It's not dictatorship, this is democracy, federalism, you sound ignorant, the laws are clear, states have rights and previledges.

If you see how much state governors use in their budget for security you will cry, less than 10% despite killings and insecurity everywhere. There is a reason the governor is called the chief security officer of its state, it's when he is unable that federal government take charge... governors in Nigeria are inefficient they are in politics just to enrich themselves. This is the problem.

* States can determine their own mode of security.

* States through their parliament can outlaw any group that poses a threat to the peace of the state or any group who invited violent actions or whose presence in the state jeopardise it's security.

* States can run their security network, recently the president left the issue for state police to the governors and house of assembly/senate. Done states said they don't have money, but I know based on IGR and allocations by federal government, southern states are financially liquid enough to pay their state police.

*States are allowed to create their laws on guarding and securing of its forests and territories.

The state governors are just caught up in embezzlement and politicking they don't care about the people, stop blaming presidency ignorantly, once the state parliament passes a law it is binding on the state...if the president infringe on state's rights then take the federal government to court.

I have not heard of any state taking federal government to court on security issue, to have state police etc.

All Northerners living in the south must be registered.

Hunters should be licenced by the state governor and only indigenous hunters from a state should hunt in their state. All hunters hunt in your state.

With these men mobilised with rugged bikes, armored utility vehicles, and others on foot patrols patrolling deep into the forests with good ammunition, the terrorists and kidnappers won't find it so comfortable kidnapping people and hiding in the forests.

Southern states should also come together start a drone manufacturing industry, to build lethal drones fitted with small missiles for surveillance and striking of Sahel terrorists, killer herdsmen and kidnappers and bandits hiding in our forests.

The governor of a northern state, Niger specifically didn't ban dreadlocks he made a simple redundant statement which couldn't be enforced, unlike many I saw the intention but he failed on his plan of implementation.

Nobody said give guns indiscriminately, of course, it is responsible, well vetted people, who are known to not involve in criminality that will be issued. Even in America not everyone is allowed to keep a gun, but legitimate people should have the access to gun for self preservation and protection of their community, after due diligence.

No, it will avoid the world, this killings everyday will make the people angry and lead to war, so it's better to avoid war...when people have guns, they kill and deter kidnappers and terrorists from invading their communities, this helps us avoid war... because this continuous killings of people in their lands won't be tolerated for too long, it's normal human nature to react.

Think critically as a grown man, your life should not be the sacrifice for peace, if you want to give your life as a sacrificial life, other southerners don't want to. Wars are fought for reasons...there is a point people will get angry, everyone not as docile as you.
