An academy which is more or less like a school. I mean, it's not as if the peoplee there won't pay for their studies or maybe there's really any merit-base program there, yet someone with running blood in his veins would just conclude that other tribes are not allowed in the Institute.

To make matter worse, Thesociopath posted a picture of historyvile detailing how eastern organizations didn't include other tribe names in a scholarship program that happened in 1953!!!
