That reaction that you describe is because you are proposing a risky level in an already comfortable level. And most often, you are making the proposal in that same environment that you relate to her as a 'lovely friend'.
Many a guys vex when they see the girl opening her legs to a dude she just met a few days. Here is what to do.
Move out of the locality (even if it is a week)
When you are back, and you meet her first time, hug her real tight and tell her how you missed her.
Take her somewhere romantic (do not tell her that you are taking her to somewhere romantic, just say you wan take her out.
Make sure you are sitting side by side not that romantic opposite sitting you watch in the movies.
When you are there, during a very lively discussion, create a silence scene and look her well in the eyes. (start training in front of a mirror)
In the silence, (if she catch your eyes and ask what? Much better) hold her hands, and tell her that you enjoy this moment and you wish to be experiencing it with one special person in your life (yeah, that's the killer words that you ask for) and that person is her. (and some other stuff but don't speak too much, just little and confident)

Two things may happen, if she says she will think about it, force a date on her (like a gentleman) tell her that is alright with you that you will call her the next day by 6 to get her reply. (nothing melt them more than to meet a guy's deadline, you will be occupying their mind till the expected time.

That is not true. Men just detest what they can not have. There is no man who would not want a virgin as a wife or who would not want to be the one to dis-virgin a girl. Forget what ever grammar men speak. It is all lies. As a matter of fact many will come and argue against this. But pay no attention to them. Girls who are virgins are a little bit difficult to seduce nowadays. Especially after their teenage years. Men get angry at this fact and normally look for easy girls. Hence they go about trying to make the virgins feel ''unspecial'' so that they can be easy prey and loosen up.

It is almost the same thing when a virgin has her girlfriends laughing at her for being a virgin. Just because they are jealous that her virginity judges their promiscuity in a way. They laugh and deride her so she will loose her virginity and join their ''status''. I can guarantee you, when men seek for a wife, they do not want a slut who will sleep around! Forget all the grammar we speak in beer parlors about wanting a bad girl. We end up with many non-virgins because when we are ready to settle down we cant find a virgin to do so with.

Why do we want virgins? Because we want a faithful wife. Infidelity hits a man at his ego! It deflates him so much that another man is enjoying or taking his ''property'' (Yes ''Property''. I decided not to be politically/socially correct). Also all men want good kids. Especially daughters. No man wants his daughters to be sluts either. Of course it does not mean all virgins are non promiscuous. After all every woman was once a virgin. Neither does it mean that only virgins raise morally upright daughter. It boosts our egos that we have something that no other man has tasted. It makes us proud.

So do not mind the men. Men say this to make girls easy targets for sex. It is almost a contradiction. Because they want all women to be sluts but they would not want a slut in their family.
