AZeD1: Your problem, is a clear lack of understanding. Stella was booted not because of the amount she spent but because she spent money outside that wasn't budgeted for. On the other hand, Fashola's website was captured in the budget.

Fact is, the president can appoint permanent secretaries either from the civil service or from any other place. You are totally missing the point here which is that permanent secretaries are traditionally appointed from the civil service because they require those years of experience to enable then run their ministries smoothly. Some one from the private sector will be at a loss. That is why the guideline states and I quote... “The position of a federal permanent secretary is open to all officers in the mainstream federal civil service who have attained the rank of substantive Directors Salary Grade Level 17". |

No, that is not how it works. In a working environment, a perm sec is the main part of the machines while the minister is just an operator.
For a better illustration, u see, the civil service is the amplifier, the perm sec is the technician and the minister is just the speaker.
Not that the ministers dnt have ideas, but the perm secs are the main technocrats who will remain on ground after four years of the ministers is ended. You have not made any point rather you have buttressed mine. Permanent secretaries are traditionally experienced civil servants who have risen through the ranks and who know the detailed workings of their ministries. Ministers should be technocrats in their field drawn from any sector who help the government in formulating policy directives of their various ministries. |

After housemanship, doctors are given their permanent practicing license which is a requirement for service.
However, The Medical and dental council of Nigeria (MDCN) often delays the issuance of this license which can take up to 2 years after housemanship. This led to NYSC to loosen up and start accepting doctors who have evidence of completion of internship as they are deemed to be fully qualified.
Apparently, this has been explored by some miscreants leading NYSC to insist on the presentation of the permanent licenses. Unfortunately, most doctors go for NYSC within weeks or few months after completion of internship which means that virtually none will have received the permanent license from the MDCN by the time they are ready to proceed for service. This automatically translates to disqualification of virtually all doctors who are due for service. |

I don't understand why we always ignore the woeful performance of our state governments upon all monthly allocations they collect.
