agbameta: How do you even get any form of credible development in the delta when half of 8 years budgets, allocation, taxes and derivations landed in Ibori's personal accounts all over the world.?

His brother the acting governor is on the same track

Alams in Bayelsa took it futher by looting every penny while the current Aso Rock dullard as his deputy acted dumb by l;ooking the other way, or maybe they looted the whole thing together hencwe the clown not publicly disclosing what's in his personal accounts...

The same dullard as the deputy and acting governor didn't build one single classroom in Bayelsa

Odili dind't carry last, he looted unrestarained, sylva and Dickson are also looters INC.

The whole region is looters INC.

Hope you know what is called RCA, root cause analysis, all what you mentioned are symptoms of a deeper problem affection the whole country, to just Nigerdelta. If tackled structurally then a lot of these says tops will automatically resolve.

There is no region in Nigeria that is the same like it was ten years ago. It's fair to say that all at least move a step ahead. The issue here is has the Niger delta trully gotten true value for their money? No region has but what makes ND interesting its that its currently well funded than the rest as at today.
I have no problem with resource control but I fear that this same rot will persist if granted. Now that "few" monies are given to ur leaders, u are having difficulties questioning them, is it when u make them Gods with more resource control that u will find ur voice.
SW is doing far more in Nigeria today in questioning their leaders and that explains why their leaders are much more accountable than their peers. ND peeps needs to wake up and question the likes of Udaughan.
For example, am here in PH and my local govt is obia Akpor. I think after lagos island LGA, obia Akpor is the next funded lga in Nigeria and yet I can pin point just one single impactable project from them. Believe u me, leadership problem is the bane here and not resources.

Listen to atlwireless, what he is saying makes a lot of sense, outside of Lagos, which other state in the SW is better than any state in the SS or SE, they are all he same on the average.
Your next argument would be that if the SW states had more funds, they would achieve much more, but I have 2 answers to that.
1- with the present structure we are running, more money translates to more money to steal, so you absolutely cannot say he SW states wold do better
2- the SE states also do not receive an allocations, so how far better is the SW states than the SE states, lagos is exceptional so leave it out.
3- one of the more corrupt people, profiting immensely from SW funds is Tinubu, how many questions has he been asked?

As far as I am concerned, if the FG is the one paying the states, then the states would not be accountable to the people, a govt that running outside of the monies generated from its citizens is a misnomer and is by default not accountable to the people.

GodhelpNaija: I still doubt if the present government is sincere, GEJ promised 4 refineries during campaign, all we are seen is a step from private individual which will still boil down to exploiting masses,My opinion on fuel subsidies is FG should build refineries, this will not only remove subsidies, it will end future scarcity and give millions on Nigeria youth employment, unlike all these SURE-P,OYES and other names they called it. As if they can employ there own children under these yeye program.

Do you know what subsidy means at all?
When the price is controlled by govt, such that it is less than that driven by market forces, then that is subsidy.

Weather the govt pays cash to subsidize fuel, or govt losses money by not selling certain amt of crude oil at market price but self refining it and selling it at a lower price.

I will like to see this two, merged together and restricted to only inter state projects. The region needs an improved waterway system. An inter state rail system. Not classrooms and markets buildings, that are suppose to be function of local governments and state governments.

it makes sence, but the question of how it is funded comes into play,

I have to agree with you on this point. The NDDC and the Nigerdelta ministry need to sit down and figure out a game plan, to finance massive infrastructures, that cut through the entire states in the region. Schools, hospitals and farm projects should remain state functions.
State functions or LGA functions?

Very correct. What Amaechi is doing is not only opposition to the president but CONFRONTATION. If he says he's a member of the PDP and from the same region as the president, then there several channels for him to communicate his grievances to the president. Worst still is his attempt to use the NGF as an alternative govt to fight the president.

Also the East-West Road mentioned by Amaechi, is not a 2km road. This is a massive 360km dual carriage way, with over 30 bridges. Even if govt has all the resources, can it be completed in 2 years? Amaechi has spent over 6 years in office but has he finished constructing all the state roads in Rivers State? This is more like one leaving the log of wood in his eyes while trying to remove the speck in another man's eye. That is why I insist that criticisms must be fair and based on realistic expectations.

I really dont know whats biting this Amechi man, from his position he should be able to relate to the challanges of cash flows at that level.

Who is emotional and personally dishonest enough not to know the plot behind handing pipeline protection contracts to militant that has now resulted in monumental oil theft? Where do Nigerians think the massive amount of stolen money is going?

Did one of the benefactors of the lucrative contracts, a militant warlord, not tell us that he "hates" to hear the words "oil thieves" and that we should rather view what is going on as "resource control"? Has Tambuwal or even the USA not noted what is written below? When "oil thieves", cultists and militants have had remarkable success infiltrating the political arena in the ND, why will the President who deliberately helped this to happen and called militants "my people" not be plotting to use them in 2015 to actualise his do or die agenda? Is it today Tambuwal noticed that GEJ, exactly like Odili, has been financially and politically empowering "those who carry guns" (courtesy Rev.Ugolor a Nigerian activist)?

The 15 days completion cannot be totally compared fairly to the time it takes to complete conventional buildings, since time and effort was put into fabricating the component parts. If that time is accounted for, we may be looking at something closer to 4 months, though it is still much faster than a conventional building of similar height and size.

The difference between those countries that became rich is that they were sincere while Nigerians are not. The starved themselves and made sacrifices collectively to achieve their objectives.

In Nigeria, the masses made sacrifices and the leaders took them for fools and used the money to enrich themselves. Do you remember SAP?

Yes subsidy should be removed to invite investors into the oil and refining industry, but there are things govt van do first to cushion the effects.

Reduce the import duty for buses.

Reduce the cost of registration for vehicles used in transportation.

Give loans to people who want to venture into transportation.

Those going into transport biz will save money from that.

Then reduce the cost of importing spare parts, tires, engine oil etc . If possible encourage the production of the parts or assembling in Nigeria. This will reduce the cost of vehicle maintenance . If the subsidy is removed, people can say at least spare parts prices have reduced, there will be more buses due to reduced import duty. People will be motivated to go into transportation since its cheaper to register cars for transport and access loans.

The truth is that you are asking the government for too much, trying to do too much is exactly what got the govt and the citizen into the situation we are right now, govt needs to focus on few solid things to make us break through while we just have to roll up our sleeves and be ready for some hard times and hard work.
No more subsidies, no more free stuff, if you can come up with ideas to make people live better, go to a bank and take a loan, hopefully oft policy will protect you.
If you need a university education, then take a loan...we cannot keep moving in cycles...

That's exactly how it was said
Oh poor people cannot afford university education, and the FG ends up running 80 universities or so
oh poor people cannot afford fuel, and the govt ends p with 3 non functional refineries.
Oh poor people cannot invest in petroleum and the govt ends up establishing NNPC
Oh poor people cannot afford health care....and so on and so forth...

We need a break from that pattern of doing things. Hats ow we dig deep and become better people
Politics / Re: Why Is The SW Waging War On GEJ On 2 Fronts? by DaLover(m): 1:47am On Sep 14, 2013
Femmyfamous4u: I will like to make some analysis here about GEJ's performance so far since he became president from an unbiased view but before I do that, I will have to say that he is presently running his 4th year as a present since he took over after the demise of Yar'adua.

Although when GEJ took over from power, it took him about two years to really understand the situation of things hence the decision to contest for 2015 election.
Although he came from the minority, he gained the sympathy of the populace which results in the way people voted for him. It may suffice to say that I canvassed and voted for him.

GEJ seemed to have engaged too many people for his campaign and election in 2011 and therefore led to a great indebtedness and obligations to those who financed his campaign which actually led to hoodwinking and reclamation of money by these same people who he has awarded contracts and though GEJ is aware that some of them are not actually fulfilling the requirement of the contract yet he allowed them because it was a way of paying them back for their "generous" gestures for his campaign.

Nigerians had high hopes when voting GEJ based on his manifesto and promises he made to make life better, constant electricity supply among others. Hence, this led to people asking several questions on GEJ's performance.

GEJ therefore sprang into action by based on seeming calls by civil societies and others by ensuring improved agriculture, promotion of business-friendly environment to attract foreign investments and quick registration of business to expand the economy and very recently he has also embarked on construction on some federal roads, revived the rail system by awarding contracts of connecting more routes and reconnected dilapidated ones. He also veered into the power sector to ensure better supply of power by privatising PHCN and paying off disengaged workers. In security, boko haram which seems to be a major threat has been a major concern to the government thereby declaring state of emergency in some state with the army taking charge over the states and success has been recorded especially with the death of the sect's leader- Shekau.

Inspite of the foregoings, GEJ is still found wanting in so many ways which has made so many Nigerians to call for his removal or stall his re-election by 2015. Below are some of the identified reasons.

1) Before GEJ came to power, #300billion was paid for subsidy on petroleum for a year but as soon as he came to power, the figure rose to about #1trillion; granting additional 8 people licenses to import fuel without supplying same.
2) Jan 1st, 2013. GEJ announced he total removal of fuel subsidy which came as a shock to Nigerians which led to several protest from all parts of the country before declaring part removal of the subsidy promising revampimg to full capacity of the refineries in the country, buses for all states as palliatives and so on
3) Corruption is SO pronounced in his regime. Subsidy fraud( with defaulters bot brought to book). Pension fraud, police fraud, NFF fraud and even state pardon to Alams who should be in jail on corrupt charges.
4) Decline in power supply (obj left us with 4500 megawatts but instead of improving, the country now has 2600 megawatts
5) Oil theft (just last month #365 billion worth of crude oil was stolen, what is the government doing about that)
6) Abuse of power (NGF crisis where he recognised 16 men as against 19 men)

Having said this much, you can decide who to vote for. Although I canvassed votes and voted for GEJ in the last election, he has already lost my vote!

When $300 Ben was being paid as subsidy, do you remember the constant fuel scarcity we always suffered? Over the 8 year of obj and extra years under Yaradua? do you remember that outside lagos and a few other places fuel was never sold at pump price before GEJ?
Since GEJ arrived on the scene fuel has been flowing at the same price across the country for more than 3 years now...did it occur to you that it wold cost a lo more to do so?

You lie, when you say that GEJ suddenly announced removal of fuel subsidy on 1st jan, as he said it many month prior to that date and even made he date clear to everyone, he fact that you did not take him seriously is not his fault.

All the corruption schemes were exposed under him had been going on for a long time before his administration actually aided in the exposure of these schemes, he never tried to cover up any and allowed unfettered access to whoever sort information. eFCC is currently procuring various cases, but our impatient opponents point to the lack of convictions, forgetting that judicial processes could span as much as 10 years or more.

On Obj leaving us 4500 MW, that's an out rite lie that doesn't need a response

The level of oil theft is a signal o the rest of the nation that resource control beckons at the door, support GEJ to implement resource control and true federalism.

How is NGF abuse of power now? If I dalover also decide to recognize jang as the head of NGF, what power am I abusing. Is NGF a constitunal
Body?

Your reasons are not solid enuf to take the position you are taking now, except there is some other reason, which I suspect is tribal, base on the oil hypothesis I mentioned earlier.

"I am not bothered about sacking of ministers by President Jonathan, even if they use EFCC or other agency fighting corruption to arrest me after the end of my tenure on May 29,2015, I will not be perturbed because I am used to going to jail."

The governor stated this Wednesday evening when he received members of the PDP Justice team under the leadership of Alhaji Abubakar Kawu Baraje from Katsina state at the government House Dutse.

Governor Lamido said poverty and lack of good political policies are the major challenges facing the nation’s political system, insisted that only justice and respect for the rule of law could change the situation.

Governor Lamido further stressed that PDP as a party was built on the ideology of some Nigerian’s who want the progress of the country, adding that it is wrong for few individuals like Jonathan and Bamanga Tukur to think that they can hijack the nations politics for personal benefits.

y.

Yes the best option is to block all the loopholes where the politicians. But in the case of the subsidy, it is very delicate. Removing it now is like, using a hammer to kill a fly on ur friends head. Who will suffer more when it is removed now? Those you are trying to stop from looting via subsidy are already mega rich, so the can afford petrol at whatever cost. But those they have been robbing cannot afford it and will suffer more.

People who live below one dollar a day are asked to pay 750 a month for meter charge, whether they use electricity or not. While they are shouting about that u remove subsidy, increasing the price of petrol they use in gen as well.

As the govt makes these tough policies, there should be a way to cushion the effects on the poor masses. That is what we fail to do.

Mekaboy always assume that when there is any policy made, people in government will make money one way or the other..if you can be ok with that assumption then it will allow ou to focus on the possible opportunities available to the populace..

Lets take an example, the gsm companies paid $285m each for licence or $1.2bn total for the 4 gsm companies.
Now if someone said stop that licenceing process because govt officials would steal most of the $1.2bn paid, would that be sensible? We would still be with Nitel today. Isn't that cutting your nose to spite your face?

The greatest challenge African countries face is ability to generate wealth and jobs, forget all the promise of job creation, the govt cannot employ so many people and they are not enuf businesses to absorb the teaming populace...

And here we are exporting raw crude without adding value,
You export raw crude to the white man at $100 a barrel, he refines it, produces chemicals, drugs, paints, perfumes, etc and sells it back to you at almost $3,000 a barrel.
If we stop exporting raw crude and do elementary refining before exporting, we would have added several jobs, created a lot of wealth, imagine 10 Dangote size refineries operating in the country, imagine petrochemical plants, etc
But ow can these happen when the govt is subsidizing petroleum products? How will these 10 refineries invest so much money in nigeria, oly for the govt to supply the people below market price. By continuing subsidy, the govt is delaying private entry into the refining business, by continuing to run refineries, the govt is delaying entry of investors into the business. Opportunities to create jobs and wealth are being lost.

I understand your concern for the monies that may or may not be stolen, but we have to look at the bigger picture and how it affects us in the long run.

If the subsidy is stopped, people will not die, do not deceive yourself, everyone will adjust, we are already suffering, people need to pull them selves up and start thinking of how to generate wealth, no one is entitled to subsidized fuel or subsidized power or health or education, someone somewhere is paying for it somehow or suffering for it, and its definitely not sustainable.

The countries that became rich didn't do so because the promised the populace blanket subsidies on everything, power, transport, education, health, agric, sports etc, they did so by using policy and regulation to achieve this. Whenever they subsidized, it was targeted, time bound and aimed at production not consumption,
And after they achievd a certain level of wealth not before, now began to implement welfare schemes targeted at the bottom 5% of the population who are unlucky or disabled.

Here in nigeria, an extremely poor govt is set up to run a welfare scheme I cannot afford to with extremely poorly paid officials and law enforcement thereby keeping the people in perpetual poverty.

So what exactly is your point? To invest in a corrupt system first before you fix it ? Or fix the system first before you invest?

Are u saying it is normal for the VP house to cost 14billion?

We say we don't have money, we can't meet the infrastructure expectations, yet our reps earn more than the US president. Countries we go to borrow from.

Do you know how many useless ministries we have ? The subsidy is the only tangible thing the masses actually benefit.

The solution to corruption not lie in chasing people all over the place with EFCC, as long as the conditions are set for corruption to thrive, it will thrive.
Its like when armed robbery was so much that the then military govt thought that firing squads would reduce it, guess what? it didn't.

To reduce corruption on the long term, we need to increase the middle class, migrate the mass of poor people from the poor class to the middle class.
This is what GEJ is doing by actively pursuing power sector and petroleum reforms and deregulation. That is why Dangote is confident to build refinery, foreign investors are rushing into our power projects and international indices are tipping nigeria as a country to watch out for.

To reduce corruption at government sector on the short term, as much as possible we need to get govt officials out of opportunities were stealing is possible.
I.e if govt officials concentrate more on policy and regulation, rather than running businesses, corruption would be greatly reduced...but many of us don't see I this way, we expect govt to run universities, hospitals, hotels, airports etc...these are all opportunities of corruption and leakages.

Another way to reduce corruption on the short term is a proper implementation of true federalism, where the line of accountability are as short as possible, individuals pay taxes to lgas, lgas pay taxes to states and states pay taxes to FG..
It doesn't make sense for the FG or state to be run outside of TAXes from the component parts or individuals within.
Remember he who plays the piper dictates the tune.
In the example of the assembly member you gave below, why should an assembly member representing port harcourt lga for instance be paid by the FG? Shouldn't he negotiate his salary and entitlements with the LGA he represents?

I checked the wikipedia link and their analysis is very faulty. And what is wrong in counting money shared to states Is it not being spent on Nigerians? After all it's still part of federal revenue.

Why is it wrong to count the revenue shared to states?
Lets take the USA for example, the FG earns $3tn and does not share to states, the 50 states earn their own money individually, see the link http://en.wikipedia.org/wiki/List_of_U.S._state_budgets

If we add all the money earned by the states plus the American government then we will be talking about $4-5trn.

Back to nigeria where everybody's job is to sit and wait for oil to be shared, if the FG earns $60b as you said, the revenue allocation formula gives the states and lgas 55%, hence the FG is left with 45% of $60b or $27bn.

Hope you see why we urgently need to restructure and generate wealth and not fantasize on how to get rid of GEJ to control the 9ja delta oil

The figure quoted for Nigeria's earnings in this article is glaringly wrong. Totally federal revenues in Nigeria is over nine trillion naira which is in excess of $60 billion. Kindly verify your sources well before posting misleading information for others to read.

Did you see the link from Wikipedia I posted?
Anyhow, $23bn or $60bn is exceptionally small for a country the size of nigeria.

Secondly you cannot count the monies shares to the states as part of the FG revenue.

My friend what r u talking about? What is beer palour talk?

That vice president sambo's house cost more than 14billion naira when nigerians live under the bridge?

That the petroleum minister spends 2billion annually or private jet?

That ex presidents of this same country will ear 2billion anually after all they looted?

That govt awarded contract of $40million to monitor nigeria internet users when there are no jobs?

That obasanjo spent over $10billion on electricity with nothing to show?

What about the millions of dollars ibori and others looted ?

Abeg spare us that crap that govt needs more money, and tell us what they have been doing with the one they have.

Nigerians are suffering daily, I am not against removal of fuel subsidy, but not until the issue of corruption is tackled.

Fine if you remove subsidy, reduce the cost of school fees.

Reduce the duty on importation of buses to encourage transportation.

There is a lot to be done for the masses before u talk of removing subsidy.

When you do things right people will not feel the impact.

Even in the US where the president flys the very expensive airforce one jet and fighter plane excorts, people live Nader the bridge..
The questions are is the building required? If it is required, then ow much is the true cost? The FCT proposed a total value of $14bn, but how must was approved for expenditure?

The fact that there is corruption should not stop you from asking the right questions, asking the right question will help alievate he frustration you are presently facing.
1- we do not have the funds to achieve your expectations, corruption or not.
2- corruption can easily be tackled by a little restructing which we r running away from

Okontami: F*uck this report. Nonsense write up by a re*tard. So what if the economic power is in the hand of one man. If the churches prefer to build prayer camps with the free monies they are getting instead of investing in the economyetc and the other rich Nigerians prefer to buy houses in Florida and Miami instead of investing in sectors crying for investments,,,then the man that choose to take up the risk should be encouraged. Dangote pick it up and buy the Nigeria railway corporation and fix it. We need people with brains to invest in the economy...

And that's the second point that I was trying to make. Not too long ago Dangote and Otedola wanted to buy the Port Harcourt Refinery. What happened to that?

Govt definitely has to revisit he privatization efforts, I think they did a good job with he power sector, I don't know how they did it but there very little or no complaints, not even the highly negative APC stalwarts saw negatives in this privatization process.

If this can be applied to the refineries, I think we will be better for it.

Imagin 5 or 6 more refineries around the country, the employment opportunities etc
This is very old news,
The govt should immediately take the following steps,
-privatize the govt owned refineries
-fully deregulate the downstream sector, pull NNpC out completely
-initiate policies to impose punitive taxes on imported petroleum products
-initiate policies to impose punitive taxes on exportation of crude oil
-initiate policies to encourage exportation of refined petroleum products

This along with the deregulated power sector will provide the necessary jump start for the Nigerian economy.
