A text message purportedly sent from Abuja, which is being circulated in the capital, Yenagoa, said members of the sect are allegedly making their way into the state. The text urged residents to be mindful of their movements to public buildings, such as the secretariat, which is said to be the sect’s target. Special Adviser on Security Matters to the governor Richard Kpodor, who confirmed the development, said: “Government is aware of the threats from the Boko Haram sect. “We will not make public security measures which the government is putting place, but everything is being done to ensure that lives and property are safe in the state.” Police spokesman Egwavon Emokpae said the command was not aware of the threat or text message. He said the command was prepared for any act that would breach security as personnel are being deployed to strategic areas. The Media Department of the Joint Military Task Force (JTF) could not be reached for comments, but its soldiers were seen patrolling parts of Yenagoa yesterday. Ex-militants have urged the President to release the detained leader of the Movement for the Emancipation of the Niger Delta (MEND), Henry Okah, if members of Boko Haram cannot be prosecuted. They described as a “miscarriage of justice” the Federal Government’s refusal to arrest and prosecute members of the sect. The ex-militants, under the aegis of Network of Freedom Fighters in Niger Delta (NIDDEMCOW), led by Nengi James, decried the continued spate of bomb attacks in the country. [size=15pt]Blast: CCTV Footage Destroyed, Car Owner Can't Be Traced[/size] 31 Aug 2011 10 Nigerians among dead victims UN reviews threat assessment From Tokunbo Adedoja in New York, Damilola Oyedele and Paul Obi in Abuja A potentially vital clue in unravelling the graphic images of the suicide bomb attack on the United Nations House in Abuja last Friday was lost in the incident. The CCTV footage containing the images of how the bomber drove the car laden with explosives through the security barriers was substantially destroyed. Also, security sources informed THISDAY last night that investigation into the ownership of the car used in the attack had suffered a setback over documentation issues. And as a fall-out of the deadly bomb attack on its building in Abuja, the UN said it would soon conduct a global threat assessment, just as it confirmed that 11 of the 23 lives claimed by the blast were its workers. Giving an insight into the footage damage yesterday, the UN Undersecretary for Safety and Security, Gregory Starr, said: "We are trying to recover the images from CCTV, but because of the blast, most of the footage have been destroyed.” The footage could have provided an image of the bomber or bombers which could be reconstructed to help the investigators in making vital hypotheses and conclusions. Starr, who is in Nigeria to lead the UN team investigating the blast, said United States agency, the Federal Bureau of Investigation (FBI), would continue to oversee activities in the UN building until the conclusion of the investigation but maintained that the investigation though headed by US FBI “is still under the control of the Nigerian government”. A security source said last night that the number plate of the Honda car used in the attack had been recovered but the owner could not be traced yet. “The documentation was searched manually to as far back as 2002. When investigators traced the person in whose name it was registered, he said he had sold it long ago. This is part of the problems with current number plate registration system whereby different persons use the same number when the car has actually gone from hand to hand,” he said. According to the source, other sources of identification, including the engine and chassis numbers, were being explored to uncover the identity of the owner. “Unfortunately, these things were manually registered long ago and it would be pretty difficult but not impossible to trace,” he added. Amid the delay in ascertaining the actual figures and identities of victims of the explosion, the UN yesterday in a press release said 10 Nigerians were among the dead victims so far identified. The statement signed by the UN Resident Coordinator, Dr. Dauda Toure, indicated that about nine non-UN staff and three unidentified victims were the latest dead persons found. The total number of casualty stands at 23, with 18 dying on the day of the attack and five more persons dying in the hospital. While explaining the hiccups associated with identifying the victims, Toure said: "In some cases, formal identification is on-going as well as investigation at the premises by appropriate authorities." The statement said: “Every effort is being made to reconcile known facts about non-UN staff on site, such as contracted services, cleaners, security guards and visitors." The UN also said that it would continue with its operations and business in the country notwithstanding the attack. Addressing journalists on the update of the explosion, Toure said: "We will continue to do business. Therefore, we have not stopped; saving humanity is the most important part of the contingency plan of UN. Our staff will continue to be mobile providing such services." Toure further stated that while it was shocking that UN could be attacked by terrorists considering the various humanitarian services it render, "there is no exclusion in the development process of the body". The Abuja office houses 26 humanitarian and development agencies of the global body. Briefing the Security Council yesterday on the latest information he received from the Deputy Secretary-General, Asha-Rose Migiro, and Starr, who were dispatched to Nigeria following the attack, UN Secretary General, Mr. Ban Ki-moon, confirmed that one international staff member, Ingrid Midtgaard of Norway, died in the attack. He also informed council members that 32 others were receiving treatment in hospitals, adding: "We are doing everything possible to assist the victims and their families. That will include trauma counselling for those who might need it.” Giving details of how the attack was carried out, the UN scribe said: “What we know is that this attack was the work of a suicide bomber who rammed a sport utility vehicle, at high speed, through the exit gates of the UN compound". On the global threat review to be conducted soon, he said it would be separate from the full review of the Abuja attack and the security measures in place in Nigeria's capital. “We must draw the lessons to be learned from Abuja. And together, we must commit the effort and resources to implement them," he said. He noted that the UN House in Abuja is a well-built structure which has robust security measures, adding that "this attack is therefore cause for a serious re-assessment, not just in Nigeria, and not just in high-threat locations, but worldwide". Ki-moon assured council members that security of UN staff remained paramount, because the global body was increasingly being targeted by terrorists across the world. He further stated that "our goal must be to stay, not leave, in difficult security conditions. We must continue to carry out our vital work, not lock ourselves behind fortresses. Boko Haram stated numerously that its goal was to bring nothern states under a complete sharia governmental system in opposed to the Nigerian Federal Governemental system(secular and non-slamic). With this being said and now that it is agreed that IBB,Atiku, and Buhari are the sponsors, how would blowing up the UN building help there goal of making northern nigeria sharia compliant? Lets also take into consideration that they also said they are not avocates of secession from nigeria. 2. Boko Haram are avocates of the strict following of Islamic law. They called for a cease fire before Ramadan. In the quran it states that even in war when at war you stop the retaliatory tactics and stop warring to observe the holy month of ramadan. With that being said, why would you believe that they will wait till a few days before the holy month is over to blow up the UN building? 3. The FBI was used some time back to probe the Jos bombings, i know you havent forgotten that. Why havent we gotten any word out of that? No "findings", nothing. WHen did they leave? Why weren't the Israeli intellegence called in since every mission that they were called in to handle have been a success? Why did FBI go for almost 100% control of the happening? Since the UN was attacked wouldn't make more since to allow or call in others(Israel) to add addition intelligence help? He said that balancing the federation in such a way that each geo-political zone equal number of states and local governments was the only way to stem the tide of violence and agitation in the country and instill sense of belonging. Speaking in Enugu, Umeh added that the quest for presidency by Ndigbo in 2015 would remain a mirage except the zone enjoys equal number of states with others, stressing that inability to balance the federation has accounted for the underdevelopment of the Southeast geo-political zone. According to the APGA Chairman, the quest for presidency would continue to elude Ndigbo with the present arrangement that has left the zone with 95 local governments, stressing that with an additional 40 local councils that would make the zone come up to 135 local governments, it would easily vie for presidency as well as resources to boost the development of the zone. “It is this present arrangement that has accounted for the under development of the southeast zone in that while other zones are receiving allocation from the federation based on their local governments, the southeast is left behind because what is coming to it is too small. What I'm doing here to ohanaeze is called "tongue lashing". This is something that they deserve and is long overdue.Its high-time that these people leave self-interest alone and start building with the ideology of their organization. Orimili, makes no sense whatsoever. They even come out to ask for a "sixth state" is stead of an "equal amount of states".It is clear that these guys definitely aint got it right. Anioma is even bigger than Anambra and it will soon have its own airport. That is 2 international airports for Ndigbo. Why carve a little state out of a small state when we can have a big state(Anioma) which means a bigger federal revenue allocation for the SE? What exactly is the benefit of Orimili? Is it the name that they like? If so, in Anioma we have Oshimili,haha. For all that dont speak Igbo, Orimili State in translation to english just means "Delta State". In a lecture entitlåed, “A call for Collective Action,” in Awka during the state’s 20th Anniversary Summit over the weekend, Okonjo-Iweala observed that Anambra was blessed with quality human resources making waves in the country and across the world. She harped on the need for the state’s intellectuals to come together and work as a team to achieve its development goals. Okonjo-Iweala stressed the need to diversify the nation’s economy and strengthen its security network. The gathering gave Governor Peter Obi the ample opportunity to embrace his predecessor, Dr. Chris Ngige, publicly for the first time, since 2006 when he mounted the leadership saddle in the state after three years of legal struggle, which peaked with the upstaging of Ngige. The Awka event also witnessed honors conferred on 75 indigenes of Anambra State who have distinguished themselves in various fields of life. Among those honoured were two late former Senate Presidents, Chuba Okadigbo and Nwafor Orizu; Ikemba Nnewi, Chukwuemeka Odumegwu-Ojukwu and his late father Sir Louis Ojukwu; Sir Louis Mbanefo; Prof Chinua Achebe; former Vice President Alex Ekwueme; erstwhile Secretary-General of the Commonwealth Emeka Anyaoku; Jerome Udorji, Christopher Okigbo and Francis Cardinal Arinze. In another lecture titled, “Framework and Opportunities for developing Sustainable Energy Supply in Anambra State, Minister of Power, Barth Nnaji, disclosed that Anambra would benefit from several on-going Federal Government Power Projects, including building small dams to generate power. Nnaji also disclosed that Geometric Power Company was working with the state government to boost power supply in Nnewi and Onitsha.
