Jesus was never the Jehovah GOD of Israel. Jehovah God created all things including Jesus himself.
God gave Moses the covenant and law, they were meant for just Israel alone.
But God promised that He will bring a new covenant and through it every nation of the earth can worship the TRUE GOD.

Moses was from the tribe of Levi, every person in Israel then was a Hebrew. There was no separation between Israel, so nothing like Jews. They were one Israel.
