dustmalik:OK. I see. Thanks a lot. |
Whynotthetruth:It's you who doesn't know what you are saying. You refused to enlighten yourself. You can see Okonjo Iweala was quoted and you prefer to follow the imaginary figures. |
Whynotthetruth:You must have missed my chain of reports on this thread. My links have quotes from NOI in almost all of them. And who do you refer to as arguing blindly. You are the one arguing blindly by bringing an updated article which obviously was one before most of the reports and interview from Jonathan govt official I have quoted here. NOI used his mouth to announce she cut Capex from 676 to 387. |
Whynotthetruth:The 2015 Capex budget was meant to be financed from loans. But things got too bad that the total loan negotiated and secured for 2015 is being used to finance salary payment. Half of the loan secured was already used to fiance salary payment to the tune of trillions of naira between January and April alone. You asked if we cannot borrow. The 2015 budget is already being run on deficit from borrowing. Then what are we borrowing against, or you think the creditors are Father Christmas? As for the projects, Onolememen said in March, that only 33 of 210 ongoing projects can be continued in 2015. Again that was when oil price was still above $60/barrel. He also said what was allocated to his ministry of works to operate expenses was just $11 billion instead of $100 billion in 2014. Read the below and pay attention to the highlighted. ............ Nigeria borrows to pay salaries with cash crunch worsening May 06, 2015 A cash shortage caused by low oil prices has forced Nigeria to borrow heavily through the early part of 2015, with the government struggling to pay public workers, officials said Wednesday. “We have serious challenges. Things have been tough since the beginning of the year and they are likely to remain so till the end of the year,” said Finance Minister Ngozi Okonjo-Iweala. Nigeria, Africa’s top economy and largest oil producer, has been hammered by the 50 percent fall in oil prices, with crude sales accounting for more than 70 percent of government revenue. “As it stands today, most states of the federation have not been able to pay salaries and even the federal government has not paid (April) salary and that is very worrisome,” said Imo state Governor Rochas Okorocha. Okonjo-Iweala said the federal government had a projected borrowing allowance for 2015 of 882 billion naira ($4.4 billion/4 billion euros). But 473 billion naira had already been used up to meet recurrent expenditures, including public worker salaries. “We have front-loaded the borrowing programme to manage the cash crunch in the economy,” the minister told reporters. While Okonjo-Iweala said the severity of Nigeria’s cash crunch requires daily management, the problem will almost certainly be off her desk in less than a month. President-elect Muhammadu Buhari will be sworn in on May 29 and is not expected to retain any of the key ministers appointed by outgoing president Goodluck Jonathan. http://www.vanguardngr.com/2015/05/nigeria-borrows-to-pay-salaries-with-cash-crunch-worsening/ |
Whynotthetruth:That was a discussion on proposed budget. The passed and approved budget is what I posted Mine has the figure which was eventually passed by Senate and approved by Jonathan. Some of the things you argue now, I have already addressed on this thread but you didn't read the flow. In December 2014 NOI reduced Capex to 676 billion in 2015 proposed budget from 1.4 trillion in 2014 budget. In February as oil price fell too low to less than $60 she again halfed the Capex to 387 billion. However at the end 500 billion was passed and approved on $53/barrel oil price benchmark. |

Whynotthetruth:Supplentary budget when Jonathan borrowed to fund part of this budget, and NOI said they had been borrowing trillions of naira. to pay salary since January? Onolememen said their were no fund to continue projects. I don't get you. |
Whynotthetruth:Your link is undated. So how do we know when NOI said all that? My link has a date of May 19th and said Jonathan had approved the budget. |
This is what is called over possession football. Too much possession football. We should have started Martial straight away or Ashley Young as our striker. Liverpool has been poor this season, without Coutinho, Henderson and Lalana we are afraid to press them. Wilson should be making the bench as a striker. |
elampiro:When Pedro scored one and Assisted one the first match. I said it was too early. |
MrTA:I just pray we win today. Fellaini should do for us what he does for Belgium. Or let Martial take the league by surprise. We should play Fellaini Behind Martial. One experience player with height and another pacing one. |
Whynotthetruth:How? When in about 5 months ago Onolememen told us only 33 out of 210 ongoing projects would be continued in 2015? When contractors and Jonathan govt both agreed hundreds of billions were owed contractors? When tens of thousands of construction workers were sacked since January? |
Whynotthetruth:This is a wrong info. The approved budged. CAPEX IS 500 BILLLON. The budget was based on oil benchmark of $53. The ongoing budgets were not funded. Did not not read the contractors reports early this year? . ....... Jonathan signs N4.425tn 2015 budget MAY 19, 2015 Investigation by our correspondent on Monday revealed that Jonathan decided to sign the budget into law a couple of days back without fanfare. As of the time of filing this report, it could not be confirmed why the President had kept the development away from public knowledge. The Senate had passed the 2015 budget on April 28, following the passage of the same bill by the House of Representatives on April 23, with an expenditure outlay of N4.493tn, up from the N4.425tn proposed by the Executive. There have been concerns among Nigerians on whether Jonathan will sign the budget before May 29 when he will formally hand over to Muhammadu Buhari or he will leave it behind for the incoming administration which is believed may still prepare a supplementary budget. But a Presidency source told our correspondent that the President signed the budget about two weeks ago immediately after the document passed by the National Assembly was transmitted to him. The source, however, said he did not know why the President chose to sign the document without making it public. When contacted, the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, also confirmed that Jonathan had signed the budget. Although he also did not give any reason why the signing was not made public, Abati said the President signed the document “some weeks back.” The Senate, in passing the budget, slightly reduced the N2.607,601, 000,300 proposed by the Executive to N2.607,132,491,708 as recurrent expenditure and simultaneously scaled down the capital expenditure from N642,848,999,699 estimated in the proposal to N556,995,465,449. The Chairman, Joint Senate Committee on Appropriation and Finance, Mohammed Maccido, explained that the details of the figure approved by the Senate in the document were not different from the version passed by the House of Representatives. He added that the budget would be driven by $53 oil benchmark, an exchange rate of N190 to one US dollar; 2.2782m per barrel crude oil production per day; and a deficit gross domestic product of -1.12 per cent. http://www.punchng.com/news/jonathan-signs-n4-425tn-2015-budget/ |
Whynotthetruth:Capital Expenditure was given only 10% of the total budget. Just about half a trillion naira from 1.4trillion the previous years. There is huge areas of unpaid debt owed contractors from previous years. 90% of our budget goes to payment of salaries, debt servicing, recurrent expenditure. |
obailala:You are one of the few Nigerian youths who read. Only 10% of the budget goes to Capex. About half a trillion naira only. |

WombRaiders:2014 Capital Expenditure budget was 1.4 trillion. 2015 Capex is about 400 billion. In December 2014 Ngozi Okonjo Iweala announced that Capex had been cut from 1.4 trillion in 2014 budget to 627 billion . By February 2015 NOI again reduced the Capex budget to 387billion naira. And we were told only 33 of 210 ongoing projects were provisioned for in 2015 budget. ......... (1) More on the issue : Senate: Nigeria to Run 2015 Budget in Deficit 15 Jan 2015 ... Leading debate on the bill, Senate Leader, Victor Ndoma-Egba, said the budget of N4.357 trillion comprised N2.6 trillion as recurrent expenditure, N627 billion capital expenditure, N943 billion for debt service and N411 billion for statutory transfers. He also said the document was predicated on $65 oil benchmark, projected oil production of 2.2782 million barrels per day and an exchange rate of N165 to $1. Ndoma-Egba said the budget would focus on job creation through increasing economic diversification and leakages, roads, power, gas and aviation. ... While recalling that the capital expenditure contained in the 2014 budget was N1.4 trillion when compared with N627 billion in the current estimates, Makarfi described the estimates as "austerity budget" and insisted that the current economic downturn is a wake-up call on Nigeria to stop relying on oil "which is highly volatile and look for other areas of getting money." ....The benchmark for 2014 budget was $77.50 per barrel but oil sold for over $118 per barrel. Where is the excess crude share of the federal government? We are guilty because I raised an alarm that money from the excess crude account should not be expended without the consent of the National Assembly. http://www.thisdaylive.com/articles/senate-nigeria-to-run-2015-budget-in-deficit/199264/ .............. (2) Related : Again, FG Cuts 2015 Capital Spending as Oil Price Slump Bites 05 Feb 2015 .. The document, seen by Reuters, puts capital expenditure at N387 billion or 8.9 per cent of total spending of N4.357 trillion. This is a significant drop from the 2014 spending plans, when capital expenditure (capex) accounted for 23.7 per cent of projected government outlays. One industry source said Ministry of Works disbursements for a major highway were less than 3 per cent of the project’s value. “At this rate it will take 33 years to complete,” the source said. ... The same source put layoffs nationwide at 20,000, while another said at least 5,000 had been let go in the Abuja area alone, a worry for President Jonathan ahead of the election, when he faces an opponent accusing him of squandering revenues from high oil prices over the previous three years. http://www.thisdaylive.com/articles/again-fg-cuts-2015-capital-spending-as-oil-price-slump-bites/201045/ .............. (3) More : FG slashes Works Ministry’s budget from N100bn to N11bn MARCH 10, 2015 : The Minister of Works, Mike Onolememen, said the ministry’s N100bn proposed budget for 2015 was slashed by the Ministry of Finance to N11bn, representing an 89 per cent reduction.http://www.punchng.com/news/fg-slashes-works-ministrys-budget-from-n100bn-to-n11bn/ .......... (4) 2015 Budget: No provision for road maintenance – FG Onolememen lamented that in view of the lean allocation for the Ministry in the 2015 Budget, that out of the Ministry’s portfolio of about 210 ongoing road and bridge projects, only 33 have been provided for and the provisions are insufficient to encourage the contractors to sustain appreciable progress of works on site Senators were shocked on Monday when the Minister of Works, Mike Onolememen, revealed that there is no provision for bad roads in the 2015 Budget proposal. The Minister made this known while defending the Federal Road Maintenance Agency budget before the Senate Committee on Works. Onolememen said FERMA will get zero allocation for its capital votes in the 2015 budget proposal. According to the Minister: “Aside the ministry’s capital budget proposal slashed from the projected N100 billion to just N11 billion by the Ministry of Finance in view of economic realities on ground, zero allocations were made for capital projects of FERMA and office of Surveyor-General of the Federation.” Onolememen lamented that in view of the lean allocation for the Ministry in the 2015 Budget, that out of the Ministry’s portfolio of about 210 ongoing road and bridge projects, only 33 have been provided for and the provisions are insufficient to encourage the contractors to sustain appreciable progress of works on site. “No provisions have been made for other departments of the Ministry such as Road and Bridge Design Departments, Mechanical and Electrical Department as well as Service Department,” he added.http://theeagleonline.com.ng/2015-budget-no-provision-for-road-maintenance-fg/ DokyOloye's DONMAYOR19 ZKOSOSO warrior01 godoluwa WombRaiders Yinkalite bushdoc9919 chesterlee DrLee bashydemy ocelot2006 anigbajumo aufbauh adekzy Just a reminder how we got here. |
onyeomaonyeoma:I have forgotten we have Rojo. If only he could be more consistent. Injuries will be what will eventually enable us to know who the best partner with Smalling is. |
Martial should start instead of Fellaini. How can we be playing without a striker? We have to blend Martial with the other players. We have Champions League in a few days, with Rooney rumored to have sustained a hamstring injury we cannot play without a striker for 3 weeks. This Rooney's injury is too bad. I thought with succession of games and having put the record behind him, he would be fitter and ready to play riskier. Perhaps he went to train more vigorously. Too bad. Blind in Central Defence Isla worry. I reviewed some videos, even against Brugges away, he was guilty of lazy defending in the build up to the first chance Brugges had. It was Luke Shaw that eventually blocked the shot from close range. Unfortunately, there is no alternative to Blind because the inexperienced McNair can't be relied on. |

sinizia:You said I came to Rooney's defence. And it was about the stat you presented. The stat and part of your post blamed Rooney. Although the commentary in the article from goal.com said it's Gaal's slow build up that is strangling Rooney. Goal.com said, despite Rooney allowed to drop deep in 3 Lions, get still gets 5.1 touches inside the box per match despite substitution. But in United the ball doesn't come frequently despite Rooney staying more in and around the box. The midfielder keep the ball for too long. And you blinded this part of goal. Com view from your first post. |
dopeJemi:Where? Poor form on what stats? |
elampiro:I said it. 2011/12 we a better season than 2012/2013. In 2011/12, we were up against a super Man City, a team that were almost spotless in their quest for the title. United points, goals scored, goals conceded we did far better than 2012/13. 2012/13 City just got weak in the second half of the season. If they had 90% of the resilience and mental strength they used in pursuing the league the previous season, they would have retained it. Ballotelli was one of the guys who caused problem to them. 2011/12, injuries, David DeGea being an apprentice, SAF suspension of Rooney vs Blackburn, Paul Scholes retirement and his being rested at Wigan caused us what should have been our best season ever. The same team could easily have won the league again. Rooney had the best goals per minutes in th the league 2011/12 and now it is showed he had the 2nd best CCC Conversion rate in league 2012/13. With Welbeck and Chicharito maturing, with Scholes' return, DeGea and Ferdinand performance, we would have done better in 2012/13 without Van Persie. |
Wow!!! 2008/9 Rooney's created 74 chances 31 minutes per chance. This was the best record in EPL from 2003/4 season. 5 years. Source - eplindex. * And they said Rooney has not done anything for Manchester United? |
sinizia:But you did not blame Gaal. You blamed Rooney. |
I am doing some investigation on Clear Cut Chances creation and conversion, it's leading me to some interesting things. Wayne Rooney | Still one of the Premier League’s best | Stats Comparison Mar 16, 2013 6,490 0 After Wayne Rooney started on the bench for the second leg of the last-16 Champions League tie against Real Madrid, a media frenzy ensued with transfer rumours aplenty. Sir Alex Ferguson was reported to have been unhappy with the striker’s form and although he has since quashed such claims, the press continue to speculate. Of one thing there is no doubt, Rooney remains world class and a look at his stats shows just why. He stands up favourably to other strikers in the Premier League and here’s how: Wayne Rooney Goal Statistics 2012/13 WRG While Robin van Persie has received all the plaudits for his free-scoring start in a Manchester United shirt, a look at Rooney’s own goal statistics this season illustrates that he is equally deadly in front of goal. Rooney is the equal tenth top goalscorer this season and with a goal every 137 mins, he is currently outperforming the likes of Theo Walcott (151 mins), Sergio Aguero (176 mins), Olivier Giroud (198 mins) and perhaps surprisingly, is matching the efforts of Gareth Bale (138 mins). Moreover, of the aforementioned players, Rooney (53%) has one of the highest clear-cut chance conversion rates. Gareth Bale (55%) is the only player to exceed Rooney in this department, with Walcott (42%), Aguero (29%) and Giroud (20%) unable to attest to such clinical finishing. It is worth noting that Rooney’s clear-cut chance conversion rate is also better than Demba Ba’s (47%), Jermain Defoe’s (40%) and his striking partner van Persie’s (36%). Luis Suarez, enjoying a rich vein of form, is leading the way of the strikers at the top clubs with a conversion rate of 58%. Wayne Rooney Creativity Statistics 2012/13 WRCThis is where Rooney comes into a class of his own because compared to his rival strikers, in this category the United frontman stands out. With 9 assists this season, Rooney is the joint-top provider alongside Juan Mata, Lukas Podolski, Steven Gerrard and Walcott. Of course, assists can be misleading because they rely on the other player converting the chance created. A look at chance creation overall, however, shows that Rooney is still comparing well to rival strikers in the Premier League. Creating a chance every 40 mins, Rooney is ahead of strikers such as Walcott (57 mins), Podolski (53 mins), Aguero (51 mins) and once again, van Persie (45 mins). If ever there was a game to sum up Wayne Rooney at his best, the 4-0 home victory against Norwich is probably it. With 2 assists and a fantastic long-range strike to boot, Rooney was the central figure as United cruised to three points. In that game Rooney didn’t lose possession once and won the ball back from the opposition every 15 mins. Being able to match his attacking prowess with such poise on the ball and tenacity to win it back is what Rooney is renowned for. One criticism that is often levelled at Rooney – and unfairly so – is his lack of contribution in big games. Reflecting on last season alone, Rooney scored two goals against Tottenham, Everton and Liverpool. He also scored three against Chelsea and notched a hat-trick against Arsenal in the 8-2 drubbing at Old Trafford. He’s continued his prolific scoring rate against the so-called bigger teams this season by scoring a brace in the 3-2 victory away from home against Manchester City.http://eplindex.com/28614/wayne-rooney-premier-leagues-stats-comparison.html |
