i think the 1 million naira registration fee is ok, but see a modification to the plan

1. let the money be a deposit, which about 85% to 90% will be refundable if/when the seller wishes to leave nairaland.
  the money wud serve as a trust which cud be used to settle a car transaction gone wrong, ie if after the stringent measures put in place, a fraudulent auto dealer manages to become a member of the approved list.
a lawyer wud be engaged and the terms drawn up, and signatories to the account  listed, which shud include the approved car dealers, with a caveat that a minimum of 4 signatories is required to withdraw the money, [it mustnt be all the signatories]

the car sellers wud be graded on the amount of money they deposit.
with the minimum being 500k, and they wud be graded  into gold, silver, platinum, titanuim, onyx,bronze, etc  , and clear instructions/definitions given to each of the levels
ie a client would only be refunded 90% of the money deposited by the seller if a transaction goes wrong  , [the money will be refunded to the buyer, after a committee&lawyer7moderator, go tru the case and decide that a refund is in line].

for example, buyer A wants to buy a honda halla valued at say 800k, its in his best interet to buy it 4rm a gold graded seller  [ie a seller who has deposited an amount more than the cost price of his car, a seller who has deposited 1m.so that he cud be refunded if the biz goes south!

UK ---4.55 litres = 1 gallon.
US----3,79 litres = 1 gallon.

So, for example, your car has a 66 litre tank, and you cover 389 miles from full to empty, your result should be derived in this way:

UK------ distance covered (miles) divided by fuel tank capacity. So: 389 / 66 = 5.9 miles per litre.
To get miles per gallon: 5,9 x 4.54 = 26.8 miles per gallon.

US------distance covered (kilometres) divided by fuel tank capacity. So: 630 / 66 = 9,5 litres per kilometre.

To convert your kilometre per litre to miles per gallon, simply multiply your result by 2.82. So, 9,5 L/km) x 2.82 = 26.8 mpg.
