The National Bureau of Statistics on Wednesday released the much-awaited Gross Domestic Product figures for the second quarter of 2016 with the GDP growth rate sliding further from -0.36 per cent in the first quarter to -2.06 per cent year-on-year. The negative growth rate recorded in the second quarter of this year is a confirmation of the predictions by the Federal Government and economists that the country was heading into recession. A recession is defined as a significant decline in activities across the economy, lasting longer than a few months. It is visible in industrial production, employment, real income and wholesale retail trade. The technical indicator of a recession is two consecutive quarters of negative economic growth as measured by a country’s GDP. In the GDP report released by the NBS, the bureau said, “In the second quarter of 2016, the nation’s Gross Domestic Product declined by -2.06 per cent (year-on- year) in real terms. “This was lower by 1.70 per cent points from the growth rate of –0.36 per cent recorded in the preceding quarter, and also lower by 4.41 per cent points from the growth rate of 2.35 per cent recorded in the corresponding quarter of 2015. The Parish Priest of Church of Assumption, Asokoro, Abuja, Rev. Fr. Anthony Ochigbo, charged with the rape of a 10-year-old parishioner, has been freed of the charge. A Gudu Upper Area Court, Abuja, which discharged him on Tuesday also struck out the First Information Report for lack of jurisdiction. The Upper Area Court judge, Alhaji Umar Kagarko, held that Ochigbo was arraigned under Section 282 of the Penal Code and not under the Child Rights Act. Kagarko said that the court had jurisdiction to try the defendant under the Penal Code and not under the Act as submitted by the prosecutor, James Idachaba. He, however, added that the court had to also allow the rule of law to take its course as matters of jurisdiction was paramount in cases. “I, therefore, terminated the FIR and discharge the defendant,” he said. Idachaba had applied to withdraw the FIR, contending that it was not properly filed. He said that only the High Courts had jurisdiction to try cases bordering on the Child Rights Act which protects the rights of a child. The prosecutor said that the Act provides appropriate penalty for rape compared to the penalty provided by the Penal Code. He further said he wanted the trial of the defendant to be filed and commence in an FCT High Court which had the jurisdiction to try cases under the Act. The defence counsel, Godwin Chukwukere, said that the prosecutor was trying to hide under the shade of a minor, saying that there was no charge in a High Court on the case. He added that the business of the day was the ruling on the bail application of his client and not to hear the prosecutor. The Economic and Financial Crimes Commission says it has yet to invite the Speaker of the House of Representatives, Yakubu Dogara, and other principal officers of the House accused of padding the 2016 budget because the agency is still carrying out preliminary investigations. But the commission said those who participated in the budget padding saga would not go without being punished. The EFCC Deputy Director, Operations, Lagos Office, Iliyasu Kwarbai, said this on Monday while addressing a coalition of over 30 civil society organisations that took to the streets of Lagos to protest against the budget padding saga in the lower chambers of the National Assembly. Kwarbai explained that although the commission had received a series of petitions, the EFCC had to carry out preliminary investigations before inviting accused persons. He said, “We are already in receipt of petitions from some other members of the public and the investigation is being done in Abuja. When petitions are received, we look at them, make some analyses, and commence investigation. “We do what we call preliminary investigation without inviting the accused persons. We carry out some investigations and gather some facts to ascertain the truthfulness of that petition. When we find them culpable, then, we go into inviting the accused persons. “What we are doing is to look at the case since we have already received some of the petitions; our men are already on the ground, carrying out very thorough investigations. So don’t be in doubt; the EFCC cannot be cowed. Anybody involved in corruption, no matter how highly placed, we don’t cover any person at all. “Once we receive your petition, once it is being investigated, once you are indicted, definitely, we go into inviting you. Definitely, whoever is involved in the issue of budget padding will never go free.” Earlier the rights groups had asked the anti-graft agency to ensure that Dogara and nine other principal officers of the House be investigated. The groups, which brandished placards such as ‘EFCC probe NASS illegal allowances’; ‘No immunity for economic criminality, probe budget padding’; and ‘Save Nigeria from legislative thieves’, said the 10 principal officers of the House of Representatives fingered in the budget padding ought not to be walking freely. The Executive Director, Conscience Nigeria, Tosin Adeyanju, who spoke on behalf of the groups before delivering their petition to the EFCC officials in Lagos, said, “He (Dogara) has no immunity. If governors’ accounts are being frozen, I don’t know why Speaker Dogara’s account should be left free. “I don’t know why Jibrin, Femi Gbajabiamila, Leo Ogor and Doguwa should be walking freely.” The former Chairman, Committee on Appropriation of the House of Representatives, Abdulmumin Jibrin, had, earlier on July 21, accused Dogara; Deputy Speaker, Yussuff Lasun; Chief Whip, Alhassan Ado-Doguwa; and the Minority Leader, Mr. Leo Ogor, of padding the budget by over N40bn. Jibrin, whom the principal officers said was sacked for “abusing” the 2016 budget, had recently alleged that other principal officers of the House, including himself, had illegally collected about N10bn between 2003 and 2015.
