Nigerians pay taxes, so I don't know why people parrot the claim that taxes are not paid. People tend to look at it from the formal sector as the informal sector is "less taxed". However, there is what is called a levy, which almost every business, no matter how big or small, pays. The combination of taxes and levies leads to multiple taxation, most of which are punitive. Also, in return for not paying taxes, people pay on their own for services, basic services o, which should have been provided by the government.

By not paying taxes, roads are not maintained, hospitals are not stocked up with standard equipment, security agencies have to be paid before they act on a case etc. I am an advocate for low taxes to ensure businesses thrive, but they are essential as they form the bond between the state and citizens. A society where people less to no taxes, with limited sources of revenues, is an anyhow society.

However, there are examples of where low taxes are paid and amenities are provided: UAE, Qatar, Switzerland, Luxembourg etc. The underlying theme is low population and excess natural resources. Nigeria is highly populated, so taxes are necessary to provide the needed infrastructure and amenities. Bonny Island can afford to be a "no tax" area, but Lagos cannot.
