Personally i liked what happened in the last elections(though it unfortunately came with violence), it showed the division that people like Orkar had originally intended showing for a long time. Ask yourself this question, "what do you think things will look like in ten years from now considering how things were ten years ago ?". But i think that as they mature their consistency levels will progress too. That being said, Ramsey's carelessness must be something psychological, being that it became more obvious only after his return from that horrific injury. It will be hard to judge this one since record keeping isn't exactly our forte in these parts. But let me help you, why don't you draw up a number of indices on various sectors which we can use to judge the best or worst state ? For example :
i. Education - rate of literacy. ii. Health care - access to health facilities, mother/infact mortality rate etc.
iii. Roads
iv. Employment rate
v. Housing
vi. Basic amenties
vii. Security - crime rate, level of violence.
ix. Freedom- in terms of women and religion.
The list can go on. Score each state on these variables and see who's scores highest or lowest.

I'm in support of Fuel subsidy removal, though a modified version of it, but for the records i have to say Oritsejafor is one of the lowest lives in the history of this country. Now compare that to a place like Jigawa with high mother infant mortality rate due to lack of health facilities, high illiteracy level, virtually no tertiary institutions, poor facilities and very few specialised staff, all which as a result translates to paying just a hand full of civil servants salaries at the end of the month.
