Nurses in the Federal Capital Territory on Wednesday in Abuja commenced a three-day warning strike over alleged draconian policies by the FCT Administration by withdrawing their services in all government hospitals. The Nurses under the aegis of National Association of Nigerian Nurses and Midwives (FCT Council) in the strike notice which was earlier sent to the Minister of FCT, Senator Bala Mohammed and signed by its chairman, Mr. Mohammed Bida and Secretary, Mrs. Christiana Kagah said the decision was sequel to the review of the 21-days ultimatum it had given to the administration which elapsed on November 28. The association said, "After exhaustive deliberations, the house resolved as follows: That since the extension of the 21-days ultimatum elapsed on November 28 2013, and issues raised have not been met, notice of three days warning strike is hereby given which shall commence by 12:00 midnight of Tuesday (yesterday) December 10 2013. "That if nothing is done on the issues raised, after the warning strike, the members will commence an definite strike as from Monday December 16 2013 without further notice, until our demands are fully met." Among the grievances of NANNM in the FCT include stoppage of October salaries of some Nurses who were not captured during the biometric data verification in FCTA Hospitals, without official notice; inadequacy of Nurses/Midwives; non- release of 2012 promotion list; lack of training and retraining of Nurses and opening of new units in FCTA Hospitals without corresponding staff. Bida said that, "At present, we have less than 1,000 Nurses manning 11 Hospitals in the FCT; there are 844 beds with a monthly patients admission of 15,000 daily, excluding outpatients. Our people are dying daily because they are being overworked. We are not demanding for salary increment this time, but staff recruitment. "In. view of the above, there is urgent need for the state of emergency declared in September 2013 in the Primary Healthcare services to be extended to the secondary healthcare services in terms of recruitment of Nurses/Midwives. This will go a long way to save our members from frequent and daily breaking down and to cope with teeming population of patients into into our healthcare facilities." http://dailytrust.info/index.php/news/12182-nurses-withdraw-hospital-services-in-fct-commence-indefinite-strike-on-monday |

Nigerian doctors say they would embark on a nationwide strike from December 14, the end of an ultimatum issued the government, following the federal government’s failure to comply with an agreement reached with their union, the Nigerian Medical Association. The doctors also said the Minister of Health, Onyebuchi Chukwu, should be held responsible for any crisis that erupts from the health sector from December 14. The doctors stated their position in a notice titled “Countdown to the December 14th deadline,” and made available to PREMIUM TIMES by the President of the NMA, Osahon Enabulele. The doctors said only the re-constitution and inauguration of the Medical and Dental Council of Nigeria, MDCN, has been achieved for the over five months that the NMA has been engaging the federal government in talks. They said the government ignored other parts of the agreements reached earlier in the year. The agreements ignored, according to Mr. Enabulele, are: issues bordering on workplace conditions and injustice meted out to doctors in their conditions of service, as well as funding/infrastructural and equipment upgrade of the health sector. This is not the first time the Nigerian government would be going back on agreements reached with workers unions. Since July this year, all government owned universities have been under lock as a result of the federal government not complying with agreements reached in 2009 with the lecturers’ union, ASUU, on issues such as university funding and staff welfare. The doctors, like the lecturers, have held series of meetings with government officials including those of the Federal Ministry of Health, Head of the Civil Service of the Federation, and the Secretary to the Government of the Federation, on issues bordering on some health sector challenges, workplace conditions, and the conditions of service of doctors. On September 2, 2013, the association issued a 21- day ultimatum to the FG to address the issues tabled by NMA. However, based on the understanding reached following the intervention of the Minister of Labour and Productivity, Emeka Wogu, the NMA extended her ultimatum by four weeks at her emergency National Executive Council (NEC) meeting held in Abuja on September 22, 2013. Following the expiration of the additional four weeks ultimatum, the NMA again extended twice the ultimatum on account of the government’s constitution of a Presidential Committee and promise to speedily resolve the issues contained in the requests of the NMA. Unfortunately, since the report of the Presidential Committee was submitted to the Secretary to the Government of the Federation, only the re- constitution and inauguration of the Medical and Dental Council of Nigeria has been achieved while other parts of the agreement were ignored. The doctors, through their president, have now said it would be difficult to guarantee further extension of the grace period and industrial harmony in the health sector. “Efforts by the NMA to engage the leadership of the Federal Ministry of Health even at this eleventh hour collapsed following the unserious approach and attitude of the leadership of the Federal Ministry of Health who seem to be less bordered about the potential crisis which may erupt in Nigeria’s health sector from Saturday, December 14, 2013. “Therefore the Nigerian Medical Association most distressingly alerts the entire nation about the imminent collapse of health services across the entire country given the apparent levity and lack of concrete commitment so far exhibited by the Government through the Federal Ministry of Health,” Mr. Enabulele stated. Read the content of Mr. Onabulele’s statement below. AS COUNTDOWN TO THE EXPIRATION OF THE NMA ULTIMATUM DRAWS NEAR, THE ASSOCIATION SAYS THAT THE MINISTER OF HEALTH SHOULD BE HELD RESPONSIBLE FOR ANY CRISIS THAT ERUPTS IN THE HEALTH SECTOR For over five months now, the Nigerian Medical Association (NMA), the umbrella body for all medical and dental practitioners in Nigeria, has recurrently engaged the Federal Government through the Federal Ministry of Health, Head of the Civil Service of the Federation and the Secretary to the Government of the Federation, on issues bordering on some health sector challenges, workplace conditions and the conditions of service of doctors. On the 2nd September, 2013 the Nigerian Medical Association issued a 21day ultimatum to the Federal Government of Nigeria to address the issues tabled by NMA. However, based on the understanding reached following the intervention of the Honourable Minister of Labour and Productivity, Chief Emeka Wogu CON, the NMA decided to extend her ultimatum by four weeks at her emergency National Executive Council (NEC) meeting held in Abuja on September 22, 2013. Following the expiration of the additional four (4) weeks grace granted to the Federal Government, the NMA again magnanimously extended twice the ultimatum on account of the Government’s constitution of a Presidential Committee and promise to speedily resolve the issues contained in the requests of the NMA. Sadly, since the report of the Presidential Committee was submitted to the Secretary to the Government of the Federation, only the re-constitution and inauguration of the Medical and Dental Council of Nigeria has been achieved. The attention of the government to other issues bordering on workplace conditions and injustice meted out to doctors in their conditions of service and funding/ infrastructural and equipment upgrade of the health sector have not received any significant attention. On account of the foregoing, it may be difficult to guarantee further extension of the grace period and consequently, industrial harmony in the health sector, especially as the December 14, 2013 deadline issued to the Federal Government to concretely resolve the demands of the NMA draws closer. Efforts by the NMA to engage the leadership of the Federal Ministry of Health even at this eleventh hour collapsed following the unserious approach and attitude of the leadership of the Federal Ministry of Health who seem to be less bordered about the potential crisis which may erupt in Nigeria’s health sector from Saturday, December 14, 2013. Therefore the Nigerian Medical Association most distressingly alerts the entire nation about the imminent collapse of health services across the entire country given the apparent levity and lack of concrete commitment so far exhibited by the Government through the Federal Ministry of Health. The Zamfara State Government has announced the sack of over 400 nurses and midwives, who went on strike over pay, accusing them of leaving their duty posts without permission, The Commissioner for Information, Ibrahim Birnin Magaji, announced the decision in a statement on Wednesday in Gusau. The health workers had been on an indefinite strike since last Wednesday, over non-implementation of CONHESS by the state government. Mr. Birnin Magaji dismissed the claim by the health workers, saying that the government had approved the implementation of the new salary effective from December1. According to him, the decision to terminate the appointments is in line with Civil Service Rules. “We therefore stand by it. As representatives of the people, we cannot fold our hands to allow such actions to continue; leaving our hospitals empty without workers.” The commissioner explained that the termination order did not affect those who were on leave. Reacting to the development, the state Chairman of Association of Nurses and Midwives, Bashir Mafara, described the state government’s pronouncement as “an empty threat”. He said the workers would continue with the strike and take measures to protect their rights. The state Civil Service Commission had a week ago commenced the recruitment of new nurses and midwives into the state service. Government’s decision on the workers would affect health care services in the state which recently recorded 47 deaths from cholera outbreak. Zamfara is one of the states led by the All Progressives Congress, APC, Nigeria’s largest opposition party. Another APC state, Lagos, had also sacked striking health workers including doctors, but reversed its decision due to public pressure and condemnation. The APC had condemned the federal government’s threat to sack university lecturers who failed to resume duties by December 9. http://premiumtimesng.com/news/151312-zamfara-government-sacks-400-nurses-midwives-over-strike.html |
The National Assembly will be holding plenary in committee rooms for 12 months while the chambers is closed due to renovations for the period in view. This was made known to journalists by the Minister of FCT, Senator Bala Mohammed, who was giving a brief after the Federal Executive Council (FEC) meeting. HE revealed that the FEC has approved the sum of N40.2 billion for the third phase of the National Assembly complex renovation, to create a more comfortable environment for the law makers. Senator Mohammed, who said that the contract is in the plan of the FCT, added that it will contain a library, budget office, banquet hall and radio facilities. He said there will also be “a complete rehabilitation of the council chambers which will lead to the closing of the National Assembly chambers for 12 months”. “During the period, committee rooms will be used for law making” he said. Also approved is a proposal by the Minister of Petroleum Resources, Dieziani Allison-Madueke, for the establishment of a national laboratory for the testing of petroleum products. Minister of Information, Labaran Maku, who briefed state house correspondents, said the test centre, to be located in Owerri, the Imo state capital, is to ensure that products imported in the country meet the best standards. Maku noted that the federal government rejects a situation where huge sums of money is spent abroad to carry out tests on petroleum products. http://www.channelstv.com/home/2013/12/11/national-assembly-to-be-shut-for-next-12-months/ |
