Unfortunately Asiwaju would not yield nor give the ticket to Ambode this time because the matter is more of self defence for his own political survival than surface reasons for ticket denial being peddled around as also highlighted in this write-up. *Tinubu has been dining with Buhari's devils who are both only interested in getting his support for winning the presidential election (anyway God bid) but would start decimating him politically just after elections. Tinubu knows that he is now in a dilemma for ever supporting Buhari and so chose a seeming lesser danger of using Sanwolu with no own existing political structure that can be colonised by Buhari instead of a real bigger danger of fielding Ambode whom Buhari and his cabal would likely forcefully woo, strengthen and use to checkmate Tinubu in his powerbase, Lagos, after elections, in line with Buhari usual style of empowering and employing godsons or political enemies to deal with the godfathers or more influential predecessors in every state just after benefiting from the support of the latter ( check his array of ministers and political arsenal of their respective states to confirm this: e.g. Gaduje vs Kwankwanso, Fashola vs Tinubu , Shitu vs AJIMOBI etc.) So, Tinubu is eating with the devil with the proverbial long spoon by denying AMBODE the ticket. |

PDP mulls Dankwanbo as president By The Eagle Online on May 14, 2018 As the momentum gathers towards the 2019 presidential election for which incumbent President Muhammadu Buhari has declared his ambition for a second term, the Peoples Democratic Party in its quest to take power back a the centre is locked in many backroom dramas to find a candidate to beat Buhari. And the search has culminated in the meeting of different groups, from which the consensus appears to be the Gombe State Governor, Ibrahim Hassan Dankwanbo. Dankwanbo is yet to formally declare his candidacy but his choice was informed by what a governor from the South South described as a desperate need for the PDP to put forward “its best face”. According to him, PDP faces a crisis of credibility arising from its poor 16-year performance in power and “we need a candidate who is not only competent but has the appeal to erase our poor perception from the mind of Nigerians with his impeccable credentials”, The choice of Dankwanbo is said to be supported by many serving and former PDP governors, ministers and other big-wigs who see in him the combination of competence and capacity. Dankwanbo was the nation’s Accountant-General before he contested and won the Gombe State governorship in 2011. He is reputed to have turned the fortunes of his state around for the better, with little resources. He is also noted for his transparency and honesty. Also in the race for the PDP ticket are former Vice President Atiku Abubakar and former Jigawa State Governor, Sule Lamido. Dankwambo, 56, was born on April 4, 1962 at Herwagana Ward in Gombe, Gombe State. He attended Central Primary School Gombe and Government Secondary School Billiri in Gombe State. He proceeded to Ahmadu Bello University Zaria and Graduated with a Bachelor of Science degree in Accounting second class (honours) upper Division, being the second best result obtained by any individual in the then Bauchi State. He further enrolled for Masters of Science Degree in Economics at the University of Lagos. Dankwambo was not satisfied with academic pursuit, he decided to study Post Graduate Diploma in Computer Science at the Delta State University Abraka, Delta State. He finally capoed it up with a Doctor of Philosophy Degree (Phd) from Igbinedeon University, Okada. Professionally, Dankwambo has proved to be an exemplar. He has passed through the qualifying examinations of seven professional bodies and consequently was awarded membership of those professional Institutions. He passed the examinations of the prestigious Institute of Chartered Accountants of Nigeria and qualified as a Chartered Accountant only a year after his graduation from the University, a feat most professional Chartered Accountants will agree is rare to achieve. Today he is a Fellow of the Institute of Chartered Accountants of Nigeria, Fellow of the Chartered Institute of Bankers, a Fellow of the Chartered Institute of Taxation, Fellow of Nigerian Institute of Management and a Fellow of the Nigerian Economic Society. Alhaji Dankwambo has had various international exposures by attending training programmes, which further moulded and shaped him as a refined and seasoned Accountant, Economist and an Administrator. He started his career at the firm Coopers and Lybrand International (Chartered Accountants), now PriceWaterHouseCoopers, where he was from 1985 to 1988. He later joined the Central Bank of Nigeria in 1988 and was there until 1999 when he was appointed the Accountant-General of Gombe State. He held this position until April 20, 2005 when the then Accountant General of the Federation, J.K, Naiyeju, was retiring. Again the unique qualities of Dankwambo became obvious to all, having served at various committees at the Federation Account and former President Olusegun Obasanjo, who noticed his brilliance as well as efficiency, appointed him the Accountant-General of the Federation, the position he held until he was overwhelmingly elected the governor of Gombe State. Dankwambo has chaired and served in committees as well as served as board member of some government parastatals at various times. He was the President/Chairman of the Forum of Accountants-General and Auditors-General in West Africa and had earlier served as the Protem Secretary of the same organization. He was the co-Chairman, Standardization of Federal, State and Local Government Accounts in Nigeria, a body formed by the Federation Account Allocation Committee to harmonise the Accounting and Reporting of Financial Statements by the three tiers of government. On assumption of office as the Accountant-General of the Federation, he became the Chairman of the Technical Sub-Committee of the Federation Account Allocation Committee, a committee saddled with the responsibility of determining how the national revenues are shared equitably amongst the three tiers of Governments, that is, the Federal State and Local Governments. He discharged himself creditably and earned the respect of all. Dankwambo was also the Chairman of the Audit Committee of ECOWAS, a Board member of the Central Bank of Nigeria and Board member of the Debt Management Office. On the international scene, he was a board member, Royal Swaziland Sugar Company, Southern Africa and member of the board of Extractive Industries Transparency International. He also sat on the board of many successful companies across a wide spectrum of the nation’s or world economy. Dankwambo’s tenure as the Accountant-General of the Federation brought about revolutionary reforms to the Office of the Accountant-General of the Federation. He brought up to date the Financial Statements of the Federal Government, which were in arrears. The revolution in the Public Sector towards a cashless economy began with Dankwambo, bringing about the implementation of the E-payment system, which was then a completely a new innovation in the financial services of the government. The use of cheques got eliminated in the government transactions at the Federal level. Contractors, Staff and Service providers started getting their accounts credited automatically through the mechanism of E-payment. The Integrated Payroll Personnel Information System is yet another giant stride achieved by Dankwambo as salaries of Staff all over the Ministries, Departments and Agencies started being paid centrally, using an automated system. This eliminated the complaints of delayed payment of salaries by MDAs and ghost workers’ syndrome got minimized. Nigerians applaud Treasury Single Account today but they need to know the real hero behind it. Dankwanbo, as Accountant-General of Nigeria, was the one who ensured that he completed the institution of Treasury Single Account, which is simply an account or set of linked accounts through which government transacts its financial operations in such a way that its financial position can be determined easily for the facilitation and timely reconciliation of cash balances. In his quest to evolve a very robust Financial Management System of the Federal Government, he worked tirelessly to install a financial management system called the Government Integrated Financial Management System. This is an ICT integrated system, which computerizes the Public Financial Management processes from budget preparation to execution, accounting and reporting. On assumption of Office as the Accountant-General of the Federation, centralization of Capital Accounts was a challenge to Dankwanbo. This centralization had caused delays in implementing projects at the federal level. Dankwambo ensured that this centralization was removed, thereby enabling Ministries, Departments and Agencies to process and make payments for contracts awarded after obtaining due certification for the projects. Other reforms he embarked upon included the New Chart of Accounts, the Accounting Transactions Recording and Reporting System, which removed the stress of having to prepare and carry hard copies of Accounts by Ministries Departments and Agencies to the Office of the Accountant-General of the Federation for Consolidation. The International Public Sector Accounting Standards Board gap analysis was one effort by Alhaji Dankwambo to upgrade the preparation and reporting of Nigeria’s Financial Statements up to International Standards. He also embarked on the upgrading of the Federal Treasury Academy to University Standard for the training of Public Sector Accountants and affiliating it to a highly recognized Public Sector professional body in the United Kingdom, (the Chartered Institute of Public Finance and Accountancy, United Kingdom). On assumption of office, one of the responsibilities he was saddled with was the payment of severance benefits to members of staff of some erstwhile government parastatals and companies that were either privatized or were in the process of being privatized. Some of these included Nigeria Airways, Nigerian Telecommunications Company, Nigeria Ports Authority and many others. The Office under his leadership also successfully undertook the payment of Severance Benefits to all right-sized employees of Federal Ministries, Departments and Agencies as well as payment of Pensions nationwide. He discharged all these creditably. As governor of Gombe State, Dankwanbo is known for distinguishing himself in the areas of education, which was his first, second and third priority, the provision of infrastructure, healthcare, water supply, environmental degradation control and economic empowerment. He is the first governor to create a cogent development plan for Gombe State and has gone ahead to implement the plan, thereby putting the state on the right track for sustainable development. He conceived of a Marshal Plan for the development of the North East and organised the North East Economic Summit (2013) to bring the plan into a regional development blueprint acceptable to all stakeholders. He is the one and only PDP second-term governor in the north of Nigeria who successfully stood against the so-called “Buhari Storm” in 2015 to win reelection as a result of his good governance, prudent financial management, justice, fairness and equity to his people. |

Senate on Wednesday urged President Muhammadu Buhari to review his position in withholding assent on the bill to establish Peace Corps of Nigeria. This followed the adoption of a Point of Order raised by Sen. Dino Melaye during plenary. Relying on Order 43 of the Senate rules, Melaye urged the Senate to revisit the bill with a view to veto the president if he failed to rescind his rejection of the bill. It would be recalled that President Buhari cited duplication of duty and funding challenges in declining assent to the Nigerian Peace Corps (Establishment) Bill, 2017 recently passed by the National Assembly. However, Melaye said that the bill should be given priority by Mr President. ``The same thing happened when the Nigeria Security and Civil Defence (NSCDC) was to be established, there was also the same complain that there was no money and all of that. ``But today we can see the advantages of the civil defence and how they have helped in safeguarding the government infrastructure. ``5.5 billion dollars was borrowed from euro bond; what part of it will the youths of this country benefit from. ``1 billion dollars is to be spent on security and how does this affect the youths of this country. ``Without fear or favour, the Peoples Democratic Party (PDP) in 16 years borrowed N6 trillion and this government in three years have borrowed N11 trillion but there is no specific programme that will empower the youth. ``Also N500 billion was earmarked for the social investment programme of the Federal Government but we have not seen any impact. ``If the Peace Corps is given an opportunity to exist, thousands will be employed and this will help to fight unemployment in this country. ``We may need to write Mr president to review his position if not we have the power on behalf of the Nigerian youths who voted us to veto him so that people will become the ultimate beneficiaries of this bill. ``The youth of this country must be given priority and they must be respected,’’ Melaye said. Peace Corps Bill: Commandants converge on Abuja, urge Buhari to rescind decision By Yemi Itodo Council of Commandants and Board of Trustees of the Peace Corps of Nigeria (PCN) on Friday, called on President Muhammadu Buhari to "reevaluate and reconsider his decision to withhold his assent" to the Peace Corps Bill. The President had on Tuesday, transmitted to the National Assembly that he was withholding assent on the Nigerian Peace Corps Establishment Bill for lack of funds and duplication of duties of existing security agencies. But at a press briefing in Abuja Friday, the leadership of the Corps said there was no security agency in Nigeria that was currently undertaking the functions ascribe to Peace Corps in the said Bill. "The functions of the Nigerian Peace Corps as succinctly captured in the Bill do not in any way conflict with that of the function of any existing security agencies but is absolutely civil, which is to observe as an arbiter of peace, youth volunteerism, maintaining and sustaining a level of proactiveness and courier of information for impending nefarious activities and plots that can lead to the breakdown of peace and order anywhere in Nigeria", National Commandant, Amb (Dr.) Dickson Akoh said. Akoh believed that, there was never a time in the history of Nigeria that the need for peace has become fiercely urgent like now, saying, "the President may have been misled into taking this decision". He said, "the role of the Peace Corps is clearly distinct from that of conventional security and paramilitary organisations, hence its placement under the Federal Ministry of Sports and Youths Development. The powers conferred on the Nigerian Peace Corps in the Bill do not also involve arms bearing, investigation, detention and prosecution". Moreover, Akoh said "similar organisations like the Nigerian Peace Corps exist in several other countries of the world including the American Peace Corps, Canadian Peace Corps, Bangladesh National Cadet Corps, Peace Officers Commission in China, Chinese Labour Corps, Lera Uniform Corps of Malaysia, Malaysian People Volunteer Corps, Production and Construction Corps of China", amongst others. On the excuse of paucity of funds, Akoh said the source of funds for NPC as enshrined in the Bill does not solely place the burden on the federal government, as international donor agencies are also encapsulated to give grants and donations to the Corps. He believed that "peace has never been costlier than crisis and the price for peace is inestimable. One of the principal objectives of the Peace Corps is deployment to schools and colleges to promote peace, sniff and sieve intelligence. This could have prevented the recent abduction of our girls at the Girls Secondary School in Dapchi, Yobe state". Akoh lamented that, a Bill which was widely supported with over 500 memoranda, including government agencies, traditional rulers, civil society organisations, student bodies and others; could just be jettisoning by advice from a few security agencies who opposed to the establishment of the Corps from the beginning. Despite the President's decision, the Peace Corps said it would "continue to have esteem confidence on Mr. President's leadership of this great country", even as it acknowledged the support of the members of the National Assembly and countless groups as the journey continues. Meanwhile, the Senator representing Kaduna Central in the National Assembly, Senator Shehu Sani, took to his twitter on Friday, to urge President Buhari to rescind his decision on the Peace Corps Bill. CIVIL DEFENCE FUNCTIONS ..... FUNCTIONS OF NIGERIAN PEACE CORPS (a) To Develop, Empower and provide gainful employment for the Youth, to Facilitate Peace, Volunteerism, Community Service, Neighbourhood watch, Nation – Building and for other related matters (b) Promote Social and Economic Development by involving Members and Volunteers in the scheme through working with Government, Schools, Non-Profit Organisations, Non-Governmental Organisations, etc. in order to preoccupy the youths; (c) To empower and pre-occupy Nigerian Youths through job creation and provision of alternative employment; (d) Training Nigerian Youths with good virtuous, strong passion and commitment to the art of Patriotism, Volunteerism Community Services and Nation Building; (e) To train and equip the Youths with knowledge for Peace Education, Conflict Resolution, Mediation, Reconciliation and Confidence Building; (f) To give distinct orientation to the Youths and engage them in the provision of essential services such as: (i) Involving members of the Peace Corps in Community Services such as Immunization, Census and Sanitation Exercises, especially in urban cities, States and Local Government Capitals; (ii) Provision of Refuse Bins, Waste Baskets, and Handy Waste Bags in public buildings, buses and schools in order to obliterate littered materials; (iii) Assisting in planting of Economic trees and all forms of environmental conservation. CORRECTIONS TO THE NUC ARABIC LANGUAGE AS A PRE-REQUISITE FOR COURSES IN NIGERIAN UNIVERSITIES IS NOW !!!* Bishop 'Funmi Adesanya-Davies The recent corrections to NERDC 9-YR CRS/IRS BASIC EDUCATION CURRICULUM (BEC) as 'Separate Subjects' would be incomplete without immediate CORRECTIONS TO THE NATIONAL UNIVERSITIES COMMISSION (NUC) - ARABIC LANGUAGE, AS AN ENTRY PRE-REQUISITE FOR COURSES IN ALL NIGERIAN UNIVERSITIES. SECONDLY, SO IS THE CASE OF ARABIC LANGUAGE, ALSO AS A GENERAL STUDIES (GS) COURSE AND REQUIREMENT IN ALL UNIVERSITIES. The intervention of the National Assembly to ensure genuine respect for the Nigerian Constitution and the abolition of the said revised 9-YR CRS/IRS BEC Curriculum after so much clamouring by the Nigerian populace is a timely and very welcome development. To islamize the Nigerian Universities Educational System? To make sure that every Governor of Central Bank of Nigeria in the future must be a Muslim? To make Nigeria an annex of Saudi Arabia? SENATE: PEACE CORPS YET TRIUMPH OVER MOUNTING CONSPIRACY AGAINST ITS LEGALITY The Bill for an Act to give statutory backing to the already existing and functioning #PeaceCorpsofNigeria scale a major hurdle today as Senate refuses to stop its legislative business on the Bill despite pressure from some quarters. The Nigerian Senate turned down calls to stop the Bill. The resolution was reached during plenary after lawmakers in the Upper Chamber debated on the matter. While few lawmakers were against continued legislative business on the Bill and wanted it to be stopped, Majority of the Senators at the plenary including the Senate Leader, Distinguished Senator Ahmed Lawan and the Senate President, His Excellency Senator Bukola Saraki all spoke in favour of the Bill. Senator James Manager of PDP Delta state stood against the Bill even as Senator John Enoh also of PDP strictly opposed him by pointing to the numerous benefits that awaits Nigerian youths after the passage of the Bill, he therefore supported the Bill and wants it passed immediately. "The Bill should be passed, it will serve as a means of employment for Nigerian youths," Senator Garba Binta submitted. Meanwhile, the Senate Leader, Senator Ahmed Lawan raised a point of order and stated that the debate stages have passed hence, stopping the Bill is no longer an option. He however noted that the Bill could be delayed while the Senate is briefed properly by its Committee on Judiciary before the adoption of the Conference Committee Report. On his part, the Senate President Senator Bukola Saraki said the Senate should implore proper guidelines and consider the status of the Bill in the Green chamber. The matter was referred to Judiciary committee and is expected to report back in two weeks for final consideration before transmitting to The President and Commander-in Chief of the Armed Forces for his assent. Contrary to the erroneous reports by a section of the media that the Bill has suffered a set back during the Third Reading, it is important to note here that the Bill for an Act to establish the Nigerian Peace Corps has already scaled through the 1st, 2nd, public hearing and 3rd reading. It would be recalled that both the Senate and House of Representatives laid the Report of the Conference Committee in January 2017, where the House adopted the Report, whereas the Senate postponed legislative action on the Report for another legislative day. We urge all Officers and men of the Peace Corps of Nigeria and the general public to be abreast with the actual position of what transpired today at the Senate. Directing the Conference Committee Report to the Senate Committee on Judiciary is simply meant to unravel some of the few controversies raised during the deliberation including the current status of the Peace Corps of Nigeria. |
