THE Economic and Financial Crimes Commission (EFCC) may this week move to seize property of 31 other accused persons standing trial alongside former Director of Pension Administration in the Office of the Head of Civil Service of the Federation, Sani Teidi Shuaibu, over the N4.56 billion pensions fraud. The development is coming as the Commission summoned the Commissioner for Finance in Ondo State, Mr. Yele Ogundipe, to appear before it in connection with the alleged N100 billion fraud allegation for which the Chairman of the Ondo State Oil Producing Area Development Commission (OSOPADEC), Mr. Debo Ajimuda, was recently arrested and interrogated. The Commissioner, according to an EFCC source, was summoned along with three others. They are the Secretary and Accountant to OSOPADEC as well as Deputy Director for Accounts at the state Ministry of Works. OSOPADEC Chairman, Ajimuda was arrested on Tuesday, March 20, over alleged criminal diversion and embezzlement of project funds. Meanwhile, the anti-graft agency has said that Monday’s court dismissal of the case on Halliburton bribery scandal is certainly not the end of the case, giving indication of plan to re-file the suit. A top operative of the EFCC disclosed to The Guardian in Abuja yesterday that with the successful seizure of some property belonging to Shuaibu, the commission will move to seize the property of the other accused persons joined in the alleged N4.56 billion scam. The EFCC operative, referring to the powers granted by court, said that the commission had permitted the Executive Chairman of EFCC to seize and retain custody of all the properties or assets of persons connected with the transaction or allegation. He said that the court verdict, also empowered the EFCC to confiscate the assets of the 31 co-accused persons. “And more assets will be recovered,” he said. The EFCC, at the weekend, seized the property of Shuaibu, which include two choice houses and four filling stations. The EFCC had informed the media on Monday, that it would, in carrying out the powers granted it by the court in July 2011, moved in at the weekend to seize the property of Shuaibu. The Commission had quoted the court verdict which states that: “the Executive Chairman of EFCC is permitted to seize and retain custody of all the property or assets of persons (as listed in the attached schedules) though not yet charged but found to be connected with the transaction or allegation contained in charge No. FHC/ ABJ/CR/28/2011’. “The Executive Chairman of Economic and Financial Crimes Commission, is hereby permitted to seize and retain custody of all such properties or assets of persons listed in the schedules attached to this Motion, which assets are suspected proceeds of crime or the value thereof until the final determination of Charge no. FHC/ABJ/ CR/28/2011.” The EFCC spokesman, Wilson Uwajaren, declined comment on the planned move. On the Halliburton bribery scandal, a top management official of the anti-graft commission, told The Guardian yesterday that the EFCC might soon re-file the case before the court. The official, who did not want his name in print, said the EFCC was incapacitated to pursue the case because it had no power to compel the accused persons to appear in court to take their pleas. According to him, since the case was already in court, it was the responsibility of the court to compel the accused persons to appear in court to take their pleas. The EFCC source added that the court had also not considered the commission’s application for a bench warrant to compel the accused to appear in court. Further explaining why the EFCC could not pursue the case, he said, “the Prosecution filed an application before the court for a bench warrant to compel the accused persons to appear before the court but his Lordship in his wisdom, did not consider the application even though counsel to the accused were in court. “The EFCC could not effect an arrest because the matter was already before the court. It was the duty of the court to compel their appearance since the case had been fully charged before it”, he said. He also stated that the problem with the case was not the charges, but the fact that the accused persons failed to appear in court; and according to him, it was the duty of the court to compel them to appear before it. “The judge created an impression that we are not serious and that is not correct. The case is an inter-agency investigation even though it was the EFCC that charged it to court. The problem is that each time the case is called, all accused were not in court to take their plea, and by court principle, they must all be present for prosecution to begin”. “The case was dismissed after a few adjournments but it’s not an acquittal; they were never arraigned. All the accused were never available together”, he said. An undergraduate of the Department of Metallurgical and Materials Engineering, University of Lagos, Miss Machado Munirat Adebowale has emerged as the overall winner in the maiden edition of Budding Engineers, Scientists and Technologists (BEST) Competition organized by the Federal Ministry of Education in Abuja. Miss Adebowale took the first position with 81.33 percent among twenty-two (22) undergraduates of Engineering, Science and Technology related disciplines in Nigerian Universities, Polytechnics and Colleges of Education. Besides Adebowale, three (3) students from the Department of Metallurgical & Materials Engineering and two (2) others from Systems Engineering of the University of Lagos participated in the exhibition and defence of their projects orally before the Panel of Judges for the selection of winners. The overall best, Miss Adebowale was rewarded with cash prize of N250, 000.00, a laptop and IPAD while the other students of the University who took the 5th, 8 th and 9 th positions were given N20, 000.00 and a laptop each. The Minister of Education, Professor Ruqayyatu Rufai presented the prizes to Miss Adebowale and the other nine winners on Tuesday, March 6, 2012 in Abuja. It would be recalled that the Federal Ministry of Education in July 2011 called for the participation of undergraduate students of Engineering, Science and Technology related disciplines in Nigerian Universities, Polytechnics and Colleges of Education in the maiden edition of Budding Engineers, Scientists and Technologists (BEST) Competition. Consequent upon the assessment of abstracts of projects submitted five students from the Department of Metallurgical and Materials Engineering and two others from Systems Engineering, University of Lagos were shortlisted and invited to Abuja to exhibit and defend their projects. |

The 23 Armoured Brigade, Yola, Adamawa state, yesterday nabbed a syndicate including a woman and a pastor who specialise in gunrunning and sale of military gear to men of the underworld. This is just as a police corporal, Reuben Joel, who is attached to the anti-terrorism unit of the Nigeria Police Force in Aba, Abia state has also been nabbed for trafficking military and police uniforms to terrorist cells. Nancy James and her accomplice, Haliru Jumba, said to be a pastor with Kunini Deeper Life Bible Church in Lau Local Government Area of Taraba state were caught with some cache of arms hidden inside a sack of garri at a military checkpoint in Numan Local Government Area of Adamawa State. Military authorities said the group where heading to Gombe state where one Danjuma Luka, who is now also in police net in Taraba state was said to have waiting to take delivery of the guns. The capture of Mr. Luka by the military followed the arrest of Ms. James, who the military says was making her second delivery of arms, after a previous successfully operation in February. The brigade spokesperson, Lieutenant Victor Olukoya said the woman was caught with four double-barrel guns and two pistols and would have gotten away but for the vigilance of the soldier who suspected and accosted her. "The weapons were hidden in that bag of garri and after searching the sack of garri, the guns were discovered, and the men arrested," Olukoya said. The army spokesperson explained that the pastor arrested in company of the woman "is still only an accomplice" and that the police would be left to ascertain the extent of his involvement in the gunrunning business. Also paraded by the army is a police corporal, Reuben Joel, who is attached to the anti- terrorism unit of the Nigeria Police Force in Aba, Abia State. He was accused of trafficking military and police uniforms to terrorist cells. Mr. Olukoya said it was amazing that a serving corporal, attached to the anti-terrorist unit of the police command in Abia State, would be involved the illegal sale of military uniform in far away Adamawa State. The arrest of Mr. Joel by the army followed the arrest of two persons by the military at a checkpoint in Mubi, who were caught with ten uniforms and ten pairs of military boots. The ill-fated police chopper that crashed in Jos, Plateau State, on Tuesday morning was brand new, the acting Inspector General of Police (IG), Mr. M. D. Abubakar, said Thursday. Although he did not say he suspected sabotage, he maintained that the aircraft, being a new one, could not have developed a fault “that would kill all its occupants”. The victims were Deputy Inspector General of Police (DIG) in charge of Operations, Mr. Haruna John; Assistant Commissioner of Police (ACP) Garba Yalwa, who was the pilot; the co-pilot, Chief Superintendent of Police (CSP) Alexander Pwol-Ja; and the DIG’s orderly, Sgt Sonatian Shirunam. They were on an aerial surveillance mission in the troubled city when the chopper crashed in the Kabong area, destroying three houses. Witnesses said the aircraft made some unusual sound and started flying low before finally dropping. Abubakar said the police high command had enlisted the support of the Federal Airport Authority of Nigeria (FAAN) to investigate the crash. Abubakar, who described the incident as “tragic and unfortunate”, promised to make the findings public. He was addressing the media alongside the Minister of Police Affairs, Navy Captain Caleb Olubolade (rtd), at Force Headquarters, Abuja. He said his office had contacted the management team of FAAN and that investigation into the incident had already commenced. While promising to make his findings public at the appropriate time, Abubakar said no stone would be left unturned in unravelling the mystery leading to the officers’ death. Earlier, Olubolade had said his ministry and the police force would ensure that the families left behind by the deceased officers would not be allowed to suffer. He said the families would be adequately taken care of so that the intensity of the loss would not be too hard on them. Meanwhile, Plateau State Police Command has disclosed that arrangements are on top gear by the Force Headquarters to give the police officers a befitting burial, adding that the officers deserve nothing less. The state Police Public Relations Officer (PPRO), Mr. Samuel Dabai, who disclosed this in a telephone interview, added that the remains of the victims were deposited at the Bingham University Teaching Hospital (BUTH) mortuary, Jos. The village head of Kabong, Da Chai Gwom, has dismissed the stories making the round in the media that some of his subjects are currently on admission at the Air Force Military Hospital, Jos, adding that as far as he knows, none of his subject is injured. He said the little girl, Sarah, that narrowly escaped was now very okay and playing around. “She and her mother are hale and hearty; they were not even taken to the hospital, but to a quiet place of comfort,” he said. Gwom however appealed to government to come to the aid of the owners of the three houses that were damaged, saying now that the rainy season is here they need assistance to quickly put up a place for themselves and their families. One of the men whose house was damaged, Mr. Mali Waziri, said so far nobody or group had promised to help him yet. He said: “Although NEMA (National Emergency Management Agency) came around to see his damaged house and also took his phone number, they left without promising to do anything.” While appealing for assistance, Waziri however thanked God that his wife and six children were not affected. “But as a carpenter, I cannot easily raise sufficient fund to re-build my house,” he said. In the same vein, the site of the crash and the wreckage of the helicopter are under 24-hour guard by the police. |

The Director General of the Security and Exchange Commission, Arunma Oteh, spent a huge N850,000 on food in one day, in violation of regulations on how much chief executives can spend, a House of Representatives committee said on Wednesday. Ms. Oteh was accused of multiple violations at a bad-tempered public hearing of the House committee on Capital market investigating a dwindling market that has weakened investors trust and cost the nation billions of naira. The House committee, headed by Herman Hembe, said the commission’s boss flouted rules, compromised her position and engaged in a spending spree in the last one year she has held office. At a point, Ms. Oteh accused the committee of pursuing an agenda and surpassing the mandate of the hearing. She branded the house sitting a Kangaroo court, and dodged questions put to her. The inquiry sets out to establish why the capital market is almost collapsing, and why big organizations are protected by the commission while investors face increasing risk. Lawmakers said the DG’s unbridled spending and her relationship with some of the organizations she oversights have eroded the commission’s regulatory role. In one case, the DG spent as much as N30 million on hotel bills accommodation in eight months and N85,000 on meals on another day. “You stayed in a hotel for 8 months and spent over N30 million. In one day you spent N85,000 on food at the hotel; the other day you spent 850,000 on food. These are the things we should look at to see how you will regulate a market that is collapsing,” Mr. Hembe said. The most contentious was the revelation that the commission’s boss recruited staff of Access Bank, Charles Ughele and Titi Olubiyi, as SEC’s advisers, a move lawmakers said compromised the regulatory role of the commission over the bank. “I cannot believe that Access Bank can just send somebody to your office like that”, he said, adding, “Somebody can rightly say he is a spy. There is no way we can be better. It smells of plenty fraud.” But the Director General of the Commission, Ms Orunmah Oteh denied the partnership affected the integrity of the commission, and said the commission only benefited from the experiences of the officials. She said the remunerations of the two staff were being paid by Access bank and not SEC, and maintained the decision to employ them was right. “Yes we don't have the right capacity in that area and he (Charles) has come with that."
