This strip reinforcement, do your raise the reinforcement some "mm" off the ground/soil before blinding or it's stays in direct contact with the soil and you run the blinding?

Why do you place hardcore on those column sections?

A clearance of about 1½" Is needed before blinding off the soil

The hard core is just a base.

The width of a plot I have is 42 feet.
Wanted to build a block of flats, but the width isn't giving me the encouragement to do that

In that case building 2 bedroom with pent house for your humble self if you must live there

The former arrangement that was made to fence the plot before we came in, may have made a mistake down the line. When we get to the site yesterday morning We discovered that the width of the land is not up to 50ft but 42ft. This affected our intention but will have to reschedule.

We have 3 options :

1) bring down the fence and adjust
2) redesign the building to 2bedrooms
Or 2bedrooms with a pent house

However we shall update you the option we finalize on

Can the plot space (42X100 ft) accommodate two units of 2 bedroom flats on the ground floor and 2 units of 3 bedroom flats on the top floor?
Though I'm not sure if there will be enough space left for 4 cars
I'm thinking the slab can be made wider than the ground floor space, so it can contain two units of 3 bedroom flats
