Former Governor of Osun State, Prince Olagunsoye Oyinlola, has asked an Abuja Federal High Court to compel the Attorney General of the Federation, Mohammed Adoke, to institute criminal proceedings against MTN Nigeria Communications Limited and its directors over their alleged attempt to suppress evidence. The suit was filed under the provisions of Order 34 Rules 1 (1) and 3 of the FHC (Civil Procedure) Rules 2009, and section 174 (1) (2) (3) of the 1999 Constitution. The AGF and MTN Nigeria Communications Limited were listed as the 1st and 2nd respondents in the matter. In the suit he filed through his counsel, Adebisi Raimi, Oyinlola is asking the court for an order of mandamus compelling the AGF to prosecute the MTN and its directors by instituting and undertaking criminal proceedings against them for attempting to suppress evidence needed by an investigative panel of the National Judicial Council. In his submissions, Raimi informed the court that his client (Oyinlola) had on March 15, 2012, forwarded a petition to the Minister of Police Affairs and the Inspector-General of Police, complaining about the alleged suppression of evidence, which had an adverse effect on the interests of the former governor. Raimi further informed the court that the IGP set up a Special Task Force to investigate the petition and on February 8, 2013, a police report in respect of the matter recommended the prosecution of MTN for attempting to suppress evidence. He added that the case file as well as the said police report, had been transferred by the Force Headquarters to the AGF for necessary legal actions. However, according to him, the AGF has, since then, failed or neglected to institute criminal proceedings against MTN and its directors. MySource |
Agric minister said that part of the fund was being used to acquire some 18 large scale high quality Cassava Flour Processing Plants from China to produce high quality cassava flour to scale up the demand for inclusion into wheat flour by master bakers and confectioneries Federal Government on Sunday said it plans to spend about N10 billion to strengthen various organs that would help scale up the supply of cassava flour in the country. The Minister of Agriculture, Akinwumi Adesina, said in Addis Ababa, Ethiopia, that the scaling up of cassava supply would ensure a gradual replacement of wheat flour in bread by 50 per cent within the next three to five years. The Minister said the recently introduced cassava bread, which has 20 to 30 per cent inclusion of cassava flour, was now available in shops across the country, adding that the challenge was how to get the product to various levels that needed interventions. He said plans were underway to put the chain together to enable the government to achieve 50 per cent cassava inclusion in bread within the next three years, adding the Federal Government had provided N9.9 billion under the Cassava Bread Fund to enable the production chain scale up to the target. The 30 per cent cassava inclusion in bread and other confectionery products, he said, had resulted in a decline by five per cent in the importation of wheat, from 4.2 million metric tonnes to 3.7 million metric tonnes. Mr. Adesina said that part of the fund was being used to acquire some 18 large scale high quality Cassava Flour Processing Plants from China to produce high quality cassava flour to scale up the demand for inclusion into wheat flour by master bakers and confectioneries. The Federal Government had also embarked on the training of the Small and Medium Scale Entrepreneurs, SMEs, and had provided facility to the Bank of Industry, BOI, to enable them acquire machinery to produce high quality flour for bakers. The minister said that so far, government had trained 135 SMEs on the use of new flash dryers to increase the quantity of cassava flour production across the country, adding thst 375 master bakers had been trained on the use of chillers, rotary enzymes as part of the process to fully achieve set goal. BOI would also provide the master bakers with modern equipment, with more than 3000 master bakers to be trained to enhance the process of baking the bread. http://premiumtimesng.com/business/150687-nigerian-government-cassava-bread-programme-gulp-n10billion-says-agric-minister.html |
A former President of Ijaw Youth Council (IYC) and leader of the Niger Delta Peoples Volunteer Force (NDPVF), Alhaji Mujahid Dokubo-Asari, who was arrested last week in Republic of Benin, has accused those opposed to the second term ambition of President Goodluck Jonathan of masterminding his arrest. Asari, who apparently betrayed emotion on arrival at the Nnamdi Azikiwe International Airport, Abuja, Friday night, also said he was arrested and interrogated by Benin officials over an allegation from Nigeria that he is a leader of Boko Haram. Speaking to journalists at the airport, he also described as lies the report that Jonathan sent a presidential jet to fly him into Nigeria from Benin. His words: “Crisis is normal, it can also happen here in Nigeria, it can happen anywhere in the world. The people and government of Republic of Benin have no problem with me. But if people alleged that somebody is a leader of Boko Haram, the government of that country will investigate the person. ”The allegation has much to do with 2015 because when you read comments on social media, you find out that people who are against President Goodluck Jonathan said they should vilify me, and make sure I die before 2015. The arrogance of Shekau and his group is unislamic. Which President if not Goodluck, will accept somebody to tell him to become a Muslim or resign? Asari Dokubo But they are not going to succeed. I am not going to die. I will be present in 2015, and I will do what I am going to do to ensure that Jonathan wins in 2015. There is nothing they can do about it. This is their last fight and it is so unfortunate that the way they are going with show how immature they are. “I just arrived from Cotonou. I drove in my car from Cotonou to Lagos airport where I boarded a flight to Abuja. The report is not true. No presidential jet was sent to me. ”I do business in Cotonou, and I have been living in Cotonou since 2008. Politically, people who are in Nigeria are trying to fabricate lies, which are not variable, and send it to Republic of Benin government. So I was taken for interrogation and they found that the allegations were false, and I was promptly released with over 20 of my staff who were also taken in.” The former warlord, however, said his arrest was a blessing in disguise as he had an opportunity of meeting with officials of Benin after his interrogation. “I have met with the top and powerful people in Republic of Benin. Since I went to that country, I have never had any reason to meet with their government officials, but this crisis has made it possible for me to meet with all top government functionaries of the Republic of Benin. The crisis has raised my profile in that country.” Asked whether President Jonathan intervened to secure his release, he said: “It is not just only President Jonathan that intervened, Nigerians generally intervened. The number of people that came into Cotonou the day I was taken in, and the following day, were over one thousand.” - See more at: http://www.vanguardngr.com/2013/11/arrested-boko-haram-leader-asari-dokubo/#sthash.yKyuVswO.dpuf |

KENYA has formally launched a new Chinese-financed railway, which should extend across East Africa to reach South Sudan, DR Congo and Burundi. The first section will link the Kenyan port of Mombasa to the capital, Nairobi, reducing the journey time from 15 hours to about four, the British Broadcasting Corporation (BBC) reported. It is said to be the country’s biggest infrastructure project since independence 50 years ago. The cost of the railway will be $5.2bn (£3.2bn) – mostly funded by China. Some Kenyans have complained that the contract was given to the Chinese state-owned China Road and Bridge Corporation (CRBC) without going to tender. Kenyan President Uhuru Kenyatta and his Chinese counterpart, Xi Jinping, agreed the deal in August in Beijing. It is also hoped that the railway will reduce congestion in Mombasa, one of Africa’s busiest ports. The current railway network dates back to the colonial era. After the Nairobi section is finished, with completion due in 2017, it will be extended through Uganda, with branch lines west to Kisangani in the Democratic Republic of Congo, south through Rwanda to Burundi and north to South Sudan. Passenger trains will travel at a top speed of 120 km/h (75 mph), while freight trains will have a maximum speed of 80 km/h. “What we are doing here today will most definitely transform... not only Kenya but the whole eastern African region,” President Kenyatta told crowds at the ceremony, calling it an “historic milestone”, the AFP news agency reports. “As a result East Africa will become a competitive investment destination,” the agency quoted him as saying. Earlier, he said the railway was one of the flagship projects of his government’s ambitious Vision 2030 initiative to improve much-neglected infrastructure. “The project will define my legacy as president of Kenya and it is my personal desire that the implementation is done to the standard,” he said in a statement on Wednesday after meeting CRBC officials. He also thanked the Chinese government for the “massive infrastructural projects in the country”, which “reduced the cost of doing business and created employment through increased investments”. Kenya would be working closely with Uganda and Rwanda during the first phase, which would boost ties between the neighbours, he added. “Kenya will fully meet its obligations towards the project. I will personally oversee its implementation,” Kenyatta said. http://www.bbc.co.uk/news/world-africa-25134276 |
Lagos State governor, Babatunde Raji Fashola, has said that the two armoured cars bought at the cost of N255 million for the Minister of Aviation, Mrs. Stella Oduah, will purchase 51 patrol vehicles for the Nigerian Police. The governor said this at the 7th annual Town Hall Meeting on Security, themed: ‘Sustaining Local Responding To Rising National Security Challenges,’ held at the Civic Centre, Victoria Island, Lagos. “It is sad to know that the Federal Government that allocate three patrol vehicles for one state police command of 370, 000 police men, is unable to resolve how N255 million was used to purchase 2 saloon vehicles for one officer. It is a very grave irony. “The cost of average vehicle needed to patrol the state is just N5 million. And with such fund, we will have put at least 51 patrol vehicles on the road, patrolling the streets of Lagos.” “In spite of all this, they resist the idea of a state police. The money from the fund was in the last one year used to provide vehicles for the Nigerian Prison Service, National Drug Law Enforcement Agency, NDLEA, Special Anti-Robbery Squad, SARS, National Security and Civil Defense Corps, NSCDC and indeed the airport wing of the Nigerian police, is funded from this money. And it is the same aviation ministry that manage the airport that we had this very odious car scandal of N255 million.” The governor noted that the upshot of central Government’s failure to confront security has continued for the past seven years. “The residents of Lagos have borne the burden of that neglect, and there is no indication that anything will change soon, in spite of endless reform deliberation and proposals.” On the crime rate in the state, Fashola said “Our crime data base now has record content of 92, 488 which helps us to keep track of all those who have been arrested, prosecuted, jailed or have any contact with the criminal justice system.” He added that the state is preparing for a future of crime prevention, saying “it will be technologically driven, scientifically grounded and result assured.” http://pmnewsnigeria.com/2013/11/28/fashola-oduahs-armoured-cars-ll-buy-51-patrol-vehicles/ |

Nigeria’s external reserves have been depleted by $2bn in the last 10 weeks, latest data from the Central Bank of Nigeria has shown. The data, posted on the central bank’s website, showed that the foreign reserves fell from $46.77bn on September 6 to $44.66bn on November 25, 2013. The last time the reserves recorded $44.6bn was on January 12, 2013. The external reserves had fallen to a nine-month low at $45.08bn on October 14. The reserves had fallen to the $45bn mark on September 20, and had hovered around $45bn until November 8 when it dropped to the $44bn mark. Between September 20 and October 9, the foreign reserves fell from $45.9bn to $45.1bn. One week after dropping to $44.8bn on November 15, the reserves recorded $44.7bn on November 21. According to financial analysts, the CBN’s stance to keep defending the value of the naira from the reserves might further deplete the amount in the reserves. The Federal Government had targeted $50bn reserves by the end of 2012. But the reserves closed the year at $44.26bn on December 24, 2012, finishing $6bn below the government’s target. Going by the rate of depletion, the external reserves might record below the $44.26bn it finished the year with in 2012. Between May 2 and August 5, 2013, the foreign reserves dropped by $1.8bn from the peak of $ 48.85bn to $46.98bn. However, the CBN recently dismissed claims that the reserves were experiencing a sharp decline. The CBN Governor, Mr. Lamido Sanusi, said in spite of the uncertainties in the global economy, which had made major economies to cut interest rates in order to provide market liquidity, Nigeria’s external reserves would be invested in a currency mix that would optimise returns for the country. He also allayed fears about the uncertainties in the Nigerian economy and stressed that the reserves could finance about 11 months of importation. Sanusi had said, “The fundamentals of the Nigerian economy are still very strong and occasionally, there might be an increase or a decrease, but it has been hovering between $45bn and $47bn, and that is very strong. “In Africa, it is either the second highest or third highest. I think it is the second highest only after Algeria, and that’s really very remarkable.” Sanusi said the move to invest the reserves in other currencies other than the dollar was necessary in view of recent events in the global economy that had driven yields to historical low levels. The central bank boss said since the financial crisis of 2008, reserves managers had come under increased pressure to find ways of enhancing income. This development, he noted, had made the CBN to diversify its reserve portfolios by investing in the Chinese renminbi. http://www.punchng.com/business/money/external-reserves-drop-by-2bn/ |

ABUJA — MEMBERS of the Association of Senior Civil Servants of Nigeria, ASCSN, in the Federal Ministry of Education including the Headquarters of the Ministry, the Inspectorate Departments and the 104 Federal Unity Colleges nationwide, yesterday, began a four-day warning strike over alleged government refusal to implement agreement between Federal Government and Labour on members’ conditions of service, among others. ASCSN and Management of the Federal Ministry of Education presided over by the immediate past Minister of Education, Professor Rukayyatu Ahmed Rufai, had on March 11, 2013, reached agreement on outstanding labour issues affecting members of the union in the ministry. Leaders of ASCSN in a letter to the supervising Minister of Education, and cpoied the Secretary to the Government of the Federation, Minister, Labour and Productivity, Head of the Civil Service of the Federation, and the Director General, Department of State Service, DSS, intimating them about the commencement of the warning strike, threatened that if government did not address the union’s demands between November 26, 2013 and the end of the warning strike, other trade union actions which might include a full blown nationwide strike would be declared to assist the Union to actualise the welfare interest of its members in the ministry. ASCSN in the letter through its Secretary General Secretary, Alade Bashir Lawal dated November 25, noted that “it is pertinent to state here that the ultimatum given to the Ministry has now expired and nothing concrete was done to implement the agreement even though we have been able to confirm the release of about N825 million by the Office of the Accountant General of the Federation to the Federal Ministry of Education to pay outstanding promotion arrears to members of staff in the Ministry. The sum of N298,297,913 out of this amount was actually released in December, 2012, representing promotion arrears for 2011 while N527,643,440 was released for 2007, 2008, 2009 and 2010 promotion arrears.” The letter, however, stated that “It is, however, disheartening to note that eight months after the signing of the agreement and three months after the August 27, 2013 meeting, almost all the issues agreed upon, particularly payment of promotion arrears to affected members of staff were not implemented by the Ministry.” http://www.vanguardngr.com/2013/11/unity-schools-others-begin-nationwide-strike/ |
