FOLLOWING intelligence reports from Maiduguri, residents to members of Borno Vigilance Youths Group (BVYG) and military Joint Task Force (JTF) on Sunday, killed seven Boko Haram terror suspects and arrested six others in Bama town, after two-hour house-to-house search operations in two wards of the township by 4 p.m.
Bama is a border town with Cameroun; and 78 kilometres east of Maiduguri, the state capital; and an epicentre of Boko Haram sect activities.

The arrested suspects, according to an eyewitness Monday, were picked up by the vigilance youths that stormed the suspected hideouts of fleeing Boko Haram sect members.

He said: “We were sitting under this tree shade; when we saw some youths with sticks, knives and cutlasses in two buses and five tricycles headed towards Tandari ward of Bama town. Five minutes, after soldiers in their patrol vehicles also backed up the youths before the fleeing gunmen were arrested in the evening.

He said even though there were no exchanges of gunfire initially between the fleeing terror suspects and soldiers, seven of them were however, gunned down while attempting to escape towards the outskirts of Tandari areas of Bama town.

Speaking on the house-to-house searches, the source told The Guardian that the Boko Haram sect members must have fled from the destroyed Sambisa Games Reserves Forest, while others could have infiltrated the township from Maiduguri or Konduga, before they were rounded up here yesterday by vigilance youths and JTF.

A hospital attendant at the Specialists Hospital, Maiduguri also said that seven bodies were brought in by a JTF patrol vehicle from Bama by 5.35 p.m. on Sunday.

Confirming the incident yesterday, spokesman of JTF, Lt. Col Sagir Musa said that the soldiers assisted the vigilance youths in the arrest of six terror suspects at Bama, while seven were killed in an exchange of gunfire in one of the suspects’ hideouts. The youths, according to him, were escorted by men of JTF; and returned safely to Maiduguri metropolis without being hurt or killed in the Bama youth’s operations.

Underage marriage law: Ondo Senator weeps, says he voted in error

The Senator representing Ondo State Central at the National Assembly, Senator Ayo Akinyelure today made a U-turn and begged the people of the state to forgive him for his decision to support the controversial underage marriage proposal.

The senator, who was weeping like a two year-old baby and also prostrating at a stakeholder meeting held at Adegbemile Cultural Center in Akure, where he was summoned by his constituents said he voted in error.

The Senator, popularly known as Allover, urged the people to count it as part of human errors which could have been committed by anyone.

It could be recalled that the Ondo State Senator was listed in a DailyPost report as one of the Senators who voted for underage marriage.

This popular report  also showed that the Senator was the only lawmaker from South West who supported the proposed law.

This particular stand of the lawmaker had arouse anger among his people who believe that he had betrayed them.

In order to dissociate themselves from his action, the people had earlier converged at the same venue on Saturday to show their grievances over the Senator’s action by signing a protest register.

But, Akinyelure while defending himself on the issue claimed that he mistakenly press “NO” instead of “YES” when the lawmakers embarked on voting, since the voting style was electronic.

According to him, “nobody is above human errors. What happened has made me to become wiser, because nobody is perfect, except God. I will like to make the following clarifications on the subject matter to correct the wrong allegations of voting in favour of Underage marriage as widely reported in the national dailies.

“Before this issue occurred, what the Senate considered for determination under the review of Nigerian constitution was renunciation of citizenship under the constitution contained under section 29 (4b) which provides that all married women shall be of age” it is worthy of note that full age has been defined under section 29 (4a) to mean “the age of 18 years and above”.

The question before the Senate for determination therefore, was whether the clause which provides that “a married woman is deemed to be of full age to renounce her citizenship of Federal Republic of Nigeria should be retained or be deleted? Section 29 (1) of the constitution of Federal Republic of Nigeria provides that “Any Citizen of Nigeria of full age who wishes to renounce his citizenship shall make a declaration in the prescribed manner for the renunciation.

“The question before the senate for which I voted in favour was that whether a married woman is deemed to be of full age to renounce her Nigerian Citizenship and not whether a woman can marry before attaining the age of 18 years. This is quite different from voting in favour of underage marriage as widely reported in the media to blackmail Senators of Federal Republic of Nigeria, that believe in the peaceful co-existence of Nigeria as a Nation and to avoid possible religious crises and security challenges that may likely result from deleting this clause in question from the constitution, hence, I voted for the clause to remain.



“This implies that renunciation of Nigeria Citizenship is quite different from age of marriage of Nigeria Citizens under the constitution of the Federal Republic of Nigeria. I submit this clarifications to the whole Nigeria and the world at large that, I,  my people in Ondo Central and the Government of Ondo State did not support underage marriage in all ramifications.

“Therefore, my voting “No” was in clear error of misinterpretation and I had no opportunity to correct what is deemed to be my error now, because I would have been able to correct my error before the voting was concluded by the senate. We make use of electronic vote and you can’t make correction ones you make an error.

“However, the position of the senate would have remained the same if I had voted YES to section 29 (4b) to be removed from the constitution, because for the clause to be passed by the senate, it requires 73 votes, representing two/third majority votes. Therefore, my voting YES would have brought the result to 61 YES and 34 NO, hence, not meeting the requirements for passage. I therefore, use this medium to apologize to my constituency members and the good people of Ondo state, for voting in error as a result of my wrong interpretation without any ample opportunity to make correction before voting was concluded”

Despite all these explanations given by the Senator, the people who were majorly woman and members of the ruling Labour Party ,LP, were not satisfied, and remained adamant.

Some of them who spoke at the meeting said, the Senator had taken a decision which had put the people of the state to shame.

The Idanre Local government women leader, Mrs. Abike Tiamiyu who is from the same local government of the Senator, said what the senator haD done does not call for total condemnation. However, she was booed by the people for supporting the Senator.

Akinyelure was particularly asked by Ifedore local government LP women leader, Mrs. Iyabo Ojo if the Senator took a bribe before supporting underage marriage.

The State Coordinator of the National Council for Women Society, Mrs. Kikelomo Adeniyi said any of the senator who believe he or she is a good parent will never support early marriage for a girl child.

He noted that if woman are allowed to marry at any age, when would they be able to contribute their quotas to the development of the nation.

Legalizing underage marriage is more or less preventing woman from occupying great positions in the country. We have several females in the National Assembly. If their parents had supported early marriage, would they have been able to get that position?” She asked

Meanwhile, before the arrival of the Senator and his entourage, including some government officials, the House of Assembly Members and Leaders of LP, hundreds of residents of his senatorial district had besieged the venue of the even,t protesting over the Lawmaker’s action.

Following this action, some of his loyalists were forced to disperse the protesters with stones.

Some of the placards displayed by the aggrieved people protesters had the inscriptions, “Ayo Akinyelure sold our daughters pride for money” “Allover failed to protect Yoruba Culture” “Child murder is not Yoruba Culture” Akinyelure be warned’ Yoruba Culture not for sale” among others.

It took the intervention of the Police before order was restored at the venue.

The Senator who denied that he did not send anyone to disperse the protesters, however appealed for forgiveness.

A petition calling on the United Nations to “stop the Nigerian Senate from making underage marriage The Law” has so far received over 12,500 signatures and is looking for nearly 3,000 more.

It was organized by an Eme Awa in Hyatsville in the United States and is ongoing on the website Change.org.

The petition reads:

The Nigerian Senate just approved language that would remove the protection for young women and girls from repeatedly being rape in the guise of early marriage.
New York-based Guttmacher Institute’s study reports that the Nigerian authorities have been failing to implement sexual health education for decades and now, the Nigerian Senate has made it part of the Nigerian Constitution to give adult men the right to take any young girl as a wife, even as young as ten years old.

Here is the senate’s new rule: “The Nigerian Senate also resolved to alter Section 29 (a) of the constitution that stipulates that a woman shall not be qualified for marriage until she attains the 18 years as they deleted age specification for women being married from the draft constitution and left the marriage age for women open.

The Senate claimed that a woman is deemed to be “full of age” once she is married irrespective of the age she did so.”

The petition followed last Tuesday’s debacle in the House of Representatives – lawmakers had voted to removed a clause in Section 29 of the constitution that determines the “full age” to be 18 years, but adds that women who are married, be they 18 or younger, are of age.

When that clause pertaining to the full age of women was removed during Tuesday’s amendment it was met with stiff opposition from Senator Sani Yerima, the former Zamfara State governor who married a 13-year old Egyptian girl in 2009.

Senator Yerima argued that removing the clause would contradict Islamic law. He rallied support and demanded a second vote, in which 35 senators voted to keep the clause, while 60 voted to remove it and three abstained.

The House needed two-thirds to remove the clause, that’s 63 votes. They didn’t get that many and so it stays.

Wsdm: Muslims are known to preserve all the activities of their religion. However, not all the practices are made compulsory for them. Go and study little aspect of Islamic knowledge and you will realise that some actions are compulsory while some are optional which the underage marriage falls. A FRESH crackdown on Boko Haram has led to the death of 30 suspected members of the group in Borno State.

The Joint Task Force (JTF), Operation Restore Order and members of Borno Vigilance Youths Group (BVYG), allegedly killed the suspected terrorists at the Zagardajeri village of Jere Local Council of the state.

A source disclosed in Maiduguri yesterday that the killings followed a search for a Boko Haram member by the vigilance youths on Tuesday, before men of the JTF clashed with terror suspects, hiding in the village for over three weeks.

Spokesman of JTF, Lt.-Col. Sagir Musa, also said that there was a special operation of the joint security forces at a village on the outskirts of Maiduguri metropolis, where over three dozens of terror suspects were feared dead in the three-hour operation.

He disclosed that some rifles and arms were also recovered from the village, while the purported village head pursued by the youths before the troops intervened, was said to be a member of the group that relocated and fled to the village in June.

The chairman of BVYG, Abubakar Mallum, said that the killing of the terror suspects in the village was facilitated when the youths pursued a suspected Boko Haram member and arrested him with a Kalashnikov rifle and N100,000 cash.

Mallum further disclosed: “When our members were arresting the suspect, we were told that the youths had to get the permission of the village head before such arrests could be made. On getting to the village head, at his residence, we recovered a rifle and huge sums of money, allegedly provided to carry out more attacks on Maiduguri Metropolitan Council (MMC) and Jere Council areas of Borno State.

“While the youths were making more inquiries and investigation in the village, some gunmen opened fire; and started firing at our members; and killed one of us and injured a youth in the arm. As our safety was in danger, I had to alert men of JTF in Maiduguri on a tricycle, so that the soldiers could assist us fish out and arrest terror suspects hiding in this village, north of Jere Local Council.”

The soldiers, according to him, quickly intervened and rushed to the village with their patrol vehicles and killed over three dozens of terror suspects, who could have fled from the Sambisa Games Reserve Forests (SGRF) and Maiduguri metropolis.

He said the villagers, who had been living with the fleeing Boko Haram suspects, also fled the village after the troops killed the terror suspects.

Meanwhile, the JTF yesterday has relaxed the dusk-to-dawn curfew by two hours to enable Muslims in the state perform the Ramadan fast that started July 10, 2013.

The curfew, according to JTF sources, commences from 11.00 p.m. to 6.00 a.m. daily, unlike in the past when it began from 9.00 p.m. to 6.00 a.m.

The relaxation of the curfew was contained in a statement by Musa. The statement made available yesterday to reporters in Maiduguri reads in part: “The JTF has observed tremendous improvement in the security situation in Borno State. For that reason and in the spirit of Ramadan fasting, the task force finds it expedient to review the curfew timings imposed on the state.

“We request that all citizens remain vigilant throughout the Holy month.”

And two months after the shutdown of Global System of Mobile (GSM) Communications by the JTF in Borno, Yobe and Adamawa states following the declaration of emergency rule by President Goodluck Jonathan on May 14, 2013, telephone services were restored in Yobe State yesterday.

The Guardian learnt that residents in the state woke up yesterday only to realise that there were epileptic MTN services, while the three other networks of Globacom, Airtel and Etisalat remained shut.

Even though Damaturu and Potiskum residents are happy with the partial restoration of MTN telephone services, they called for the full restoration of services and other networks in the state.

The restoration is coming a week after a similar development in neighbouring Adamawa State.

Meanwhile, Borno State governor, Kashim Shettima, has announced educational scholarship to 50 children, whose parents were killed by Boko Haram gunmen at various times and in different parts of Maiduguri metropolis.

Speaking on Tuesday during the break of fast at the Government House, Maiduguri, the governor disclosed that the scholarship would cut across orphans from both Muslim and Christian homes.

And tragedy struck in Kaduna yesterday when unknown gunmen attacked Kaura Police Divisional Headquarters, killing two policemen and injuring several people.

Briefing newsmen shortly after being conducted round the scene of the attack, Kaduna State Commissioner of Police, Olufemi Adenaike, attributed the attack to the porous nature of the police station. He assured that all vulnerable police stations within the state would be fenced to prevent a recurrence of such incident.

The victims whose names were given as Benedict Audu and Gabriel Joshua were a sergeant and corporal.

The Nigerian Army yesterday announced the interception of a petrol tanker loaded with arms and ammunition in Kebbi State.

Speaking with newsmen after the operation, Commanding Officer, 1 Battalion, Nigerian Army, Lt. Col. Sunday Ilori, said that the vehicle, bearing the logo of Mobil Oil, was impounded on July 11, in a joint operation with men of the State Security Service.

He said items recovered from the fuel compartment of the oil tanker were three AK 47 Riffles, one RPG-2, nine AK 47 magazines, two bombs, three RPG chargers and 790 rounds of 7.62mm of special ammunition.



His words, “The arrest and confiscation of arms was sequel to the on-going operations of the 1 Battalion of the Nigerian Army with headquarters in Sokoto, against insurgency and insurgent activities within its area of responsibilities.
“The efforts resulted in the arrest of one suspect, arms and ammunition and a petrol tanker on July 11, 2013 after a combined operation between the 1 Battalion of the Nigerian Army and the State Security Services.”

The army boss added that two other suspects had escaped when the vehicle was intercepted, assuring that investigation was on to “unravel the source and ownership of the arms and ammunition”.

Ilori called on the general public to continue to support the Army and other security agencies in the current war against insurgents in the country.

The suspect claimed that he was paid N500, 000 to deliver the items to Sokoto and that the owners had threatened to eliminate his family.

The Action Congress of Nigeria (ACN) has heaped the blame for the ongoing crisis in Rivers State on President Goodluck Jonathan and asked the National Assembly to immediately commence  impeachment proceedings against him, for failing to live up to his oath of office to uphold the Constitution of the Federal Republic of Nigeria.
In a statement issued in Lagos on Wednesday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said by Jonathan’s abhorrence of the rule of law and majority rule, the latest indication of which is his unmistakable support for a group of renegade lawmakers who are fomenting trouble in Rivers State, the President has become a clear and present danger to the country’s democracy, and must be shown the way out in accordance with the Constitution.

”Under President Jonathan’s watch and with his tacit support, a few lawmakers dictated to majority of the members of the Ogun State House of Assembly, which was locked for a long time. ”And under his watch, five lawmakers – out of 32 – have become the majority and, simply because they have the backing of the presidency, are now being given police protection to disrupt the proceedings of the House. As we write, Rivers state has been taken over by current and former militants who have been unleashed to destabilize the state and cause a breakdown of law and order, to pave the way for the imposition of a State of Emergency.

Since this is no longer an intra-party dispute and because of its potentials to set the country on fire, we also call on civil society groups, professional bodies and ordinary Nigerians to rise up and defend the rule of law and the supremacy of the Constitution over arbitrariness,” ACN said.
The party decried the anarchy that is now reigning in Rivers, simply because the five renegade lawmakers have the backing of the presidency, which has emboldened them to take extra-Constitutional measures to try to remove the majority-backed Speaker of the State House of Assembly.
”Taking a cue from the presidency, the State Commissioner of Police has turned himself into a politician and abandoned his constitutional role. Instead of providing security for the entire House to sit, he chose to back the renegades and their thugs to unleash mayhem on their colleagues. This is what you get when a leader dons the garb of a partisan instead of being a statesman.
All sorts of minions simply follow suit,” it said.
The party said that in the aftermath of the crisis, the soldiers attached to the State House in Rivers have been withdrawn while there are real fears that the police security will also be withdrawn by a Commissioner of Police who, apparently, no longer takes orders from his boss.
”This is not the democracy that was watered with the blood of many Nigerians. This not what Nigerians bargained for after years of military rule. We should not and must not allow those who are now reaping where they did not sow to reverse the little progress that we have made,” ACN warned.
