So as for individual carrying out personal investigation and those posting based on side talk, if you want the real story and fact about this, please try and meet people involved, you can request to interview the so called MR fred and NAPTIP etc to get FACT

I don't need to request for an interview with so called Mr Fred or NAPTIP. Even as a non applicant, get an applicant to answer all questions excluding no. 1. I think you should be able to deduce from your conclusion whether the program is real or a fake.

If someone like Dangote or Adenuga wants to send like 1000 people out for training, there is a way he can lias with the govt of that country for his request to be granted without contacting the embassy of that country in Nigeria here.
