Fulani herdsmen with cow Senators from the nineteen states in Northern Nigeria have issued a communique today regarding threats emanating from certain regions of the country demanding immediate relocation of herdsmen. The Northern Senators warned governors and village heads in South-East in particular to cease from making proclamations that could overheat an already polarized country. Chairman of the Northern Senators’ Forum, APC Senator Abdullahi Adamu from Nasarawa West read a communique on behalf of the group. Senator said, “We appreciate the steps the federal government had taken so far to contain the problems of herdsmen/farmers clashes and call on community leaders to be careful when making statements on these ugly incidences. “There would be no country called Nigeria, if other parts of the country asked Fulani herdsmen to leave their communities and states. Emeka Ugwuonye IN MY PERSONAL CAPACITY, I SHALL CALL ON PRESIDENT BUHARI TO DO TH NEEDFUL ABOUT NNAMDI KANU. It is now more than 6 months since Nnamdi Kanu was arrested and detained. In the interest of fairness and expediency, let us not worry about whether it was right for the Government of Nigeria to arrest Kanu when it did in October of last year. Also, let us brush aside the circumstances of Kanu's detention and the clearly abusive and unusual legal processes pursued against him. Let us just look forward and try to get it right starting from hereon. In view of all that has happened in Nigeria since the past one year, it is really necessary for this Government to take a deep look into things and recalibrate its policies for and approaches to various national problems. The chain of events in Nigeria since President Buhari came to power calls for caution and humility in governance. It is clear that this Government could not sustain those buoyant promises of massive social change it promised during the election. We know that it is not really that the Government does not want to do such great things and write its name on stone as the great watershed moment in Nigeria's political history. The truth is that the Government is not capable. It is lacking so badly in competence, imagination and intellect. The short history of one year in office ought to have taught President Buhari and his crew an unforgettable lesson in modesty. They must be prepared by now to swallow their pride and face the reality with sincerity. And that reality suggests that the country needs to return to the drawing table and refashion its priorities, as well as its methods and language of communication. It has to now be a language of accommodation, humility and realism. The language of war, whether it is against corruption or indiscipline, must change to the language of understanding and desire to pursue change in a realistic manner. Yes, Buhari must swallow his pride. He could not appoint ministers in 5 months in office. He could not have a budget in one year in office. He could not organize his party in such a manner that its members would work together for a common political purpose. You still have allegations of internal conflict and backbiting among party members. He could not show the world that he is in control of the national economy. The more war he fights against corruption, the more Nigerians hear about secret recruitment by Central Bank, and the padding of numbers in the failed budget. The more he claims to have defeated Boko Haram, the more herdsmen take the place of Boko Haram as a terror group. The more you try to trust President Buhari, the more you realize it is too huge a risk to trust him. The economy continues to slide and there is a massive erosion of confidence in the polity and government. All the problems for which this President condemned and ridiculed the former government are far worse now than one year ago. The queues for fuel at petrol stations are longer now than ever. The power supply recorded the worst in history with a zero rate generated on a particular date recently. Corruption has not abated. Human right abuses are worse. Insecurity is higher. Several schools in Umuchigbo community, Abakpa Nike in Enugu State have closed down following clashes between the members of the Biafra Nations Youth League (BNYL) and Fulani herdsmen. Leader of the BNYL, Prince Chimezie Obuka, alleged that the herdsmen launched an attack in the area but encountered the BNYL security personnel returning from Uwani. The message is simple: (1) There are herdsmen in my town now. (2) They are destroying the farmland of the people of my community. (3) It has been a big source of concern for my townsfolk. (5) They are apprehensive that the meeting might result in problems, which should require that I alert the security officials. (6) They are looking to me for help. Pastoralism or Terrorism?: The Killing Culture of the Neo-Nomadic, By Wole Soyinka Fulani Herdsmen and Militia I have not heard an order given that any cattle herder caught with sophisticated firearms be instantly disarmed, arrested, placed on trial, and his cattle confiscated… Let me repeat, and of course I only ask to be corrected if wrong: I have yet to encounter a terse, rigorous, soldierly and uncompromising language from this leadership, one that threatens a response to this unconscionable blood-letting that would make even Boko Haram repudiate its founding clerics. Herdsmen, let us appreciate, are perhaps humanity’s earliest known tourists. They must be taught however that there is a culture of settlement, and learn to seek accommodation with settled hosts wherever encountered. The leadership of any society cannot stand idly and offer solutions that implicitly deem the massacres of innocents mere incidents on the way to that learning school. Culture is closely intertwined with tourism – the former, in fact, often drives the latter. The destination uppermost in the minds of most tourists we know is – Culture. This means that both share friends and – enemies. Of the principal enemies, seeing that we find ourselves within the precincts of governance, I intend to engage your attention in this brief address to just one: Insecurity. That inability of any vacationist to let go completely, relax, submit oneself completely to the offerings of a new environment – the sounds, sights, smells, textures and taste. Of Culture itself, in and or out of the touristic intent, there is no ambiguity in the mind of its enemies. They make no bones about their detestation – call them Taliban, Daesh or ISIS, al Shabbab or Boko Haram. Their hatred is pathological and impassioned to a degree that goes beyond the pale, beyond insanity and sadly beyond cure. The duty of governance towards such retrogressive outbreaks remains unambiguous. After Boko Haram, what next? In fact, at this moment, Boko Haram has no ‘after’ since it is by no means ended, no matter what technical expressions such as “militarily degraded’ means. But let us assume indeed that we are already in the past of Boko Ha-ram. It is now clear that the succession is already decided, the ‘vacated’ space is already conceded, and that the new territorial aspirants are already securely positioned. The entire nation appears to be theirs without a struggle, and the continuity of an established Nigerian necropolis north to south and east to west is being consolidated. Some necropoles are actually architecturally fascinating. They attract visitors from distant places, but those are works of veneration, artistry and dedication. They are visual feasts, among whose structures the visitors actually picnic, leave flowers and symbolic gifts to hovering ancestors. Latin America is full of them. The Nigerian widening necropoles leave only the taste of bile in the mouth, the corrosion of hate, stench and rage. When I read a short while ago, the Presidential assurance to this nation that the current homicidal escalation between the cattle prowlers and farming communities would soon be over, I felt mortified. He had the solution, he said. Cattle ranches were being set up, and in another 18 months, rustlings, destruction of livelihood and killings from herdsmen would be ‘a thing of the past’. Eighteen months, he assured the nation. I believe his Minister of Agriculture echoed that later, but with a less dispiriting time schema. Neither, however, could be considered a message of solace and reassurance for the ordinary Nigerian farmer and the lengthening cast of victims, much less to an intending tourist to the Forest Retreat of Tinana in the Rivers, the Ikogosi Springs or the moslem architectural heritage of the ancient city of Kano. In any case, the external tourists have less hazardous options. Recently however, I returned from a trip outside the country about to find that my home ground had been invaded, and a brand-new “Appian way” sliced through my sanctuary… In over two decades of living in that ecological preserve, no such intrusion had ever occurred. I have no idea whether they were Fulani or Futa Jalon herdsmen but, they were cattle herders, and they had cut a crude swathe through my private grounds. However there is also internal tourism, to be considered a premium asset – both economically and in spirit of nation building and personal edification. This was an exercise I indulged in in the early sixties as by-product of other engagements, such as research. A lot however was simply under curiosity. There is confusion in Enugu State following reports that Fulani herdsmen have launched a fresh attack in Umuchigbo, another community in the State. Umuchigbo is in Enugu East Council Area of the State. The reported attack is happening while the Inspector General of Police, IGP, Solomon Arase is at Nimbo community in Uzo-Uwani council area where a similar attack occurred two days ago and left scores dead. A source told DAILY POST that, “Yes, there is trouble between the Fulani herdsmen and indigenes of Umuchigbo. “The trouble started this afternoon. The causality figure is not yet known. “But school children have been asked to go home. It is not yet known if security men have arrived.” It was further gathered that last week, a Fulani herdsman stabbed an Umuchigbo citizen and they retaliated. “Today, the Fulanis mobilised to attack a school. Umuchigbo mobilised and managed to chase them away; all is now calm. However, there are genuine concerns that they will return anytime soon,” the source added. FULANI HERDSMEN” IN ENUGU STATE: A CRITICAL ASSESSMENT OF A SECURITY DISASTER Let us stop the misinformation. These are not herdsmen. At least the band that attacked a community in Enugu State two days ago cannot be herdsmen. They came in the middle of the night, as has been the cases in the North East, Jos and other middle belt areas. There was no specific provocation. They targeted churches. They used high caliber automatic combat riffles. They are Boko Haram fighters. However, they disguised as herdsmen. Indeed, this seems to be a natural path of development for the Nigerian insurgency. The implication is profound. Boko Haram is present now in the South East. This is a war and it is asymmetrical in tactics and strategy. So, we need to call it by what it really is. That is the only way we can tackle the crisis with any hope of success. There has been a chain of events in Nigeria in the past 5 years. This is in connection with the activities of apparent herdsmen with cattle invading communities and villages now in almost all parts of Southern Nigeria. On the surface, the problem appeared to be that cattle shepherded by the “Fulani” herdsmen invade farmlands and damage crops. At that level it would appear that it is just a matter of economic losses to the farmers affected. Because the herdsmen are of the Fulani ethnic extraction, the people of the Southern part of Nigeria did not really see this as something that would grow to the point of posing existential threats to their communities. But things have changed rapidly in recent time. The herdsmen are now everywhere. Beyond that, the herdsmen are armed with AK-47 automatic riffle and they have shown they are well-trained in the use of such dangerous military combat weapons. Before the recent Enugu massacre, thousands of people have been killed by herdsmen in Benue, western states and now Enugu. The sudden nature of the attacks and the levels of casualty inflicted on the local communities have shown that the herdsmen were organized and that their objectives go far beyond a quest for grazing space. There is something more sinister than what we thought. The fact, as we speak today, is that those herdsmen are now deeply embedded in many Southern States. The shocking report I received yesterday is that even my hometown, Umumba Ndiuno, of Enugu states, located close to the Southern border of the State on the way to Anambra State, has been invaded by herdsmen and their cattle. I was stunned with disbelief when I was informed as follows: “They are everywhere, even around our village home, in the market, around the elementary schools…”. Herdsmen and their cattle enter freely into the premises of the elementary school in my community while the school is in session filled with children. I did not need to hear more to understand the extreme security situation we face in Enugu and the other Southern States. The first question is: Are these real herdsmen or are these communities now under the siege of a well-planned operation aimed at overrunning and destroying or permanently changing in a fundamental nature the way of life of the people of the south? Given our ongoing experience with Boko Haram in the Northeast, have the elements of the same Boko Haram infiltrated our societies with an agenda to wipe out the people of the south in accordance with some jihadi agenda? Indeed, we must note that it was the Nigeria army that claimed that the herdsman that killed many in Agatu, Benue State, were not real herdsmen, but Boko Haram fighters disguised as herdsmen. That was a very serious and profound admission by the military. Clearly, everybody in the South has underestimated the level of danger and security crisis faced by the people of the South. It is clear that through these apparent activities of the “herdsmen”, the detailed geography and topological data of most South-eastern state have been mastered by the herdsmen. Were there to be a widening armed conflict in the area, the South-eastern states are totally vulnerable and amenable to easy defeat and destruction by well-embedded Boko Haram fighters. Where does the government stand? This is the next question to ask. It is clear that the Government, at best, have failed to protect the people against violence emanating from the herdsmen. Such failure is a fundamental one because it is the primary responsibility of the Nigerian Government to defend and protect the population particularly from organized armed attacks such as these. The failure of the government in this respect is a matter of breach of primary constitutional duty and the failure to guarantee right to life. But beyond a mere failure to perform the duty to protect, it is possible that some elements in the government have actually encouraged, if not actively supporting, the troubling melt-down of security situation in the South East. It is thus important that these events are understood in the most realistic light possible. Oriaku Enwe Iro Narrates Ordeal With Gov. Ugwuanyi[img][/img] Apologies to Governor of Enugu state. There was a call made by Ifeanyi Ugwuanyi to the president, he was put on hold for over an hour 15 minutes. This call was made in the presence of 13 men and 4 women, the president aid told the Governor that the president will get back to him. The president through his aid after 4 hrs told Enugu state governor that the president will do something about it. My relative was among the people who witness this call. Ifeanyi Ugwuanyi on hearing that the police have not arrived at Uzouwani called GOC 82 division for help. He was refereed to the presidency again. This time around, he was put on hold for nearly 2 hrs again, while waiting to speak to the president. News came in that the attack he was planning to prevent has actually taken place. Within an hour, the commissioner and GOC who refereed the Governor to the president has mobilised their men to stop retaliation. The same way Lagos and Agatu was attacked and retaliation prevented. I want to use this medium to apologise to the Governor of Enugu state, but I would like him to demand probe/investigation on this massacre. I will know he has learnt his lessons, if not he is still a cretin we will have for only four years. We need to know why police commissioner and GOC need presidency order before they can protect the innocent citizens?. We need to know - why police and military sent their men to Uzouwani after the attack to prevent retaliation?. We need to know why a sitting Governor cannot use the support of police and military to protect his people?. THE WEAKLINGS IN THE GOVERNMENT HOUSE I write this piece with heavy heart as it regards what the fulanis are doing to my people and the government of Enugu state is doing absolutely nothing to remedy the situation. How can a Gov. claims to be concerned over the lives and properties of the people he is leading, yet when these same people are kidnapped, killed and destroyed, you will do nothing about it. A Governor who claims to love his people locks them up in the prison without trial because they are protesting for independence from same people who are killing them. Ifeanyi Ugwuanyi, I put it to You... What have you done since resuming office to better the lives and properties of your own people? If our Governors cannot save us, do you think the Fulanis will spare us? This must stop! If Nigeria is bent on killing the Igbos, they should just let them go nah!
