Well if they don't, then they should not be allowed to access bailout funds. This is the best way to cut excesses and prevent theft of public funds. These conditions are actually put in place in the best interest of the state and its citizens

What have your parents said about this issue? I suggest you get a good lawyer and seek a divorce. Only struggle would be getting him to sign the divorce papers and commit to giving your child financial support as he hasn't been doing so since she was born. The distance between you two is not helping issues either and it's really unfortunate that your husband is highly irresponsible. Marriage is not a must, if it's not working...Life must go on! Wow you are very smart! Now I see why they waived your tuition. Remember at the visa interview you would still have to prove to them that going to the US , you will not become a liability. Its very important that you not only enter the US well but that you make arrangements to avoid being stranded. If you have a relation or friend in the US or someone that knows someone u can stay with for a few days, I would advice that you take that alternative while you prepare to resume for school. Hotel fees may be too much for you to handle and I wouldn't recommend that. Or better still go to the US a few days or a week before you are to resume, contact and ask your international student coordinator for a waiver to get access to your accommodation earlier, explaining your situation to the school may be of benefit to you. Good luck!

23k is a peasant price for qraduates followinq the current economic crisis, what will 23k do monthly, it's most likely to be spent on transportation alone, house rent nko??! Feedinq is a no qo area, if U take 1k to the market, e qo be like say na 200 naira...recharqe card, clothinq e.t.c. People should stop waiting to be employed and work towards being their own boss - with small savings/capital, people can venture into small scale businesses!! The agricultural sector is a good sector to invest in right now. Do you know that the ministry of agriculture gives out free seeds to empower farmers? Do you know that with less than 200k you can start a cat fish or poultry business? Even learning a skill/trade is helpful these days. There are so many opportunities out there but people would rather lazy around looking for a 30k per month job than work hard to make ends meet by their own initiative. Nigeria is tough... And it will get tougher...Even some Ph.D. Holders are jobless....It is no longer news that attaining even the best grades or educational qualifications cannot guarantee one a job talkless of a good one.
