It shows you are absolutely totally ignorant about the construction history. The international terminal building you see in the picture has not changed since this government came in place. Every brick you see was by the previous government under Stella Oduah. What has been done by the current minister was refurbishment/expansion of the runway, with night time lighting and ILS(new one still to be fully installed), and even after shutting the airport for a year it still hasn't been completed. Mind you this is just a 3 km runway with no taxi lane.

Abuja took 3 months for a runway expansion and terminal, Kaduna took less.
COMPAQ: The main reason for the closure was the runway. I believe since that is 100% complete, the airport can open while other civil works on the building et al continue.

The airport got its first ever runway expansion to take wide bodied aircraft and automatic ILS, under GEJ with Stella Oduah as minister hence its conversion to international. She started the international terminal building up to 50% completion,which has not seen a single brick laid on it since 2015.
This is a runway refurbishment which should actually be routine for every airport periodically, it was only done because ET cried out.
Even though it took over 365 days its is still incomplete, recall that Abuja which is much bigger took only 3 months for a fresh runway, terminal and Kaduna even took shorter to complete the refurbishment.
