Federalism gives a state governor the right to outlaw any group that pose a threat to the wellbeing of the state and it's indigenes, anything that has to do with the state, and how it relates with groups and people is up to the state governor.

It's a constitutional matter that involves altering or amending for state policing to have an effect without the influence of the federal!
A recent example is the case of the recent electricity act that was signed into law on 2023 that decentralized electricity and gave states the power to generate,transmit and distribute electricity!
The former law,everyone receive electricity through the national grid hence preventing state to have or supply their own people!
Same can also be done with policing as it's long overdue!
As for funding of state police,there are so many options available!
The state can make out a budget from either it's budget or use security votes to fund policing!
They can also make a certain levy where businesses and residents will pay a very small amount!
For me,I just want an effective and independent federal,state and community policing system!
