have bequeathed will not be trampled upon by never do wells,” Lamido told his guest.
To Gen. Abubakar, Nigeria is at the crossroads and will need the prayers of all to survived.
He said the country would not survive in an atmosphere dominated by rancour and violence.
“Whereever we are, we must make peace and this is also applicable to politics.
“We, as people, must avoid violence and if there is any difference among us, there are procedures to follow – like the judiciary,” he said.
The former head of state noted that the effort to restore democracy in the country during his regime was possible because of the commitment of all Nigerians.
Gen. Abubakar praised Lamido for transforming his state positively, noting that the governor executed people-oriented projects.
He said: “Whoever left Dutse 10 years ago would be overwhelmed by the level of progress recorded by the Lamido administration.”
Gen. Abdulsalami visited the Emir of Dutse, Alhaji Nuhu Muhammad Sanusi, in his palace and inaugurated the multi-billion naira State High Court, which he described as the best in the country.

Rivers State Governor Rotimi Amaechi yesterday dissolved the executive of the Obio/Akpor Local Government Council with immediate effect.
The dissolution was announced in a statement by Secretary to the State Government, Mr. George Feyii.
The statement said: “Rt. Hon. Chibuike Rotimi Amaechi, the Governor of Rivers State, in exercise of the powers conferred on him by the Rivers State Local Government Law, 2012, has approved the dissolution of the Obio/Akpor Local Government Council with effect from today, 28th November 2013.
“Consequently, the Chairman of Obio/Akpor Local Government Council is hereby directed to handover to the Head of Personnel Management of the Council immediately.”

Despite the hard line posture of the Peoples Democratic Party (PDP), the Presidency has opted to reach out to the aggrieved governors and leaders of the New PDP to give room for the completion of peace talks with President Goodluck Jonathan.
The aggrieved governors- Rotimi Amaechi, Murtala Nyako, Abdulfatah Ahmed, Aliyu Wammako and Rabiu Kwankwaso- defected to the All Progressives Congress (APC) on Tuesday.
According to sources, who pleaded not to be named, a security chief has since Tuesday been reaching out to the aggrieved G-7 governors to honour the President on Sunday by attending the resumption of peace talks.
It was learnt that the security chief made the governors to realise that the ill-health of the President accounted for the shift of the meeting.
It was gathered that the security top brass said even if the governors had taken their decision, it is proper to allow the conclusion of talks with the President.
A source, who spoke in confidence, said the intervention of the security chief was as a result of the likely implications of an all-out-battle between the President and the governors.
The source said: “The top security brass has been begging the governors to return to the negotiation table because of likely degeneration of the political situation in the country.
“His fear is that the implosion in PDP may ground governance to a halt, in view of the attitude of some hawks in the ruling party that the President should adopt a tit-for-tat measure against perceived political adversaries.
“The consequence of the crisis on the 2014 Budget became obvious following the probability of APC controlling the majority in the National Assembly, especially the House of Representatives.
“So, there is pressure on the governors to have a rethink. The security chief has contacted some key Northern leaders and traditional rulers to intercede.”
As at press time however it was learnt that the aggrieved governors, with the exception of Governors Sule Lamido and Babangida Aliyu, were yet to make any commitment to have meeting with the President on Sunday.
Another source said: “Mr. Rotimi Amaechi told those making the overtures as follows: ‘I won’t attend any meeting on Sunday since I am no longer in their midst.’

Somebody should tell Major-Gen Goodluck Jonathan that even if they were declared illegal by a court of law, that does not stop people of like mind from meeting.
