City authorities in Chongqing have introduced a 100ft ‘cellphone lane’ for pedestrians – is it a step too far in the name of public safety?

In Chongqing, China, with a degree of seriousness that has yet to be determined, the city authorities have designated a 100ft “cellphone lane” for people who use their phones while walking. “First mobile phone sidewalks in China,” declares a notice next to it.

In fact, the Chongqing phone lane seems to be almost a direct copy of one that was painted on to 18th Street, Washington DC, in July. The Washington version was created for an experiment into crowd behaviour by the National Geographic TV channel. Which is a clue that the seriousness of the Chinese version may be below 100%.


The scheme also raises some fairly obvious questions. How will people so distracted by their phones that they are bumping into lampposts manage to stay within the lines of the lane? Even if they do, why will they not bump into each other all the time, or walk straight into the road when the lane finishes? How, for that matter, will they even notice the existence of the lane in the first place? Casual observers of the Washington experiment suggested that many phone-users just ignored it, but perhaps annoying Chinese people will prove more law-abiding than annoying Americans.

And yet there does seem to be some pressure building behind the idea that “distracted walking”, as it is known, is a real problem. In 2012, the city of Philadelphia announced what it called an “e-lane” for smartphone users. In fact the pilot scheme turned out to be an April fool, albeit one designed to raise a serious public safety issue.

Pretoria, South Africa (CNN) -- A judge found Oscar Pistorius guilty of culpable homicide, the South African term for unintentionally -- but unlawfully -- killing a person.

The verdict comes a day after Judge Thokozile Masipa cleared Pistorius of murder in the killing of his girlfriend Reeva Steenkamp -- but he could still end up behind bars.

The maximum prison sentence for culpable homicide is 15 years.

Sentencing could be weeks away and will come after more legal argument.

The verdict also dealt with three other charges, all weapons-related.

He was found not guilty of two -- a car sunroof shooting incident and illegal possession of ammunition at his house. B

The judge found Pistorius guilty of the third: a charge involving a shooting at a restaurant.

Weapons charges

In a shooting from a car's sunroof, Judge Thokozile Masipa said the state failed to prove its case beyond a reasonable doubt. She said she didn't find the state's witnesses persuasive, saying the the pair's version of events differed too much.

In another shooting at a restaurant, she said the state had proven its case. Pistorius, she said, was trained in the use of guns and should not have asked for the gun at the restaurant, let alone handle it.

In the third, Pistorius was found not guilty of an ammunition charge. Masipa saids the state failed to introduce evidence that proved he intended to possess the ammunition

Coach Stephen Keshi has said that Villarreal CF star, Ikechukwu Uche has declared that he will not play for the Super Eagles unless Keshi and other members of the technical team beg him.

In a tweet by the verified twitter handle of the Super Eagles (@NGSuperEagles), the gaffer who dropped IK Uche from the team that represented the country in Brazil noted that he invited the player to be part of the team to face Congo and South Africa but he declined, requesting an apology from Keshi.

Saturday’s showdown at the U. J. The Senate has reached an advanced stage to pass a bill that seeks seven years jail term for social media critics found guilty of inciting the public against the government.
The proposed legislation which has scaled second reading in the upper legislative chamber is also proposing a stiffer punishment for internet fraudsters and scammers in Nigeria as those convicted will face a seven years imprisonment.
The joint Senate Committees on Judiciary, Human Rights and legal matters, Drugs, Narcotics and Financial Crimes led by Senator Umaru Dahiru (PDP, Sokoto), yesterday organised a one day public hearing on the bill for an act to provide for the prohibition and punishment for electronic fraud and crime in all electronic transactions in Nigeria.
Section 13 subsection 3 of the bill proposes that: “Anyone who intentionally propagates false information that could threaten the security of the country or that is capable of inciting the general public against the government through electronic message shall be guilty of an offense and upon conviction shall be sentenced to seven years imprisonment or N5 million (fine).”
Declaring open the public hearing Senate President David Mark who was represented by the deputy minority whip, Senator Abu Ibrahim (APC, Katsina), said electronic fraudsters pose great danger to the country which must be tackled to attract foreign investment.
The committee chairman Senator Umaru Dahiru (PDP, Sokoto) said electronic fraud was posing serious threat to world economies and Nigeria being a developing economy should enact appropriate laws to deal with the challenges.
