A project conceived in the 70's. Even after several billions were spent to complete it in 2010 it was still left to rot away. The labour of many of our heroes past was really for self enrichment, the masses hardly considered. Further search may even unveil projects abandaned by Lord Lugard. Any need initiating new projects?

HYDROELECTRIC SUPPLY

In June 2009 the Katsina State government announced plans to set up a hydropower station at the unused dam to boost power supplies to the area and support mineral processing at the site.[10] Engineer Musa Nashuni said the first step would be to investigate producing insulators for the electrification works, and after that the government would look into establishing plant to generate power for irrigation, water generation and local industries.


WATER SUPPLY PROJECT
The water supply project was intended to deliver 65,000 cubic metres of potable water to Katsina metropolis daily. In January 2003, the water treatment plant 2.5 km from the reservoir was half completed but had been abandoned. Booster stations and water tanks were in various stages of completion along the route to the city. The only pipe that had been laid of 111 kilometers required was the 2.1 kilometer stretch from the reservoir to the treatment plant.[4] The water supply project needed N13 billion to be completed. President Olusegun Obasanjo approved the funding, and the next month paid a visit to the dam.[12]

In August 2003 governor Umaru Musa Yar'Adua said the state government had allocated N317 million in funding for a 16-kilometer supply of water from Zobe Dam to Dutsing town, due to be completed in September that year. He also warned of increased water tariffs in the state, since current rates were not enough to cover costs.[13] In December 2004, Katsina Central Senator Umaru Tsauri said that the federal government had allocated N1 billion for completion of the project.[14]

In November 2009 the state Commissioner for Water Resources said the Zobe Water work was almost 80% complete. He said the project when completed would supply about 80 million litres of treated water per day.[15] In December 2009 the Minister of Information and Communications, Dora Akunyili, discussed revised estimates for the Zobe Water Supply project. She said council had approved the revised consultancy fee from N123 million to N299 million.[16] In March 2010 the Katsina State Commissioner for Water Resources, Alhaji Nasiru Danmusa, said Zobe Dam and others would soon be completed in due course.[3] That month the Federal government set up a Projects Assessment Committee to probe incomplete projects where the contractors had received large payments but the work was incomplete, including the Zobe dam project - Wikipedia

The Zobe Dam is in Dutsin-Ma local government area of Katsina State in the north of Nigeria. It is an earth-fill structure with a height of 19 m and a total length of 2,750 m.[1] The dam has a storage capacity of 179 Mca and irrigation potential of 8,000 hectares.[2] Although the dam was completed in 1983, as of 2010 it was still not being used for water supply to Katsina city, for local irrigation or for power generation.

Zobe Dam was conceived in the late 1970s during the administration of General Olusegun Obasanjo and was planned to supply 50% of drinking water for Katsina state while also supporting irrigation farming in the Dutsinma area. The dam was a Federal Urban Water Project built by the Shehu Shagari administration and completed in 1983.[4] The water supply project was planned to be completed in 1995, but the US $122,000,000 project was abandoned due to non-funding.[4] A 2004 safety review reported that although the dam appeared stable, it had experienced seepage problems in the past, should be monitored closely, and should be modified to intercept the foundation seepage

AGRICULTURAL USE
In September 1999 heavy rains caused the Zobe Dam to overflow, resulting in heavy crop losses.[6] The flood washed away millet, groundnuts, guinea corn and beans. The farmers, who were inadequately compensated when the dam site was acquired, were destitute with the rainy season nearing its end and their corps destroyed.

In 2003 the water of the dam was stagnant and muddy, and evaporation and leakages were gradually emptying the dam. The authorities in charge of the dam had been forced to sink relief wells to ventilate the reservoir. The Sokoto-Rima River Basin Development Authority had not yet cleared the land or released water for irrigation farming. The villagers could no longer use the water to water their crops, and the new lake was almost empty of fish.[4] In August 2003 a past director of Katsina State Water Board said lack of focus and direction were the main obstacles to completion of Zobe Dam. He said that Zobe, one of the largest bodies of water in Nigeria, commissioned since 1982 and with huge irrigation potential, was lying wasted.[8] In December 2005 farmers were demanding release of water from the dam.

The federal government has released the sum of N12 billion for the implementation of Zobe Dam in Katsina State as part of its efforts to boost water supply across the country.

The water project, which is being handled by the Federal Ministry of Water Resources, was awarded in 2016 by the administration of President Muhammadu Buhari and is expected to be completed in April 2019.

Governor Aminu Bello Masari, who gave the figure when he paid homage to the District Head of Kurfi, Ahmadu Kurfi at his palace in Kurfi, Thursday said six local governments and neighbouring communities residing along the pipelines would benefit from the scheme if completed.

The governor, who was at the palace of the monarch to seek royal blessing ahead of his re-relection campaigns, however assured him of the All Progressives Congress (APC) determination to cater for the welfare of the electorate in all ramification.

Meanwhile, at the venue of the campaign rally in Kurfi and Dutsinma local governments, the governor called on eligible voters to vote for President Muhammadu Buhari and other APC candidates.

No online sales for train tickets, NRC warns

Nigerian Railway Corporation (NRC) has warned Nigerians against buying train tickets online as the corporation is yet to commence online sales of tickets.

Some social media accounts had commenced advertising of the sales of train tickets in Nigeria but the NRC has said existing online ticket sales outlet are fraudulent and not issued by the government rail transport agency.

“The general public especially our esteem passengers on Abuja – Kaduna Train Service (AKTS) are please advised not to patronise any of such calls as they did not emanate from NRC,” manager of Abuja – Kaduna train service Paschal Nnorli said in a statement.

He asked passengers to disregard “an online message requesting prospective passengers on Abuja – Kaduna train route to buy or reserve tickets online by visiting a certain website.”


He stated that “For clarity sake, NRC train tickets, for now, are obtainable in hard copy only from designated railway stations.”

Nnorli noted that “Prospective passengers are therefore advised to buy their tickets only from NRC designated ticket offices and not through any other means.”

The train service manager did not state when passengers would have access to buy the tickets online.

One Soyinka's very discouraging and very difficult novel like that. 2 pages read and still couldn't determine the language book was written. That put paid to my interest in literature a subject loved very much.

Proceedings at the CCT has been put on hold by the FHC Abuja.Come Jan 22 the CJN will still not show up at the CCT.If anyone wants to contest jurisdiction then it will have to get to the supreme court to confirm between the CCT and FHC which is higher.

Upgrade please. I am not a lawyer, but having the opportunity to listen to some of the best in the profession, there arose one unanimity amongst them. That issue is members of the bench are categorized either as either judicial officers or public officers as the case may be. Offences committed as a judicial officer goes to the NJC, while those committed as a public officer goes to the courts. Ngwuta committed an offence in the course of dispensing justice i.e he comnitted an offence as a judicial officer. This falls under the NJC. The CJN offence wasn't committed in the course of dispensing justice but while performing a function as a public officer.

Information reaching the PoliticsNGR newsdesk this evening reveals that operatives of the Economic and Financial Crimes Commission (INEC) have raided the residence of embattled Chief Justice of Nigeria (CJN), Justice Walter Onnoghen.

PoliticsNGR learned that the EFCC raid comes amidst allegations of false assets and non-assets declaration levelled against Justice Onnoghen in a petition written to the Code of Conduct Tribunal (CCT) by the Code of Conduct Bureau (CCB).

The CCB had acted on an earlier petition written to it and the EFCC by Mr Dennis Aghanya, the Executive Secretary of the Anti-Corruption and Research-Based Data Initiative (ARDI).

Aghanya is a former media aide of President Muhammadu Buhari.

The Human and Environmental Development Agency (HEDA) as part of ongoing investigation into the controversial $1.1bn OPL 245 deal popularly known as Malabu scandal, has written the Netherlands Minister of Justice, expressing concerns over the moves to settle the matter out of court with Shell.

In a letter to HE Ferdinand Grapperhaus signed by Olanrewaju Suraj, Chairman, HEDA Resource Centre, Nicholas Hildyard (The Corner House) Luca Manes (Re:Common) and Simon Taylor of Global Witness, the organizations informed the Minister about the ongoing trial being faced by Royal Dutch Shell Plc (“RDS”) in relation to the OPL 245 deal.


The prosecution, they said, was the outcome of an investigation by the Milan Prosecutor’s Office, which was initiated as a result of a complaint submitted by three of their organisations.

According to the letter, HEDA and its partners said it was not opposed to out-of-court settlements in cases where the defendant is ineligible for a custodial sentence.

The letter added, “However, any settlement that does not produce a remedy proportionate to the alleged crime could not be seen as just. In this case, RDS and Eni are accused of paying over a billion dollars into a vast bribery scheme to pay off Nigerian officials in exchange for extremely favourable access to one of Nigeria’s most promising oil blocks. The cost to Nigerians of this “smash and-grab raid” on the Nigerian Government (to use the phrase of the UK Crown Prosecution Service) is vast”.

The groups insisted that Shell had not done anything to warrant such out-of-court settlement, adding that a settlement with Shell would “establish an undesirable precedent by signalling that the Dutch justice system is prepared to tolerate corporate recidivism”.

They added that any settlement without a full and clear statement of facts and admission of guilt would be contrary to the interests of open justice.

“An admission of criminality by RDS and Shell Petroleum in this case would be an admission to participation in one of the most egregious bribery schemes in history, a scheme that defrauded Nigeria of billions of dollars,” the letter read.

They however gave conditions for any amicable settlement to take place including admission of guilt and that executives of Shell must be prosecuted.

The letter read further: “It is axiomatic that crime should not pay. Any settlement with RDS and Shell Petroleum must therefore remove any advantage gained by Shell through offenses for which the Prosecutors have sufficient evidence to prosecute.

“What advantage did Shell and Eni gain? Most obviously, they obtained an investment oil and gas field that Shell, in its internal documents at the time of the deal, valued at $3.2 billion (excluding the value of the gas) at an oil price of $80 a barrel, a valuation that would need to be independently assessed.

“But the companies also obtained fiscal terms governing the block that were hugely beneficial. A study which we recently commissioned from oil experts at Resources for Development found that pursuant to these fiscal terms agreed over 2011/2012, the block would only generate $9.8 in government revenue over the lifespan of the project. In comparison, according to the report by Resources for Development, previous fiscal terms agreed in 2003 and 2005 would generate $14.3 billion and $15.6 billion respectively.”
