But paypal is quite funny, with all this I've noticed that paypal can hold your funds indefinitely without informing you of the reason. I believe this Nigerian paypal is still fair because they can't hold funds from our bank account.

Have you used another device to try signing on to checkout on ebay? Have you tried tried making this payment with your mobile phone? Paypal doesn't allow more than one account except one is business (last I checked). If you are changing countries, they tell you to close the old one, and set up a new one in the country you may have moved to. So yeah, you can close your old one and go through the process of opening new one again but note that your old transactions would be gone and your new account treated as a fresh one. Personally, I am of the opinion we should get to the bottom of this. How much is the item you are paying for? I thought about the possibility of your bank declining the transaction, but I think paypal would have informed you over the phone call.

I believe it's solved now. After the session with the supervisor yesterday, I waited till this morning before I tried the transaction again but this time I used a different OS because I boot multiple operating systems on my PC and the payment went through, which means it's probably due to the restriction removed by the supervisor as advised by mavinc4u or also due to the change in OS.
Whichever it is, I learnt a lot from this experience and I'm really grateful to you all for your suggestions, inputs and advices.

and Yes, they stuck to that phrase a lot, and the supervisor I spoke with actually acknowledged that there was a problem indirectly and when I kept querying him as to what caused the blockage because they could see the payment I wanted to make and also the action of their system blocking it, He merely said it's company policy not to disclose what caused it, maybe so that people won't device means of bypassing it.

They are always like that especially the ones for Nigeria. Is not security restriction but their security settings that helps in raising a red flag when something unusual happens. you will have to call the number that ends with 2050 and explain to them that you are experiencing some issues in making payment and the issues is coming from them. if the customer support says he/she does not have access to the settings, ask him/her to transfer you to their supervisor then explain to the supervisor that such had happened to you or your friend before but it got resolved after some security adjustment by one of their support at their end. They might want to transfer you to Nigeria support, simply tell them to handle it because you saw the Nigeria support number before dialling theirs.

i have had the experience too and the first two times i had the experience it was handled by the Nigeria support then the third time, they said i have exhausted my limit of security adjustment so i called the 2050 and they did it for me. At times, clearing the cache, changing browser or network connectivity does the magic while at times nothing fit move it unless security adjustment or paying with another paypal account. You can do flush dns from your command prompt and retry to see if it works.

Thanks for the response, I called the US line, listened to the lady tell me all I heard yesterday all over till the point I got annoyed and requested she transfer me, she initially declined and told me I'll still be told same but I insisted and she transfered me, the supervisor told me he'd check if I'm eligible for any security change bla bla, he checked and said I am but he won't guarantee that it would change the situation. He said he has effected it anyway and I should try it which I'm yet to, I'll do that later and report back.

What if I just open another account and add my cards again? anything to watch out for?

I called PayPal for the second time and they've said they don't have any security restriction on my account that maybe it's a problem with the seller's account. How true can this be?
meanwhile, I requested for PayPal invoice from the seller but he refused, saying he can't go outside ebay.

Kindly take a look at the pics and follow by logging on to your paypal account (first pic). If this does not help, send me a mail, lets troubleshoot. Alternatively, you can have someone use their Pay-pal account to pay for your items but change shipping address to whatever location you desire.

The Paypal customer service number that services Nigeria is actually in South Africa if I remember correctly so there is some 1-2 hour difference I think, as I have encountered similar issue. And that number or phone number peculiar to service your account is under "contact us, by phone" when you login, they also give you a one time pass-code to input when calling that phone number. If you can't login, I have used this number (US line) when I encountered challenges :- +14029357733. Clause is, the number accepts calls during US working hours. Try this one :- 1-402-517-4519 instead. If your cookies and browsing history has been cleared, has your account been verified over the $250(Naija accounts) limit?

As for toll-free calls and customer service, I sent a mail telling them I am free to answer calls 24hrs daily including weekends so they call me when I encounter road blocks and they have once connected me directly to my bank's customer care service on their bill, till I sorted out the issue. Immediately afterwards, they called back to say they can see it has been successful and asked if there was anything else they could do for me. Amazingly, the call was from US at about 4am(US time) when they were sorting my challenges.

The Nigerian Paypal number means they handle customer complaints mainly from Nigeria owned Paypal accounts abi you no want make them sleep.

I just tried $50 payment on Ebay now, and I got same screen shot as you, then I cleared my browsing history and boom the damn thing went through. Paypal problems, they need to upgrade but I'm used to their computer glitch

since they've dedicated a line for a country with a different timezone, then the agents with that line should also "live" in same timezone as those they've been assigned to. I strongly believe that's how it should be.

mine may not have to do with history because I use private tabs when trying to checkout but nevertheless I'll try a different browser this time around.

I earlier called the PayPal number that ends with 2050, the prompt said call back 5am-10pm. so I presume say na Yankee number & respondent. But as I see the number wey you tag "for Nigerian PayPal", I call that one too, same response. Shouldn't the Nigerian one be working with our own timezone?

is paypal issues. their security settings is preventing you from making payment because their security measures noticed an unusual move on your account. call them and ask them to reset the settings for you that you have to make payment or if you have another paypal account then use it, it will go.

it all started after I changed my network provider, paypal had me verify and change my password but since then I get error 601 on mobile and the screenshot on PC.

All accounts related to him and those vouching for him should be duly checked and necessary actions taken.
If he's genuine, he'll seek a redress and prove his genuineness otherwise he'll find a way to come back with other tactics.

On a monthly basis? For around 10K naira per month? I would like to see Nigeria's ISPs eventually re-think how they do things. In other countries like South Korea, Japan, etc. etc. they have access to gigabit Fibre Internet (unlimited) for a relatively affordable rate.
