Excellent questions...especially the 44 ministries one.

The elephant in the room is that appointments to high office are viewed by the populace as a means to getting close to the national cake sharing. Thus...if your son or daughter is not in power....you won't ''benefit'' from the government.

As I said...I do wish that Buhari would cut the number of ministries. However....the painful thing is that thanks to the Federal Character principle...it might be tough. Because the minute he appoints a cabinet of say 15 ministers (when he was in office in the 1980's it was 13...and that was smart....but then again army rule does not operate under the Constitution.)....there will be shouts of marginalization.....and anyone defending the attempts to cut waste would be accused of being a bigot.

The law he has in mind is the Federal Character law....which basically...

seeks to ensure that appointments to public service institutions fairly reflect the linguistic, ethnic, religious, and geographic diversity of the country. (Adamolekun et al,1991).

And yes....it applies to Ministerial appointments too.

The Law is enforced by the Federal Character Commission whose role is to enforce the above.
