Where u ever a corper? If u were, u will understand when I tell u that state governmentor / employers are not bound to pay corpers. It's well stated in NYSC statues. We have states that don't pay and hell is not let loose. Before now, amaechi pays but because of serious financial challenges where the income of the state has significantly been reduced, the least on his mind is corpers allowance that is voluntary. Only a foolish governor that is struggling to pay pensioners that will go ahead to spend the limited resources on corpers allowance that isn't a must. Besides, these corpers u are talking about have already been paid by the FG, their primary employer. The least challenge on the govt mind for now is corpers allowance. Deal with it. |

[b]Section 147 and 148 of the constitution explains more about who and what a function of a minister is. Am particularly interested in 148(1) that says President in his discretion MAY assign any Minister of the govt of the federation responsibility for ANY business of the Government of the federation including administration of any dept of govt.
In otherwords, that u are a minister doesnt neccesarily mean that u must head a ministry neither does it mean u must be in a ministry. If he so desires, he can decide that u head a particular department e.g NTA and still call u a minister.
148(2) provides for regular meetings with all Ministers.
It should be noted however that Jonah-daft and his vice president has a lot of Special assistants, senior special assistants, special advisers and senior special advisers that are part of the reason why this govt seems to be very bogus. These lot are a strain in the finances of the country and the laws neccesarily doesnt cater for it.
Having 36 ministers to satisfy the laws of the land (against my desire though) while infusing the duties of these assistants to be part of the duties of the ministers is a perfect way of pruning down the govt massively. above all, i trust Osinbajo will come up with something tha will be constitutionally acceptable
For instance, Jonah-daft has Minister for special duty, special adviser on special duty and the fool went ahead to create an office for the ambassador at large. what for?

The elephant in the room is that appointments to high office are viewed by the populace as a means to getting close to the national cake sharing. Thus...if your son or daughter is not in power....you won't ''benefit'' from the government.
As I said...I do wish that Buhari would cut the number of ministries. However....the painful thing is that thanks to the Federal Character principle...it might be tough. Because the minute he appoints a cabinet of say 15 ministers (when he was in office in the 1980's it was 13...and that was smart....but then again army rule does not operate under the Constitution.)....there will be shouts of marginalization.....and anyone defending the attempts to cut waste would be accused of being a bigot. Dont worry, when we get to that bridge we will cross it. I for one is waiting for these ones. |

seeks to ensure that appointments to public service institutions fairly reflect the linguistic, ethnic, religious, and geographic diversity of the country. (Adamolekun et al,1991).
And yes....it applies to Ministerial appointments too.
The Law is enforced by the Federal Character Commission whose role is to enforce the above.
