They're the ones wailing they want autonomy, they're the ones kicking against any move for autonomy in any form. They hate one Nigeria, but they still want a centralized system. They wailed that Lagos VAT is because of companies having their HQs there. Govt proposed VAT to be paid at the point of sales, they wailed and kicked against it. Wailing at this point is their default mode.
