I'll start up by dropping 2 tools we all should have on us.

Firebug(Mozilla plugin): Firebug is a good tool for debugging pages live and seeing how things work at the back, it also helps understand the DOM well.

Webdeveloper Toolbar(Mozilla plugin): This is also a nice tool that can let you turn things of and on to see the effects they will have in a live environment.
You can download these tools through Tools > Add-ons in your Firefox browser,

There is an IE equivalent of Firebug called Firebug Lite.
