David mark is talking like a saint, we all do his dealings in the military coup that happened in this country with abacha and danjuma. He was a military administrator in katsina state, and he looted out all the funds in the state treasury before heading over. Go to his own state, he has not created any impact on his people or his environment and he sits there and say someone is careless. I don't know why corrupt person like Tinubu should even be allowed to mount the podium to address Nigerians about corruption, and all of us sit here to OK his speech. If someone can be reasonable here to check thiefnubus' profile, you would see that corruption runs in this mans' blood. Now he has empowered his whole family and sponsored them into power,and he still has the face to look into peoples' face and deceive them. This man in question was a senator of this country, his wife is also a senator now, his daughter is also in the house of representative for Ekiti state, and the list of his family members he empowered still goes on to the local government level. The UN should actually conduct their researches well, Nigeria is more populated than so many African countries and the birth rate increases everyday. The federal government does its best to create employment in the country of which so many of us are beneficiaries of, but the fact still remains that you can't satisfy everybody at the same time due to our population. They should also look into other economic growths, rather than just capitalize on one. For me, I believe the GEJ administration is heading for the promised land.

In Finance,
For the first time, our recurrent expenditure profile was cut down by 12% thereby increasing funds available for capital projects. Tight fiscal policies and due verification before release of funds for budget implementation. The creation and inauguration of the Soverign Wealth Fund for a three phased development.
 Bio metric evaluation of MDA'S  which has exposed massive corruption in police pensions and subsequent prosecution of the suspects by EFCC.  The  restoration of transperancy and due verification for subsidy claims to oil marketers by NOI.  Introduction of the new integrated online payment system which helps the minister monitor transfer of public funds across MDA's.

Our foreign reserves have risen again to a tremendous high of 41 billion dollars. 

In Energy, a lot of reforms. The president is keen on transparency and thus has set up probes into the sector viz KPMG AUDIT and AIG IMOUKHEDE. The president sought to close the window of corruption by removing subsidy but the cabal misled Labour into a protest. That notwithstanding, the reforms are still ongoing and the full deregulation of the downstream sector being vigorously pursued. 

In one year, the  FG had concluded the PIB which remains a landmark legislation that will revolutionarize the petroleum  industry and increase the stake of oil host communities in the management of their oil.
Refineries are undergoing repairs and an American company, VULCAN is to build six more new refineries.

For the first time in this country, a govt has engaged the oil cabal in an anti graft war. We have seen EFCC take subsidy suspects to court. No one is spared. Even the sons of PDP leaders are undergoing prosecution in court for subsidy loot

In roads, Zaria-Funtua-Gusau roads, Oshodi-Apapa with expansion and drainage works,  dedicated bridge frm liverpool roundabout to Tin can ports, trailer park, re award for reconstruction of ENUGU-Onitsha, completion of OWERRI -Onitsha,    9th mile, ongoing reconstruction of Benin-Ore-Sagamu highway measuring over 26km, Kano-Maidugri Dualisation. Keffi -Akwanga-Lafia,  Auchi-Okene being handled by Setraco. Loko-Eweta-Karishi bridge, Kolo-Nembe -Brass  to mention but a few.

Just last week, govt announced the re award of abandoned Abuja-Lokoja highway and the East-West road under SURE P.

In Transport, massive reforms at the ports. Sanitisation and reduction of operating agencies to 7. Introduction of 24 hrs ports operation. Ongoing Construction of light gauge train railways. rehabilitation of Minna-Kaduna line. Award for reconstruction of Lagos-Kano railine to Chinese giants CCCEC. Abuja intercity railway's too.

In  Aviation, massive reconstruction of major airports in the land, Enugu airport is undergoing total rehabilitation. The domestic wing of Abuja airport is also being reconstructed with expansion of roads and car parks. Same fr the international wing and the kano airports. 11 terminals are also being remodelled and rehabilitated.

Just this week, the govt secured a loan facility for the construction of new airport terminals for four major cities viz, Abuja, Kano, Enugu, Port harcourt.

In Education, establishment of 9 new federal universities in less than 1 year. Constructed 2 new campuses of the Nigerian law schools in Yenagoa and Yola respectively. Launched the Almajiri schools for education of itenerant Islamic pupils in the north wFhich Buhari and other northern leaders abandoned. Increased funding to almost 400 billion to education thereby setting an all time highest record. Reinvigorated the inspectorate oversight of schools leading to the revocation of some licenses from universities. Executed the landmark upgrade of university lecturers retirement age from 65 to 70. 

 In agriculture, for the first time in our history, we have a clearly defined agricultural policy which is targeted towards maximum utilisation of cassava for growth thru the launch of the cassava bread campaign. The policy is intended to reduce our reliance on imported wheat so as to encourage local production of cassava and it's conversion to flour for bakery. The FG has in less than one year eliminated the middlemen cartel that fed fat on fertiliser distribution at the expense of local farmers. Now through deregulation reforms, fertiliser is now accessible in the open market. he has also embarked on massive construction of silos and has increased import duties on the importation of rice in order to encourage local farmers. The efforts of the minister has been so appreciable that the world bank assisted with over 50 billion Naira for fertiliser redistribution scheme/ silos. The CBN has also set up a 500 billion loan scheme which is to assist farmers.

In power, the NIPP has been revived with the subsequent refurbishment of Afam, Alaoji, Calabar, GEREGU, Omotosho, Ihvbour, Egbema, power plants. This has led to the all time generation record of 4,477megawatts.

To address the problem of distribution,  the 18 successor companies have been slated for privatization.  The media is already awash with news of the proposed privatization. The reforms include the review of tariffs in order to ensure a cost reflective tariff that will encourage private sector participation in the building of gas plants. Already, this has started yielding dividends as SPDC has commenced processes towards building a gas plant in IMO state.

The best Petroluem minister ever, Diezani Allison Madueke, has responded to the  emergency need for gas supply to the power stations by completing several gas projects and pipelines to evacuate gas to the NIPP's. 

She has successfully  completed the 27kmX24inch permanent gas supply pipeline from Itoki to Olorunshogo via Ewekoro, all in Ogun State; the 56kmX24inch Escravos-Warri gas pipeline - doubling the pipeline capacity and enhancing gas evacuation from Escravos, as well as the 130kmX36inch Oben to Geregu pipeline.

The grand effect is the significant improvement of power nationwide.

There is no gain saying the fact that Jonathan administration is really working hard to fulfill his electoral promises. I told somebody yesterday that if all that is going on in every sector is completed by 2014, then Jonathan will have no rival in the 2015 elections. What the govt needs at this moment is maximum concentration and consistency of policy. Take time to go through all the sectors and you will see thorough transformation. The power sector takes the lead with general turn around of power plants and gas plants.
After privatisation we will see a whole new sector. Do I need to mention the renovation of airports to international standards? There is also the railway projects given to a Chinese firm to handle.
Forgotten roads like Benin-Ore, Enugu-Onitsha, Abuja-lokoja have been remebered for construction.
The PIB, Oronsanye restructuring, SWF by madam Okonjo, clearing of sea ports and commissioning of new ones. The projects are just too many. I wish them luck

Dumbness has no boundaries. This your bad grammar will not allow you read and understand the difference between Asset declaration and open declaration of assets. It is a pity. FYI, the president declared his assets officially before inauguration. What he has decided not to do is the illegal idea of declaring it publicly. dedeike: Governance is not an oral exercise. It is easy to criticise from the comfort of your bedroom. But when it comes to performance, it's a different ball game.
When as president, you are confronted with several memos and proposals begging for attention and funding you will then know why roads are reawarded due to funding.

At the moment, govt is battling to meet up with its subsidy payments, security funding, diplomatic expenses for its missions abroad etc.
In the midst of these, they have an increased minimum wage bills to offset. So many new projects including the refurbishment of the international airports. Rehabilitation of railways, refurbishment of power plants, port reforms and commissioning,

While you are contending with these projects, your attention is drawn to the stoppage of work on roads awarded before your tenure. Meanwhile, you had clearly set out to do some other roads earmarked in the budget by your minister of works. For example, this govt gave priority attention to the much neglected Benin-Ore-Sagamu road and awarded it to Reynolds construction and co. They also awarded the Apapa-Oshodi to Julius Berger with a mandate for expansions and drainages.

But work on East-West, Abuja-Lokoja awarded by Obj are stalled due to paucity of funds. The FG had to review the basis and terms of the award and has resolved to re award same under the SURE P. is that not responsive leadership? Why is it so difficult for some people to understand this?

There were challenges facing the completion of those roads awarded under OBJ. The East West road was abandoned at the peak of the Militancy in Niger Delta. The companies also complained about the terrain and demanded for an upward review.
Same thing happened with the Abuja Lokoja route. Work was suspended for insufficiency of financing. I think it's a problem of continuity in government generally. When a government exits, the successor has problems in reconciling pre existing terms of the contract with the contractor.it is commendable that the incumbent FG is reviving these projects via SURE P.

Demdem: New presidential attack dog, Dr. Doyin Okupe, road construction contracts from the governments of Benue and Imo States and got substantial payments, his lawyers have admitted.

On his behalf, the Lagos law firm of Yemi Gbonegun and Co said today that the rural road construction contracts were awarded in 2004 and 2005 to companies in which Dr. Okupe has substantial interests and served as Chairman, but denied they were awarded to him personally.

And beyond the mobilization payments, those companies received other payments over a period exceeding two years continuously for work done, the statement said.

“We also confirm that contrary to reports in the media, on no account did any of the companies bolt away with any money and if they had, the state governments would have legally had recourse to the Bank Guarantees issued, held the banks accountable and recovered their monies,” the statement said.

It said disputes about certificates of payments arose in both transactions, claiming that this is normal between a contractor and its employers, and that the issues were at different times thoroughly investigated by the EFCC, but that no fraud or any criminality was ever found against any of the Companies.

“In the case of Imo State Government a settlement agreement out of court was reached while in Benue State both parties agreed to go in for arbitration in accordance with the provisions of the signed contract document,” it further said.

Today’s statement by Yemi Gbonegun and Co. raised more questions than it answered. It did not explain why, as previously reported by SaharaReporters, Dr. Okupe was personally detained by the EFCC for an entire month in 2006.

In 2005, during the tenure of Governor Achike Udenwa, Okupe went to Imo state with a business partner, the Israeli businessman Ilan Salman. Okupe got a contract to import Romix Soilfix, a soil stabilizing substance, from South Africa for the construction of four kilometres of road in each of the 27 local government areas at the rate of N14 million per km.

That amounted to N1.512 billion. Okupe was paid mobilization fee of N400 million twice (totaling N800m). He was then paid another N350 million for the little work done, with just about 8km out of the 108km Romix promised to construct.

This means that Okupe was paid over N1.2billion, with very little to show for it. He carried out his lack of work in the State in collaboration with the former Speaker of the Imo State Assembly, Chief Godfrey Dikeocha.

As investigations into the daylight hoax heated up, Okupe’s engineers were arrested in Owerri alongside the LGA chairmen and moved to Ikoyi, Lagos.

In addition, Okupe’s head office, which was at that time on Isale Eko Street in Dolphin Estate, was sealed up and Chief Okupe locked up for one month by the EFCC, but he was never tried.

The situation in Benue State was similar. Through Messrs Value Trust Investments Ltd., Okupe secured a contract valued at N2.303 billion, again for the construction of rural roads across the state. By July 17, 2006, he had been paid N886.8m.

The man who would later be invited by President Goodluck Jonathan to serve as his leading voice on Public Affairs then disappeared. That case, as was the situation in Imo State, was brought to the EFCC.

With today’s statement by his lawyers, Okupe confirms the two contracts that have come to light but not their details, including why the contracts were never completed, or what was done with the vast sums he collected using his top-level access in the People’s Democratic Party.
