The only way a SEner can emerge is by specifically zoning to the SE, otherwise the SE will be wasting their votes. In 1999 Ekwueme also received the fewer number of votes than OBJ party because the east had fewer delegates constitutionally.

Igbos are now much wiser. If the other southern zones are not willing to support the emergence of a SE president, the SE will support the NE claim.
