There is a legislation that the fund should go directly to the LGs but not yet implemented. Now, there's a Sole Administrator. The Local government administrators with FUBARA connivance will expect all the released LGs allocations to the Sole Administrator to go directly to each Local government account, this is not done anywhere in Nigeria but under Emergency Rule it can happen. Then the local government administrators should be able to provide their past budget (revenue and expenditure) at least for two years assuming 2025 budget of each local government is not yet approved.

The directives given by Admiral is the best practice. They must show an estimated budget for each local government in the last two years. Each local government administrator should be able to explain how their past allocations were spent, otherwise, Admiral should not release any allocation to them again.

Anything placed on nothing never stands.

There is no part of the Nigerian constitution that allows an administrator to run a state talkless of release any one naira of allocation to him.
