The closure is restricted to primary and secondary schools because 'children' may not be as hygiene conscious as adults. So the only way to contain or prevent possible disease spread among them is by 'intercepting' their meeting point: the school. A kid may have had contact with a carrier of the virus wherever he/she lives and then returns to school to spread it to other unsuspecting wards!
