According to reports, barring any unforeseen scenario such as a salary cut which can only be done by the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) or a reduction in the total number of ministers which stands at 43 at the moment, the ministers designate who are currently undergoing training and orientation in Abuja will be costing Nigeria a whooping sum of N2.53 billion in salaries and allowances within the next four years.

With the breakdown, each minister will get at least N58.766 million in four years, the Vanguard reports.

However, the above sum will be much higher should estacode and allowances for foreign and local duty trips be added.

According to standard rules right now, ministers are entitled to estacode allowance of $900 per night and duty tour allowance of N35,000 per night. This is exclusive of a refundable vehicle loan of N8.106 million.

Further more, each of the ministers is entitled to a furniture allowance of N6.079 million and a severance package of N6.079 million which totals N12.158 million.

According to the conditions of service, a minister will earn N2,026,400 as annual basic salary while a Minister of State will get N1.8 million.

Other highlights of the emoluments package include: Estacode Allowance ($900 per night); Utilities Allowance (Telephone/Electricity/ Water) –30 per cent of Annual Basic Salary (N607,920); Domestic Staff Allowance, 75 per cent of Annual Basic Salary, N1,519,800;

Newspaper Allowance, 15 per cent of Annual Basic Salary, N303,960; Duty Tour Allowance, N35,000 per night; Furniture Allowance, 300 per cent of basic salary, N6,079,200; Severance Allowance, 300 per cent of annual basic salary, N6,079,200;


Others are Accommodation Allowance, 200 per cent of annual basic salary, N4,052,800; Motor Vehicle Fuelling Maintenance Allowance, 75 per cent of Annual Basic Salary, N1,519,800; Leave Allowance, 10 per cent of basic salary, N202,640.

Also, Personal Assistant Allowance, 25 per cent of Basic Salary, N506,600; Entertainment Allowance, N607,920; Monitoring Allowance, N303,960; and Motor Vehicle Loan, N8,105,600.

In a statement on Sunday in Lagos, Falana claimed that more relatives of victims arrested and detained for several months had contacted him, following his petition to the National Human Rights Commission (NHRC) last week.

“Following the publication of the contents of the said petition by the media, a number of the family members and friends of the majority of the detainees have reached out to us. Since the detainees were arrested by armed and masked naval personnel in mufti without any warrant of arrest and incarcerated incommunicado, it was thought by many family members that the detainees had been abducted and killed by hardened kidnappers.

“The most pathetic case is that of Ms Grace Inyang, who was arrested in Port Harcourt, the Rivers State capital, by masked naval personnel on October 27, 2018. She was driven to Abuja and dumped in an underground cell at the detention facility of the Defence Intelligence Agency (DIA).

“She was, however, transferred to the Nigerian Naval Ship NNS Beecroft detention centre at Apapa, Lagos, last week, for further incarceration. Even though the lady has spent 295 days in detention, the detaining authorities have not informed her of any criminal offence allegedly committed by her; neither has she been allowed to communicate with her relatives.

“The 56 men in the same detention facility at Apapa have been abandoned by the detaining authorities! Similarly, no one has attended to the other 10 citizens who have been detained inside a vessel in Marina, Lagos, for the past 13 months.

“By not notifying the family members and relatives of the detainees of their arrest and places of detention the authorities of the Nigerian Navy have wilfully violated Section 6(2)(b) of the Administration of Criminal Justice Act, 2015, which has imposed a duty on all detaining authorities to notify the next of kin or relative of every suspect of the arrest at no cost to the suspect.

“It is pertinent to note that the authorities of the Nigerian Navy have also continued to ignore court orders for the unconditional release of 15 of 67 detainees, including Navy Captain Dada Labinjo, being detained at the underground cell of the DIA at Abuja.

“Since the detention of the 67 citizens for several months without trial cannot be justified under sections 35 and 36 of the Nigerian Constitution, the Nigerian Navy ought to release them without any further delay.

“The illegality of the detention of the 67 people is compounded by the fact that the authorities of the Nigerian Navy have no powers under the Armed Forces Act to detain persons who are not subject to service law. However, if there is evidence that they have committed economic crimes, they should be transferred to the Economic and Financial Crimes Commission (EFCC) to prosecute them.

“Finally, we call on President Muhammadu Buhari to direct all detaining authorities in Nigeria to publish the names of all detainees and their places of detention and prohibit the police and other security forces from subjecting Nigerians to  any form of incommunicado detention,” said Falana.

Actress Vicky Zugah has finally reconciled with the woman that cursed her 10 years ago, for snatching her husband after several warnings. 

The curse was uncovered after she visited Prophet Prince Elisha in his church. The Ghanaian Prophet disclosed that Vicky Zugah was warned several times to stay away from the married man spending a lot on her, but she remained adamant.  However after the aggrieved woman went physical with her confrontation, the Ghanaian actress called the man who drove her down to his house and assaulted his wife before her. 

From a place of pain and in her absence, it was gathered that the woman placed a curse of never being taken seriously in any relationship and never getting getting married on Vicky Zugah, and it was meant to be potent till she dies. To break the curse, she was instructed to find the woman and reconcile with her.

President Muhammadu Buhari has directed that the production and personalization of all Nigerian E-passports and related documentation should be solely carried out by the Nigerian Security Printing & Minting Company, NSPMC.

His directive was contained in a statement signed and forwarded to Thickmatch by his Media Adviser, Femi Adesina, on Thursday.

Popularly known as The Mint, the company was established in 1963 with the objective of producing the nation’s currency notes and coins for the Central Bank of Nigeria, CBN, as well as security documents for ministries, departments and agencies of government, banks and other blue chip companies.

According to the statement: “With the new directive from the President, all existing memoranda of understanding and contracts on printing by other institutions/ companies will not be renewed.

“The Mint is the largest banknote and security documents specialist printing company in West Africa. However, its performance was rapidly dwindling in terms of both currency production and security documents prior to 2014.

Under the chairmanship of the CBN Governor, Mr Godwin Emefiele, new targets were set, and Managing Director/Chief Executive Officer of The Mint, Mr Abbas Umar Masanawa recounts some of the achievements to include: zero importation of currency from 2014 to date, with attendant benefits of conservation of foreign reserve, revenue and employment generation, as well as safeguarding the nation’s sovereignty.

Speaking, Masanawa said: “The Mint has returned to profitability. From a moribund organization with heavy losses, the company grew from a loss position of N14. 6 million in 2014 to a profit of N14. 3 billion in 2018. Turnover also grew from N17.8 billion in 2014 to N61. 4 billion in 2018.

“Other achievements include enhanced production capacity, revenue diversification, reduced cost of production, institutionalization of corporate governance, improved staff welfare and industrial harmony, among others.”

The Managing Direction pledged that The Mint would justify the renewed the confidence reposed on it by the President, “as we are moving to the Next Level, and poised to boost national security and integrity, we will conserve scarce foreign exchange, improve revenue generation, create job opportunities, and boost acquisition/transfer of technology.”

The Muslim Rights Concern, MURIC, infuriated by the airing of the 2019 edition of the Big Brother Naija Reality Show, has petitioned President Buhari to shut it down immediately.

In a press statement issued by its Director, Professor Ishaq Akintola, the Muslim group labeled the reality show as ‘immoral, dangerous and Bohemian’ and also wondered why the Ministry of Information and Culture and the National Orientation Agency are on sabbatical over the show.

They also condemned the quest for wealth by the youths, which according to them has led to immorality, yahoo-yahoo, ritual killings and a museum mentality for the collection of female panties.

The statement reads;

“We are being forcibly dragged to a world of nudity, shamelessness and open promiscuity. Inmates of BBNaija kiss, romance and engage in sex openly. BBNaija is Bohemian, anti-social, crude and immoral. It constitutes a potent danger to every home. BBNaija is Satanic. It is unacceptable.

“Where are our norms and values? Is it part of African culture to engage in sex in the open? Where are the authorities? Is the Ministry of Information and Culture sleeping? Is the National Orientation Agency on sabbatical? Who will protect our children from this despicable onslaught? Who did this to Nigeria?

“This reality show is dragging our children into a life of moral debauchery. It is robbing them of the last vestiges of honour. It is deleting the word ‘shame’ from their vocabulary. BB Naija has alienated our youth from the elders. A yawning lacuna now exists between the young and the old. Irreversible social crisis looms.

“We must see those who woo our young ones with humongous amounts of money, big cars and palatial buildings as those bent on destroying industry, diligence and integrity particularly among the youth. Nothing destroys a nation faster than materialism. The daughters of Jezebel are here already. Unless the authorities move with the speed of lightning, human dignity in Nigeria is going, going, going!

“Or do we not realize that for every single BB Naija inmate who wins big amount of money and a car, more than 50 million young people are misled? Qur’an 30:41 says, ‘Evil has appeared on both land and sea as a result of the handiworks of men…’ The Bible in Ephesians 4:19 was also describing these people when it says, ‘Having lost all sensitivity, they have given themselves over to sensuality so as to indulge in every kind of impurity, with a continual lust for more.’

“Already, the desperate quest for wealth by all means has gripped Nigerian youth like hay fever. It has railroaded them into Yahoo Yahoo, ritual killings and a museum mentality for the collection of female panties. Where exactly are we going?

“This development calls for serious concern and we are deeply concerned because we are the Muslim Rights Concern. Our hearts bleed in MURIC. This is the kind of evil that Muslim and Christian leaders should unite to fight with all their strength instead of dissipating their energy on a phantom Islamisation, a mirage called Fulanisation, Maradonic religiousity and gymnastic spirituality.

“We can put an end to this anomaly called BB Naija if Christians and Muslims bury the hatchet and come together to fight evil. Home is home. Moral debauchery knows no religion. The destructive influence of television shows like BB Naija penetrates both Christian and Muslim homes.

“Ditto for the custodians of our culture and tradition. Our traditional rulers ignore a program like this which has all the potentials to diminish the dignity of our culture. They are fighting over who should be chairman of the Council of traditional rulers. They want to be the King of kings and rivals of the Supreme Creator. Who placed a curse on Nigeria?

“Homo sapiens may not respect a single snake when they see one. But can anyone wait to see what follows if the cobra leads and it is faithfully followed by the python, the black mamba, rattle snake, garter snake and the anaconda? So what do you think will happen if our traditional rulers from the East, West and North march on Aso Rock to demand the immediate halt of this horrible show?

“To cap the edifice, MURIC calls for immediate and total ban on this satanic television show. We charge the Ministry of Information and Culture to move swiftly against BB Naija before moral debauchery becomes Nigeria’s middle name. Nigerian youth must be protected from themselves and the time to do so is now. Buhari had on 27th May signed the 2019 budget of N8.91tn, made up of capital expenditure of N2.09tn, recurrent expenditure of N4.07tn, statutory transfers of N502bn, fiscal deficit of N1.92tn and special intervention of N500bn.

Top officials of the government confided in our correspondent that as of the close of work on Tuesday, no amount had been released for funding of capital projects contained in the 2019 budget.

One of the officials attributed the delay in releasing fund for capital projects to various factors, some of which include the procurement process, the non-constitution of a cabinet and the low approval limit of Permanent Secretaries.

The source said, “You will recall that the budget was signed over a month ago by the President and as was expected, funding of projects particularly those that are critical to the developmental objectives of the government ought to have started.

“However, this has not been the case, because MDAs have yet to get their funding for the implementation of capital projects.

“Part of the reasons could be that the cabinet members have not been appointed and this is crucial to the release of funds for MDAs.”

When contacted on reasons for the delay in releasing fund for capital projects, the Director of Information in the Ministry of Finance, Mr Hassan Dodo, said he had no information on the enquiries from our correspondent.

President Muhammadu Buhari has approved the promotion of the Nigerian Army Chief of Training and Operations, Maj Gen Lamidi Adeosun, to the rank of a Lieutenant General, the same rank as the Chief of the Army Staff, Lt Gen Tukur Buratai.

The Nigerian Army confirmed this promotion in a release on Tuesday.

The acting Director, Army Public Relations, Col Sagir Musa, said apart from Adeosun, the President also approved the promotion of “Brig Gen AB Biu, General Officer Commanding 7 Division to the rank of a Major General.”

Musa said, “The President and Commander-in-Chief, President Muhammadu Buhari, has approved the accelerated promotion of two senior officers and a subaltern of the Nigerian Army. The officers are granted promotion for their extraordinary feats, courage, exemplary leadership, loyalty, uncommon commitment and valour in the counter-insurgency operation in the North Eastern part of the country.

“The two senior officers are Maj Gen Lamidi Adeosun, the Chief of Training and Operations at Army Headquarters, who has been promoted to the rank of Lieutenant General and Brig Gen AB Biu, General Officer Commanding 7 Division and Commander Sector 2 Operation Lafiya Dole, Maiduguri, promoted to the rank of a Major General. Also, promoted to the rank of Captain is Lieutenant AJ Danjibrin of 211 Demonstration Battalion Bauchi.

“Similarly, the Chief of Army Staff, Lt Gen Tukur Buratai, on behalf of officers and soldiers of the Nigerian Army felicitated with the newly promoted officers and extends his best wishes to them in all their future endeavours.”

The Presidency on Tuesday clarified that the National Livestock Transformation Plan of the Federal Government has not been suspended.

While advising Nigerians not to worry about the 30-day ultimatum given by the Coalition of Northern Groups over the suspension of the nationwide implementation of the Ruga settlement for Fulani herders, the Presidency advised the CNG to respect the Office of the President which, it said, took the decision in national interest.

The Senior Policy Adviser (Agriculture Interventions Coordination) in the Office of the Vice President, Dr. Andrew Kwasari, stated this in an interview with journalists in Abuja during a training session organised for the executives of Miyetti Allah Cattle Breeders Association of Nigeria and its executives in eight states considered to be flashpoints.

The training programme which was jointly organised by the Centre for Humanitarian Dialogue had as its theme: “Dialogue and Negotiations: Why, When and How To Be Effective.”

Kwasari said, “No, the National Livestock Transformation Plan has not been suspended; in fact, it has been enhanced because Mr. President, in his wisdom, has spoken and directed that this is the plan that we should be working around to implement.

“We will need an all-encompassing committee of the National Economic Council, National Food Security Council, and Federal Executive Council working together to deliver this plan. So, for us, this is the type of leadership that the country needs. So, there is no mention of suspension whatsoever for the NLTP.”

Questions of whether or not President Muhammadu Buhari can speak the English language have dominated the Tuesday’s proceedings of the Presidential Election Petition Tribunal in Abuja, where the Peoples Democratic Party, and its presidential candidate, Atiku Abubakar, are challenging his victory at the February 23 poll.

The first two petitioners’ witnesses who testified on Tuesday were inundated with questions by the lawyers representing Buhari and his All Progressives Congress – Chief Wole Olanipekun (SAN), and Lateef Fagbemi (SAN).

The questions were informed by the petitioners’ claim in their petition that Buhari was not academically qualified to run for President.

Testifying first on Tuesday as the petitioners’ seventh witness, the Niger State collation agent for the PDP, Tanko Beche, said he trained as a lawyer.

Asked if he watched Buhari’s and Atiku’s campaigns, Beche said he watched that of Buhari and participated in that of Atiku’s.

Asked if he was aware that Buhari spoke in English particularly in the southern part of Nigeria during the campaigns, the witness said he was not in the position to confirm.

Asked which class he was between 1983 and 1985, he said he was in primary school.

He was also asked who was the Head of State during the period, Beche said, “History has shown me it was Muhammadu Buhari.”

Asked if he was aware that Buhari was addressing the nation in English as the Head of State, the witness said, “The President should address the nation in English.”

Taking the witness stand after Beche was the Chairman of the PDP in Katsina State, Salisu Maijigiri, who was also confronted with questions about Buhari’s competence to speak English.

The witness, who noted that he served as the state collation agent for his party in Katsina State during the presidential election, said he was born in 1963.

He said he was aware that Buhari was the Head of State between 1983 and 1985.

Asked which class he was in at the time, he said, “I was in Class 3 in the secondary school.”

Asked if Buhari was addressing the nation in English as the Head of State, he said, “Maybe I was in the village then.”

The convener of the Pan Niger Delta Forum, Edwin Clark, has warned the Federal Government against reintroducing the suspended controversial Ruga scheme.

He said the reintroduction could lead to the disintegration of Nigeria.

While saying that it was good to diversity Nigeria’s revenue base from oil to other sources of income such as agriculture, he warned that policies to be introduced to boost agriculture must not offend the sensibilities of host communities or other parts of the country.

Clark gave the warning in his Abuja home while talking with journalists. He said, “Nigeria belongs to all of us. It is true that this country has been depending on oil and gas. One appreciates the efforts of the FG to diversity into areas of agriculture; but the recent introduction of Ruga is an abomination to the entire people of Nigeria. It is obnoxious, it is unacceptable. We cannot remain in a country where various different groups of people live to make Nigeria since 1914 and today you are introducing some sort of settlement of a particular group of the country in every part of the 36 states simply because you believe you are solving the problem of herdsmen and farmers. That is not the issue; you are not solving it.

“Ranching is the solution. If you want to maintain cattle rearing, it is ranching. That is what operates everywhere in the world. Even in less civilised developed countries in Africa. If you go to Brazil and East Africa, ranching is what they are doing. Even our founding fathers in the first republic established ranches. There were ranches at Obudu Cross River State, Ondo State and in the north. Nobody kicked against it but for you to introduce a settlement for resolving the problem between herdsmen and farmers is unthinkable.”

He said, “Let us go back, we have been living with Fulani and their herds for very long time; even when I was young, they lived with us. When they are bringing their cows, they used their sticks and everybody gave way but today we see herdsmen armed with Ak-47 all over the country moving around, killing people, raping women, killing children and so forth, destroying farms and today not one single one has been arrested, no single one has been caught and his gun removed; that is the country we belong.

“They should now withdraw it completely. Whether they suspend it for another 10 years or so, if it comes back, Nigeria will not survive as a country. It is good they withdrew it. If they say they have just suspended it and they are bringing it back, no Nigerian will agree to it and that may be the beginning of the disintegration of this country. God forbid!”
