Politics › Switzerland Returns Abacha's $700m Loot To Nigerian Government by dridowu(op): 10:13pm On Nov 25, 2013
The Government of Switzerland has said it has returned to the Nigerian government about $700m, stashed in Swiss banks and traced to the late military Head of State, General Sani Abacha.
Ambassador of Switzerland to Nigeria, Dr. Hans-Rudolf Hodel, stated this in Abuja at a press briefing on Monday ahead of a two-day seminar on Anti-Money Laundering and Combating Financing of Terrorism.
He, however, added that the Swiss government would be ready to reopen the case if Nigeria presented fresh evidence of any monies still being held in any bank in the European nation.
“Switzerland and Nigeria agreed to request the World Bank to participate in the review of the use of funds, in the framework of a budget control process of various welfare projects,” he said.
Hodel, who maintained that Switzerland had no interest in withholding illicit funds, explained that his country had returned about $1.7bn to the where the money was stolen in the last 15 years.

FOR Switzerland, there is no more of Nigeria’s stolen money to be repatriated beyond the $700 million returned between 2005 and 2009.

Switzerland maintained Monday that it expected concrete evidence of the existence of such illegal money in Swiss vaults instead of the practice where people perpetually allude to them as if the Swiss authorities were protecting such funds in violation of financial collaboration with Nigeria.

At a special briefing in Abuja on the eve of a seminar on money laundering and the financing of terrorism, the Swiss Ambassador to Nigeria, Hans-Rudolf Hodel, said: “If you have new facts (on the stolen funds of Gen. Sani Abacha or his son), bring them up, we are not content with this general feeling of ‘I am sure there is still some money left in there...’ That case has been closed.”

Following the activation of the country’s due diligence financial law (left dormant in the years preceding the era of Abacha who then took advantage of the lacuna), Hodel insisted that as had now been established, “all banks are obliged to give details of the money they have. Now, the banks want to know where exactly is the owner of any money coming in. You have to prove that what you are bringing in is not illegal or stolen money.”

In December 1999 following the enthronement of democracy in Nigeria, the Federal Government presented a formal request to Switzerland for mutual legal assistance involving the late Head of State, Gen. Sani Abacha. The subsequent partnership between the countries led to the repatriation of $700 million blocked in Swiss accounts (reports raised expectations in excess of $4 billion), while that case had since been closed.

Maintaining that the Swiss authorities had done their own part within legal limits to help repatriate such funds to Nigeria, Hodel said further: “Switzerland and Nigeria agreed to request the World Bank to participate in view of the use of the funds, in the framework of a budget control process of various welfare projects. Additionally, Switzerland funded a project of a NGO network which monitored the use of the recovered funds in the various development projects (on rural electrification, economic development, roads, primary healthcare and vaccination programmes, basic and secondary education as well as potable water and rural irrigation) executed by several Nigerian agencies.”

Pressed further to comment on the state of other stolen money linked to Abacha’s son, the envoy said: “Against Abba Abacha, the son of the former Nigerian president, proceedings for support of a criminal organisation are still pending in Geneva. As this is an ongoing case, we cannot give further information.”

On how strong the protective laws of Switzerland were given that treasury looters keep devising new means of beating the existing legislation, he said: “Switzerland has effective laws and refuses to keep illicit funds of Politically Exposed Persons (PEPs). There are special measures to deal with foreign clients who are PEPs... Swiss banks are now obliged by law to report well-founded suspicions of criminal activities and simultaneously freeze the assets in question.”

But what happens when illicit assets of PEPs manage to enter Switzerland despite comprehensive precautionary measures? He said in this regard: “Such have to be identified and repatriated to their country of origin. This so-called restitution is an important instrument in Switzerland’s policy of combating illegal money. Together with the states concerned, Switzerland seeks ways of returning assets of illicit origin to their rightful owners...”

He gave figures to buttress the point: “ In the last 15 years, Switzerland has returned around CHF 1.7 billion ($1.7 billion) overall to their countries of origin. Individual cases attract considerable publicity on account of the high profile of the people and the amounts of money involved. Examples include the Montesinos case, Peru, 2002, the Marcos case, the Philippines, 2003, the Angolese assets case, Angola, 2005 and of course the Abacha case, Nigeria in 2005.”

Also speaking yesterday on the Nigerian fuel subsidy scheme, he disclosed that the Swiss authorities had sieved a request from Nigeria (September 2012) for mutual legal assistance. “The Nigerian authorities have asked for assistance in their investigations into the activities by Nigerian marketers in the subsidy scheme under the Petroleum Support Fund (PSF) regime. The request has been forwarded to the competent Swiss judicial authorities... As the legal proceedings are ongoing, we cannot provide any further information...”

Switzerland and Nigeria concluded a migration partnership in 2011 and have jointly initiated projects in this regard. Since that year also, Nigeria and Switzerland have held yearly rounds of bilateral human rights consultations.

Politics › Enemies Printing Buhari, My Posters For 2015 – Amaechi by dridowu(op): 10:02pm On Nov 25, 2013
The Governor of Rivers State, Mr. Rotimi Amaechi, has raised the alarm over an alleged printing of his presidential posters with that of a former Head of State, Maj.-Gen. Muhammadu Buhari(retd.).

While Buhari is being portrayed as a presidential aspirant, Amaechi says he’s being taunted as his running mate for the 2015 election.

The plot of those printing the posters, according to sources, was to portray the governor as working in tandem with the opponents of President Goodluck Jonathan in order to scuttle the President second term ambition.

Amaechi, who spoke through his Chief of Staff, Mr. Tony Okorocha, with reporters in Abuja on Monday, accused a serving minister from the region as being behind the said posters.

He decried the antics of the minister, which he said was aimed at making him (the minister) gain undeserved favour from the President.

He said the governor was aware of the ban on political activities, adding that he had also not told anyone that he would be running for any political office after his tenure in 2015.

The Chief of Staff said, “We want to call on Nigerians to plead with the minister to leave Amaechi alone and face the arduous task of his ministry so as to save the country from producing illiterates.

“What the minister is trying to do is to deceive the undiscerning minds in Rivers State and Nigeria so as to gain undue attention and continue to stay on in his post when he is nothing more than a mischief-maker and an expert in frivolity.

“The governor has not told anyone that he is contesting any elective position come 2015 and I don’t know why people would be printing his posters without his permission just because they want to tarnish his image and be seen to be working.”

Events › Sokoto Plans Mass Wedding For Widows & Widowers by dridowu(op): 9:56pm On Nov 25, 2013
Sokoto—The Sokoto State Government said on Sunday that it would give out in a mass wedding, 250 widows and widowers across the state to give them a new lease of life.

Alhaji Zubairu Goronyo, the state Commissioner for Social Development, who announced this at the screening of the beneficiaries in Sokoto, said that the venture would gulp N30 million.

According to him, a date will soon be fixed for the exercise.

A correspondent of the News Agency of Nigeria, NAN, who witnessed the screening that was done to establish the health status of the beneficiaries, reported that it was handled by various committees.

Alhaji Zubairu said that beds, mattresses, sets of chairs, curtains and two sets of female wrappers would be given to each of the 125 brides.

He said that similarly, the grooms would be given two sets of guinea brocade, N20,000 each as dowry to formalise the marriage agreement, and another N20,000 each to boost their businesses.

The commissioner said that the state governor, Alhaji Aliyu Wamakko, and the Sultan of Sokoto, Alhaji Sa’ad Abubakar, would serve as guardians to the brides and grooms at the ceremony.

‘The exercise is going to be on a quarterly basis, so as to enable more potential brides and grooms to benefit,” he said.

Car Talk › FG : Price Of Imported Cars To Rise By 60% by dridowu(op): 8:10am On Nov 25, 2013
The Federal Government has released the details of
new duties and levies payable on imported new and
used vehicles as well as imported new tyres from
next year, raising the tariff from 20 per cent to 70
per cent.
Dealers of imported vehicles estimated that the new
rate would translate into an increase of 60 per cent
on imported cars.
The Federal Executive Council had last month
approved a new national automotive policy aimed at
encouraging local production and assembling of new
vehicles with an imposition of a high import tariff on
fully built vehicles. But the new rate was not given
then.
A two-page document dated November 14, 2013
and signed by the Minister of Finance, Dr. Ngozi
Okonjo-Iweala, gave the new import tariff on cars
as 70 per cent (of the cost of each vehicle).
It stated that a fully built car would attract a duty of
35 per cent and a levy of another 35 per cent of the
cost of the vehicle.
Hitherto, importers/dealers parted with 20 per cent
and two per cent as duty and levy, respectively on
new cars. Ten per cent flat rate was also imposed
on commercial vehicles.
Although the new tariff on cars shows an increase
of 48 per cent over the old rate, dealers have
estimated that the showroom price of an imported
car will rise by 60 per cent when other variables
(costs) are added.
In other words, prices of imported cars currently
being sold between N3m and N5m will shoot up to
N4.8m and N8m; while tokunbo vehicles selling for
N800,000 will rise to N1.28m.
Those who spoke with our correspondent on the
issue on Sunday also warned that there might not
be enough vehicles to meet the demand of the
country next year.
A sales manager with one of the major dealers said,
“Many of us are skeptical about ordering for new
vehicles because we don’t know if people would be
ready to pay the about 60 per cent increase on the
cars when the import duty and levy are added to the
original cost of purchase.
“Even the supplies by local plants will obviously be
grossly inadequate to meet the demand.”
The document, with reference number BD/FP/
DO/09/189, also stated that fully built commercial
vehicles would attract 35 per cent duty but no levy
imposed.
Specifically, it stated, “Local assembly plants shall
import completely knocked down (vehicles) at zero
per cent duty; and semi-knocked down (vehicles) at
five per cent duty.
“Local assembly plants shall import fully built unit
cars at 35 per cent duty and 20 per cent for
commercial vehicles without levy, respectively in
numbers equal to twice their CKD/SKD kits.
Imported tyres would also cost more as from next
year as 20 per cent duty and five per cent value
added tax have been placed on tyres of cars, buses
and lorries.
“Local tyre manufacturing plants are to import tyres
at five per cent duty in numbers equal to twice their
production for two years from the date of
commencement of production,” it stated.
Similar high tariff will also be charged on used
vehicles, according to the document. It added that
the Nigeria Customs Service “shall use the value of
a new vehicle depreciated by 10 per cent per
annum, implying 10 years period of cars and by
seven per cent per annum implying 15 year period
for commercial vehicles. In either case, depreciation
should never be below 30 per cent of the value of
the new vehicle equivalent.”

Education › Private Varsities Future Bright Says Okonjo Iweala by dridowu(op): 7:48am On Nov 25, 2013
Minister of Finance, Ngozi Okonjo-Iweala, has said
that with the high demand for university education in
Nigeria, the future of private tertiary institutions in
the country is bright.
She added that Nigeria was on the path of
addressing the problems in its education with the
injection of N220bn annually to infrastructural
development in the universities.
She spoke at an event in Oduduwa University, Ipetu
Modu, Osun State, where the minister and Governor
of Central Bank of Nigeria, Lamido Sanusi, were
respectively conferred with honourary doctorate
degree of science in accountancy and economics
on Saturday.
Okonjo-Iweala expressed optimism in prompt
physical infrastructural development of the
country’s universities, revealing also the Federal
Government plan to support privately-owned
tertiary institutions in the country.
She said, “The increasing demand in tertiary
education suggests that there is great protection for
private investment in tertiary education in Nigeria to
thrive.
“As we continue to invest in critical infrastructure
and provide practical-oriented curriculum, we will
arrive at what graduates in this country need to
survive.
“Our tertiary education system is facing enormous
challenges, which this country must urgently
address. The Federal Government is deeply
committed to the provision of good education by
tackling the problems of tertiary education and has
set aside additional N220bn annually to be able to
address infrastructural problems in our tertiary
institutions.
“We know that we will need to do more as the years
go by but the political will to perfect the business of
tertiary education in this country is present in the
administration of President Goodluck Jonathan.”
The minister said that the Federal Government
acknowledged the place of quality education in the
nation’s development but stressed that the desired
excellence could only be achieved with the genuine
partnership with the private sector.
“Quality education will have positive impact on our
economy, therefore, both public and private sectors
will need to work together to reach our desired
goal,” she said.
Sanusi expressed optimism that partnership of
private and public sector would develop the nation’s
economy to the desired capacity.
“Nigeria has a long way to go but the government
will like to assure the nation that with the support of
the private sector, the country has a great future,”
he said.
