Your choice and intended master program is good and in line with both your work experience and degree but firstly, you must try to get admission into your proposed program first before you start considering financial aspect of your study permit application. This is because, a number of factors will be considered before you can reach your budget and one of them is your TUITION.

So get admitted first and then you can proceed from there.

From my research the avg min tuition for the Msc program is 11k or 6k per year. (ref. UofS, UofM, UofV)

Are you suggesting I should concentrate on getting admission first?

On that budget, your best bet would be to apply to a research based masters program and hopefully you can secure funding.

Also from my experience I don't think you'd easily find a masters in Telecommunication program. What you should be looking for is a masters In Electrical/Computer Engineering program with a specialization in Telecommunications (or something closely related like signal processing).


Note:
For Queens University, the Telecommunications is an area under Computer Science rather.

Yes, you are right.
From my research Telecommunication is usually an option under Electronic and Computer Engineering Department in most Canadian Schools (ref. UofS, UofM)

I have submitted a pre-aplication form at UofS.

Your algorithm is not okay, assuming someone pass in 2000 which clearly is not prime, your algorithm will now start dividing 2000 with all the numbers between 2 and 2000. That is the definition of inefficiency.
Now imagine if you pass 2000000000, even my grandmother knows that is not prime in like 2 sec whereas your algo will spend minutes/hours trying to figure it out. That is if your Pentium 1 system does not hang and crash. Think of a better way.

What is the prospect of Andela?
I currently work with a multi-national company. Although I love programming and would very much want to join Andela. Who can I talk to? Do you know any of their fellows?


The algorithm above is not as bad as you make it seem.
The function terminates at every "return" statement. Therefore if the input is 2000, it does only one check. However the improvement is the loop boundary which are generally guided by some weird Number theorem. Although "Num/2" or "SQRT(Num)" is sufficient for small inputs.
