Prof Corruption: Q12. Now that you’ve said all these things, how can we eradicate corruption in Nigeria?

Answer: Aside from the structural flaws, the single most challenging issue facing Nigeria is corruption. It has eaten so deeply into every facet of Nigerian life that it undermines what would otherwise have been beneficial initiatives. Can corruption be effectively tackled without first undertaking the task of restructuring? My answer would be no, because the synergy needed to push for a clean society is difficult to gather in a structurally weak country like Nigeria. The reason why Mr. Andy Ubah and his group will destroy government properties in Awka and nothing could be done is because of the prevailing structure that places the center over the region. People in each state or region can handle their renegades but not when the federal might is behind the renegades.

But what could be done while we await the inevitable restructuring of Nigeria?

First, why are we so corrupt? We are corrupt because we have a poor and lawless country where there is no freedom of information and whose leaders/citizens - who have no shame - are overloaded with exaggerated sense of importance. Those are dangerous combinations. They have guaranteed corruption in all societies where such propensities exist. It is the same in Bangladesh. It is the same in Mexico. It is the same in Haiti. And it is the same in Kenya.

Anyone living in the West can attest to the fact that without the enforcement of law and order, these western societies would, in a short time, deteriorate into corrupt societies. The primary task of lawmakers and law enforcement agencies is to stay one step ahead of the lawbreakers. It is a perpetual battle that every generation redefines. In the case of Nigeria, the ball was dropped soon after independence, as men became gods and civil service became self-service.

What we have in Nigeria is power without accountability, action without consequences and citizens without a say. Everyone, it seems, is either already corrupt or is searching for a chance to be corrupt. The few who are not yet corrupt are busy fighting off the pressure to be corrupt. Those who are rich by means of corruption have nothing to fear and those who are poor because of corruption have nothing to love. In a society where corruption thrives, the dream of a fair and just society can never be attained. And with that dies the hope of a prosperous society for all.

It is, therefore, in the interest of all Nigerians that corruption is eradicated. Corruption does harm to everyone of us. It is indirectly responsible for a great percentage of all unnatural deaths of Nigerians. When a corrupt politician connives with a corrupt contractor to award and execute a frivolous road contract and people die in accidents due to poor roads, it is an indirect result of corruption. When a corrupt businessman connives with a corrupt hospital administrator and supplies adulterated medications to hospitals and patients die in doctors’ care, it is an indirect result of corruption. When a policeman confuses bribery with bonus, frees a criminal and the criminal kills an innocent man, it is an indirect result of corruption.

Tackling corruption will require a three-way act – prosecution, prevention and education. So far, none of these is happening in Nigeria at the level it should. Prosecution of corrupt practices must be swift, severe and steady. It must proceed with a thorough investigation. It must be across the board. It must be carried out by competent individuals. Prevention of corruption entails the reduction of opportunities for corruption in existing procedures and practices of government departments and private organizations. Education of the citizenry must integrate the importance of ethics in civic and business life.

Without leaders who uphold higher standard of integrity, the task is hard to begin. The tendency for blackmail is great when leaders are themselves stained by the oil of corruption. In such situation, emphasis should be built around public institutions. An efficient public complaint structure should be established as an avenue to initiate actions. Civil servants must have firm and independent-minded monitors. With citizens’ rights enthroned, accountable democratic institutions could be built from down to up.

process of making bids, awarding contracts and procurements must be made public. If the Ministry of Works, for instance, says that it spent 400 billion Naira in road constructions in the last year, the public should know how the bidding was done, who won the contract and why. Also, the public should know who supervised the job, who approved the job completion, and who should follow up with the maintenance. Nobody should need to invoke the Freedom of Information Act before they find out how much elected officials and civil servants make.

To build a clean society we have to start by creating an open one. Any Nigerian should be able to know the assets of our public officials. Public servants who declared marginal assets when they went into office and came out with mega wealth should be probed and the source of their newly found wealth exposed. The same should go for public officials who throw money around. We should be able to demand and receive information on what each public official costs us and where the money goes. Those found wanting in their handling of public funds must be punished severely and should be made to pay restitution. As we close up loopholes to embezzlement, we have to teach our children social contract and the beauty of abiding by it.
Eradicating corruption in Nigeria may sound like an oxymoron now but, if we really mean it, we can make it happen.

When I began reading this piece, and the structure of the country was mentioned! I became excited! I actually wanted to see your opinions on how the present structure of the country enhances corruption and how modifying the structure to something else will greatly reduce the losses we suffer from corruption, but you disappointed me.

1. Fani Kayode is actually under prosecution for allegations of misappropriation of funds. He's a known critic of both Stella oduah and Jonathan administration. So, it should be very easy, in fact easier than easy, to get materials (if any) to prosecute him to a logical conclusion. But it seems he's the one fighting for the prosecution to quickly conclude this exercise.

2. How does that help Stella Oduah? Ask Stella to tell NASS she's not the only thief in Nigeria and see if she'll receive a standing ovation.

Fortunately the media is controlled by the SW in this country, the OP did a good job of letting readers know that the issues relating to Stella are multidimensional and not black and white corruption...

Right now the modus operandi of the SW media is to go for your jugular whenever you cross Yoruba interest!
If you choose to remain under the radar, avoid stepping of Yoruba toes, the media will let you be, at best one or two minor reports about corruption issues and the case will be forgotten. This way even when she is replaced by the next Igbo minister, he/she will not overstep boundaries set by the Yoruba interest groups

The OP said it very clearly, all corruption cases have to be treated equally, the emphasis of this post is to open eyes to the underlying currents and help people make better decisions.

The above strategy amounts to intimidation and actually tears the society apart

I once said during the Ribadu years that selective corruption fighting can only be temporal in nature,

I don't know if Stella is guilty or not, but I know that the press is very biased in its handling of issue of corruption in this country...
Clearly the main targets of the SW press drive against corruption appear to be those who

1-Attempt to redress/address long standing systems the Yorubas and Hausas have put in place (Alison Maduake, Ihejerika, Stella Oduah) or
2-Those who attempt to create infrastructural development outside of the SW (Akpabio, Stella...etc)

While it is true that non of these people is a saint...The biased way and the force with which the SW press goes against these people leaves much to be desired...in a country where people from the SE and SS already feel cheated, the artitude of the press is not helpful...

Its little wonder that the armored cars controversy is generating a lot more noise than the lekki toll gate issue or the pension fund scans.....

If the press is really serious about corruption. let them start by focusing on the issues that brought the aviation sector to the dilapidated state it was before Stella got there...

Any news about infrastructure development in SS and SE readily invites the media controlled by this same section of the country to start looking and nosing for dirt on that politician, clearly politicians from the SE and SS are being judged by a different set standards...

that is not all, in addition to creating infrastructure...he is putting in place policies and programs that will ensure that the infrastructure in place is sustained.....people tend to think that the main challenge is building, for me the main challenge is usually sustaining what has been built, so that more infrastructure can be added incrementally.
GEJ is doing very great here, without much noise and fanfare....kudos to a great visionary, also kudos to a performing minister of agric...what out for this man

By selecting just a small part of my write up, you have already betrayed your mischievous intent.
First and foremost, a university is not a place for basic education, a secondary school leaver should be educated, you actually learn a trade in the university, hence if the trade you want to specialise in is not found in the four walls of a university, then you don't need to attend a university.

Secondly I wrote some thing for those who desire to attend university but cannot afford it, you ignored it, just to write this rubbish.
From your own analysis, everyone must attend university, weather needed or not. Experience has show that govt cannot run the universities efficiently, hence my suggestion.

Right now as we speak, oil money is being used to pay sharia police in Kano and some other sharia states, despite the fact that oil money is also used to fund normal Nigerian police in those states, news papers will not say the cost, newspapers will not say who is supplying the recruitment, equipment etc...
All focus is on 9ja delta...

There were several militant who we're persuaded to drop their weapons, and they have ventured into different fields of endeavour, so what stops one or two of them from becoming rich on nigerdelta money...

As regards ASUU, my take is that the FG can no longer carry the responsibility for educating everybody, all universities should be privatised, FG through the minister of education should ensure that the universities meet minimum standards. The FG has no business running universities! people should be prepared to pay for what they want! for those who are university materials but cannot afford it, their communities should either finance them directly to the university of their choice or be able to guarantee loans for them at the very least.
As long as the FG keeps promising to run the universities that it doesn't have the capability, managerial or financially, the standards will keep dropping, and govt will not be able to concentrate on its core responsibility of policy formulation and regulatory enforcement.

Afam4eva: I think Professor Ben Nwabueze is just using his ailment as an excuse. I think the reason why he opted out is because he feels he was sorta demoted. How can the president appoint a certain Senator Okurunmi to head such a commitee that prof Nwabueze is a member? It's similar to what happened in 1979 when Obasanjo setup a similar commitee and asked the last professor Rotimi Williams to head when Awolowo was a member of the same commitee and Awolowo also opted out.

Your wrong, I think Ben nwabueze refuse to honour the call because he is older than Jonathan , the president. How can the president who is his junior make him a member of such a small committee,

Presently, the average 9ja delta man on the street pays no interest in the leadership, because he is not a stakeholder, his taxes don't run the government, the governors and the leaders receive their money from elsewhere, with absolutely no input from the masses....how do u expect the system to be.....

As someone said earlier, leaders in nigeria everywhere are corrupted by the free oil reign, unfortunately some SW media have exaggerated the developments the lagos, made it seam to seam as if it happening all over the SW and sold you the lie that you are a backward person.
The onus now is on you to think larger than those wanting to deceive you, and feed you with enuf negative propaganda that you actually feel resource control will be negative for you and your people....

Initially they stated with saying that niger deltas were not educated enuf to get good jobs, that was used for many years to deny us opportunities, next they located all the oil hQs in lagos, conduit all staffing recruitments from lagos, now you are being told by the same people that resource control will not work because your people don't have leaders.....you really need to wake up, because u will get carried away with this level of brainwashing

Paying politicians from the center will not work, it is not the same as communities working the oil field, generating wealth and paying tax...
I am surprised that you are still blind to my logic, if the communities work the fields, export the oil and get money, they will pay tax, like any other business, FG can also collect its tax from there...what exactly is your problem here?

If the. FG had seized all arable cocoa land in SW and licences international cocoa companies to farm the lands while the SW farmers sit down and wait for compensation how do you think it would have turned out, especially when a set of people constitute themselves into leadership to collect this compensation on their behalf.

People have brainwashed you to believed that oil resource is different from arable land Resouces and you have believed them....wake up, wake up my friend.

There are corrupt politicians everywhere, the best way to reduce the corruption is to remove the notion of a free pot of money falling from the center...
When a govt is run solely on taxes, the onus is on the government to improve the business environment, else his taxes for sustenance will dry up.

Note, I have never said that states should mine the oil, I mean land owners and communities...get it clearly

Do u know that at independence, all regions collected tax from their workers and paid 50% to the center! no state pulled out, so why must Nigerdelta pull out because they are insisting on reverting back to the original status of the country?

Sam you may have to wait a very long while, because there is no such answer to your question, 80% of the money the FG spends right now is based on oil sales, granted GEJ may have increased taxation revenue drive and oil theft in the ND may be have some impact, but the figure will not be far from 80%..

If 2million barrels a day @ $100 per barrel for over 2 years has dropped from 80% to 54% then the revenues of the FG should have increase astronomically.

Personally, I would like the ND to keep 50% and more but I want something bigger - complete fiscal federalism and control of the resources by the people. This is the only way to be free! All the oil money into a corrupt ND thieving elites and leaders will not stop them from migrating to the SW because no one likes to live in a hell hole! You get a bigger share of your oil money, we can also keep the proceeds from our natural resources, agricultural output, taxes and port revenue! The port is a natural resource, just like our lands and everything on it! This is the way to go. We will be more than happy to let the ND and ibos keep any natural resources they own but we will also keep ours, continually develop our lands and charge a premium in taxies and levies for anyone who is not from our regions too. You cannot collect your 50% or whatever over there and come to any part of the SW to leech and live on our resources for free or pittance! We will be adequately compensated and we can continue to make our lands attractive for people to live and visit!

I really don't understand why you are angry because I am demanding that each part of the country brings something to the table, it's good that you have called the nigerdelta a hell hole, thankfully all SW politicians are saints......

In your rush to support manny4life, you forgot to ask some key questions.....
If oil has reduced from 80% to 54% has the budget accruing to the country increased?
Is it because of reduction in oil sales or increase in non oil revenues?
If it's because of increase in non oil revenue, the budget should actually be increasing,
Hole your tribalist if head has heard the edo state governor and other shouting about short fall in allocations recently.


In any case weather the oil revenue drops to 5% everyone should be given a free opportunity to exploit their resources! we will manage our currupt leaders our way.
We will not interfere in how you manage your saintly leaders..hypocrite!

I guessed it - you have been exposed to a higher level of knowledge and thinking. I think like in most cases, you can see anything and analyze better when you are looking from outside into it. Most Nigerians who are in Nigeria, have never lived outside (not just visiting) cannot usually see it. Good one though!

check this, when nigeria moved from regions paying 50%taxes to shering oil monthly...the country began to decline
