As part of the Federal Government efforts to tackle insecurity in the country, President Muhammadu Buhari has unveiled a surveillance Unmanned Aerial Vehicle (UAV) produced locally by the Nigerian Air Force Institute of Technology.



The UAC codenamed TSAIGUMI is the first Unmanned Aerial Vehicle to be produced in the country and will be used to fight terrorism, armed banditry and other sophisticated crimes through enhanced air surveillance.
The president also inspected 10 Super Mushshak aircraft recently procured by the Nigerian Air Force from Pakistan.
Buhari said, "The world is witnessing an ever increasing surge in the employment of Unmanned Aerial Vehicles in military operations because, while standard air weapons such as missiles, fighters and bombers work against well-defined targets like conventional enemy forces or installations, they are not as useful in today’s complex wars that are fought against adversaries who are often hidden amongst innocent populations or in locations similarly sensitive or difficult to strike by normal conventional means.
"Unmanned Aerial Vehicle can loiter and maintain an ‘‘unblinking stare’’ over a chosen area for hours. Thanks to the ability to ‘‘watch and wait’’, its operator, often miles away, can provide a continuous stream of vital information on enemy activities and if the platform is weaponised, it patiently chooses the best moment to engage.
"Thus the employment of Unmanned Aerial Vehicle capabilities for intelligence, surveillance and reconnaissance and where possible, strike operations significantly increases the chances of success while minimising unwanted collateral damage.
"Government remains determined, despite numerous challenges to bring about the much-needed CHANGE that will lift our beloved nation to its rightful place as a major economic and political force on the world stage.
"From the military perspective, the added capacity for Intelligence, Surveillance and Reconnaissance provided by the TSAIGUMI will boost ongoing and future security operations. As this project moves into the next stage, which is mass production, it would create employment and possibly generate revenue as Nigeria’s first military export product.”
Earlier, Chief of Air Staff, Air Marshal Sadique Abubakar said, the desire to have battle space dominance and awareness has increased especially with the increasing complexity of contemporary security challenges and the moral burden that has been placed on professional Armed Forces to conduct military operations with precision and minimum collateral damage.
He said, that was why the need for capacity development in the area of UAVs and other scientific and technological innovations has been foremost in his mind since he assumed the leadership of the Air Force.
"I therefore consider research and development as a fundamental enabler of capacity building, hence ‘strategic partnerships with MDAs for enhanced research and development’ features as one of the key drivers of my vision. what we are doing in the NAF in terms of promotion of R&grin is in line with the STI policy.
The CAS however highlighted some of the physical and performance parameters of the TSAIGUMI including wing span of 5.16 metres and a maximum take-off mass of 95kg, Electro-Optic/Infra-Red (EO/IR) camera system while its engine runs on a 50:1 MOGAS/Oil mixture.
"It requires only 300 metres of runway for operation, with a mission range of 100km, a service ceiling at 15,000 feet and operational endurance of about 10 hours. The performance parameters and operational characteristics, would make this platform a critical component of NAF ISR architecture. Consequently, the UAV would be mass produced and employed in theatres of operations across the country," the CAS added.

The Nigerian electricity supply industry is losing an estimated N24 bn monthly as a result of the importation of fuel such as diesel for alternative sources of energy, the Minister of Power, Works and Housing , Babatunde Fashola , has said.

According to Fashola , Nigerians consume about 300 million litres of diesel every month and 75 per cent of this volume is imported , while about 40 per cent is used in generators to produce electricity .

The minister stated these at the 24 th monthly power sector stakeholders’ meeting hosted by the Transmission Company of Nigeria in Abuja on Monday, and explained that about N 24 bn was being lost by the sector as a result of the importation of fuel on a monthly basis .

Fashola , who was represented by the Minister of State II for Power, Works and Housing , Suleiman Hassan , said, “ Many power consumers use diesel . Diesel importation has been declining over the last two years . Many are reporting that they ran their generators for noticeably few hours .
This is progress . However , Nigerians still consume about 300 million litres of diesel every month and most of this is used to power generators.
“ About 75 per cent is imported , putting pressure on scarce foreign exchange . Assuming 40 per cent of the consumption is used for power generation at an average of price of N200 per litre, the electricity industry is losing N 24 bn every month largely to imported energy. ”

He also stated that the amount used in importing fuel as an alternative source for generating power could be channelled for use in the electricity supply industry , as about 2 , 000 megawatts of power remained unutilised in the sector .

Fashola said, “ There is about 2 ,000 MW of electricity generating capacity that is unutilised. Therefore , the challenge of the moment before the industry is how to deliver the unutilised capacity to consumers , who are willing to pay for it and are already paying dearly for alternatives .

“ Problems like this require creative solutions and we don’ t have any time to waste . The N701 . 9 bn payment reassurance programme is a creative solution that appears to be having the desired effect for stabilising the gas and generation end of the electricity industry .

“ If we can creatively and constructively focus on specific win- win projects , four policies provide effective tools to quickly resolve the challenges we now face. The first two , the eligible customer regulation and the meter service provider regulation, are already subjects of detailed discussions and NERC regulatory action . ”

Fashola added that the eligible customer regulation allowed large consumers to buy their power directly from the generation companies and then enter into contracts with the Transmission Company of Nigeria and distribution companies to have the power delivered to them .

“ To plan an orderly win - win implementation of this policy , the ministry is hosting a discussion with the Manufacturers Association of Nigeria and other interested large consumers of the policy on Tuesday ( today) , ” the minister said .

He stated that the meter service provider regulation could unlock investments in metering , which was urgently needed to boost consumer trust and collection efficiency .

The minister added “Government seeks to apply that policy through private companies and local meter manufacturers to invest N39 bn in meters as settlement of a court judgement in favour of the government .

“ The distribution expansion programme aims to rapidly construct 2 , 500 MVA of dedicated 33 kV lines and packaged substations to deliver unutilised power to target consumers and Discos . It is our hope that we will all put our heads together to serve the public effectively . ”

Recall that a Federal High Court sitting in Abuja recently dismissed an application filed by IPOB, seeking to compel the Chief of Army staff to produce the missing leader of the group, Nnamdi Kanu.

The Inspector General of Police, Ibrahim Idris (IGP), Ibrahim Idris, yesterday ordered state commissioners of police to as a matter of urgency disarm all militias, vigilantes and other security outfits set up by governors to protect their citizens.

The IGP equally reiterated his earlier position that the renewed killings in Benue State were communal clashes. He was speaking in Abuja when he met with officers with the rank of commissioner of police and above.

He said the Nigerian Constitution made it clear that only the security agencies were empowered to carry arms and ammunition.

Idris did not, however, state whether or not the same law applied to Fulani herdsmen accused of carrying sophisticated weapons and killing innocent citizens.

He said: “We are entering a very tedious and serious situations in this country.

“The political issues are coming up to the fore and officers must gear up in our various locations, in our various responsibilities to ensure that we provide law and order all over Nigerian.

“We are now coming into a political arena. Commands should be very conversant about the arming of militiamen or vigilante.

“Before a vigilante is established by government, you must have a bi-law, which must be passed by the house of assembly.

“It is the responsibility of the commissioners of police of the commands to study these bi-laws and see how they conform with the constitution and other laws of this country.

“But whereby through the connivance of some police officers you have a command arming militiamen under several names. Our officers are to brace up to face these challenges.

“No country, no government in this country have the responsibility to approve some prohibited firearms to any Nigerian under any guise.

“It is the responsibilities of CPs of commands to put close watch on the activities of some of these governors arming individuals, which is against the laws of this country.

“All of us are aware about these prohibited firearms. You cannot give approval for any individual to own a pistol. You cannot give an approval for any individual to own an AK-47, riffle.

“These are prohibited weapons and only the government has that authority to give that approval.

“I want to call on our commissioners of police of various commands, you have to be on the watch out for these abuses at various levels.”

To justify his claim that the incidents were communal clashes, Idris said: “About two or three days back, we had an incident we are investigating in Gboko, where seven Fulani men in pubic transport traveling to Taraba State and stopped at Gboko. The youths there seeing they were Fulani just pounced on them, killed and roasted them.

“I dispatched our monitoring team to Benue and arrests were made in that area and we are going to investigate it thoroughly.

“These are clashes occurring between two members of the community. As Nigerians, we should learn to live together, we should learn to be tolerant of each other.

“When I had a briefing with the traditional rulers in Port-Harcourt, I told them they have a lot to do to bring peace and harmony within their community members.

“This country needs leaders who should unite the communities, not leaders who create divisions.”

On why he was still in Abuja, despite President Muhammadu Buhari’s directive to him to relocate to Benue, the IGP said:

“I was there for about eight days and when I was coming back, I left the DIG there.

“I came back from Port Harcourt yesterday (Wednesday). The situations in Benue and Nasarawa states have reduced drastically.”

Meanwhile, the National Economic Council meeting (NEC), headed by Vice President, Yemi Osinbajo, yesterday set up another sub-committee headed by Ebonyi State Governor, Dave Umahi, to meet with Miyetti Allah Cattle Breeders Association of Nigeria, (MACBAN) and other groups to end the continued killings.

The committee could invite others who could assist in holding dialogue with the critical stakeholders to end the killings.

This was disclosed to State House correspondents by the Chairman of Nigeria Governors Forum and Zamfara State Governor, Abdulaziz Yari, at the end of a three-hour meeting at the Presidential Villa, Abuja.

Others in attendance were Governors Simon Lalong (Plateau), Nasir el-Rufai (Kaduna), Jibrilla Bindow (Adamawa), Deputy Governors Benson Abonu (Benue), Moses Adeyemo (Oyo) as well as Ministers of Agriculture, Audu Ogbeh and Interior, Lt Gen. (rtd) Abdulrahman Dambazau.

The NEC Working Group consisted of governors of Zamfara, Kaduna, Adamawa, Benue, Taraba, Edo, Plateau, Ebonyi and Oyo states.

The group was set up to end the impunity that marked the activities of Fulani herdsmen resulting in several deaths and maimings especially in Adamawa, Benue, Taraba, Plateau and Nasarawa states.

Daily Sun had reported on Monday that the Federal Government opted for full military force to deal with the bandits believed to be behind the killings in parts of the country especially regarding the crises often associated with herdsmen.

At its inaugural meeting, the group concluded that the crisis also required a political solution considering the religious and ethnic tones that could easily become exacerbated and possibly worsen the situation if proper and timely care was not taken.

When asked of the progress made to find lasting solution to the crisis, Yari said: “There is progress. One, this committee is a NEC committee established by the Vice President so that this issue of herdsmen/farmers clashes will be put to rest.

“It is a long standing problem since 2007 in some states particularly in my own state, we have been battling with it. The states and Federal Government agreed to have a small committee at NEC so that the situation will not get out of hand, so that it won’t be looked at as an ethnicity crisis or religious crisis.

“We have set up a committee headed by the governor of Ebonyi State, while Plateau and Adamawa governors are members. We are bringing some technocrats who will visit hotspot states, like Benue, Taraba, Adamawa and Zamfara, so that they can interface with the Meyitta Allah and other groups.

“Why we cannot say we can put this matter to rest is because some of them have taken this as a money making venture. Some are criminals who hide under this to perpetrate this act.

“As government, we have to take all the measures despite the fact that the Army, Police, all the security agents are on the field at the respective places, still we have to form this committee to interface with those actors to end the crisis.”
