First of all, the reason why there is this corruption is the very fact that a situation where a governor will do nothing but at the end of the month send his commissioner of finance to Abuja to collect money for the month is why there is rampant corruption, as far as there is money comming in every month after doing nothing, the governors don't care about you or the failing infrastructure, whereas if he had the obligation to pay a certain amount of money to the feds every given time (if he doesn't, it amounts to bad publicity, protest and outright public anger) so he will be OBLIGED to invest in the region or state, to be able to raise money to meet the financial obligations. Do you think that there is no corruption in the US, Russia or China or even Brazil?
