Did you read what you typed at all? Incase you don't know what a 4km journey is,let me explain it to you. From Allen junction to oshopey plaza,is 2km. Multiply that distance by 2 and you'd get 4km. Imagine a rail project for that distance,costing 150bn naira. A journey that won't cost you more than 50 naira in Lagos that is expensive. Of what economic sense is that? Isn't that just pure broad day light robbery?

Do you know that the Amaechi and Fashola light rail are at an elevated altitude therefore propped by pillars which will undoubtedly increase it's cost?
Have you considered other logistics?

compensation? Shipping of materials? lands? etal?

How can you calculate based on KM only? Not saying that the project wasn't over-bloated though
